The Study on the International Inclination of Policy Decision in Environmental Problem (정책결정의 환경문제와 국제적 성향에 관한 연구)

  • The purpose of this paper is to examine whether strategic decision-making processes are related to decision effectiveness, using a longitudinal field study design. We studied 120 decisions to determine if procedural rationality and political behavior influence decision success, controlling for the goodwill of the environment and decision implementation. Our results indicate that decision-making processes are indeed related to decision success. Results are discussed in terms of the importance of strategic choice in environmental organizations. these studies often provided simple fragments of empirical tests without a well developed theoretical framework. This study attempts to fill this gap by examining policy adoption, specifically by investigating influences on policy decision making across 120 nations using multiple-regression analysis. The greater the number of international NGOs in which a national governmental participates, the more the nation is apt to adopt international environmental policies to see how real affect.

A Study on the Applicability of East Asian Welfare State Discourse to the Development of Korean Welfare State(Regime) (서구적 동아시아 복지국가 담론의 한국에 대한 적용 가능성 연구)

  • The objective of this study is to examine the dicourse of East Asian Welfare Models and its applicability to explain the development of the Korean Welfare State(regime). The Confucianist Welfare State, representing East Asian Welfare Models has limitations in explaining the current features and dynamics of east asian welfare states. Compared to the western and northern european welfare states, the Welfare State(Regime) of Korea, one of the east asian countries show the clear differences in terms of its origin, the background of formulation, the orientation of the policy and the actors. Thus, a new approach to examine the East Asian Welfare Model is needed. As a theoretical framework, the origin and the growth of the Korean Welfare State(Regime) can be understood and explained in the boundary of concept and the theoretical framework of the Authoritative Developmental State; Historically, the democratization of the 1980s and the financial crisis of the end of 1990s in Korea contributed to the growth of the welfare policies and institutions in Korea. Japan, Taiwan and other east asian counties, such as Hong Kong and Singapore have many similarities with Korea in terms of welfare policies and institutions. Comparative studies of these countries can create significant and useful results to develop a new concept and model of East Asian Welfare States. Case studies and active academic exchanges among welfare state researchers in these east asian countries are very important to develop a new concept of East Asian Welfare State Models.

National Interest and the News Media -Understanding U.S. Elite Media's Relationship with Foreign Economic Policies- (국가이익과 언론 -미국 엘리트 언론의 국제통화체제 위기 보도를 중심으로-)

  • There emerges a growing concern about South Korea's intellectual dependence on U.S. financial news media. However, those media's inherent relationship with national economic and financial interests has been poorly addressed. This paper thus attempts to identify such a strategic partnership between media and the government by analysing news coverages over four critical arena interwoven with U.S. dollar based financial system. For this purpose, total 152 news articles about Asia crisis, Asian Monetary Fund, Malaysia currency crisis and the new international financial architecture have been examined in terms of frame, attitude, cue-givers and discursive strategies. Research results indicate that not only have the media actively deferred to government leadership bur they have also acted as public diplomats in way of not hampering journalistic credibility. Hence, it is claimed that Korean society needs to formulate a model of media's strategic partnership with government at least in foreign policy arena, as well as to launch discursive strategies against nation-bound global news media.

  • Korean society has frequently seen the conflicts between environmentally oriented ideology and development ideology which generally take shape as regional problems. An interesting example is the case of Paldang water resource protection area in Yangpyung-kun, Kyunggi Province. At the area, the rural residents are trying to take regional development by utilizing as much as natural resource in the region, and the central government is trying to make clean water sustained for the public interest of the whole people living within the supplying area of the water resource. Accordingly, the conflict is inevitable. It is the role of environmental movement group that makes us pay attention to this region. Under the present situation regarding environmental protection as a core keyword, the environmental protection groups tend to stand on the side of the central government. That is, those groups let the government consolidate its dominance discourse, which help the resistance discourse of the residents weakened. This basic structure of relationship sometimes touches off the situations of antagonistic confrontation. It is the group for organic fanning movement on the region that is playing a significant mediating role between the two. It has eased severe confrontation, and has persuaded the residents, expecially the farmers, to accept so-called win-win strategies which are related with various kind of organic fanning. The agriculture can be regarded as a win-win action because it is a way of fanning adapted to the protected natural environment. It is taking firm hold in this region as an alternative which can satisfy the ideology of 'sustainable development' or 'sustainability'. It could give us a kind of paradoxical confusion that the strategies of regional development of pro-environment are being carried out in the region where the residents are fighting against the government's strict control of natural environment. The example of this region, however, could show a significant direction for solving the continuous problem of conflict between environmental protection and regional development.

A Study on the Journal Evaluation Policy of Korea Research Foundation (학술지 평가정책에 관한 고찰 -학술진흥재단의 학술지정책을 중심으로-)

  • The role of scholarly journals in academic world is widely know and is recognized as the most important tool to improve the quality of scholarly communication. To do this, reasonable and legitimate evaluation methods are to be designed and to be applied. However, despite a lot of criticism regarding this issue, current journal evaluation policies have not drawn attention in related disciplines. In this regard, this paper attempts to shed light on some aspects related to the Korea Research Foundation's journal evaluation policy. Potential problems are particularly highlighted. It also addresses issues in using such data and tools in evaluating scholarly performance of researchers in academic institutions.

  • In this study I selected the keyword analysis method to infer what's the components of production system. Magazine , were chosen, because they are most close media to production reality. After content analysis of , key words of main reports were programming production, institution policy, industry, technology. As for , institution policy, organization, programming production, collective action were frequently found. Even though there are some differences between two media, institution policy, industry, technology, organization keywords are very salient components regarding programming production.

  • This study investigates the problems resulting from the Internet addiction policy management in South Korea and discusses a direction for rational policies by developing a system that facilitates interactive discussions among interest individuals and groups. The Korean society has experienced conflicts of interests among the government, the private sector and civil society in the policy. In addition, heightened competition among government ministries has led the Internet addiction policy management to be susceptible to how citizens respond to the claims of interested parties, thereby having the rationality of the policy management less count. To address these issues, this study investigates the current Internet addiction policy and explores the potential of new governance from a perspective of new institutionalism. This study suggests that the system of the Internet addiction policy should be restructured to transfer control over the policy from the central to local government and develop governance centered on the consensus of the government, the private sector, and civil society.

Means of Policy Integration and Challenges for Holistic Innovation Policy (통합형 혁신정책 구현을 위한 정책수단과 과제)

  • Lately innovation is perceived as a systemic, horizontal phenomenon and requires a new governance for innovation. Subsequently, broader societal questions enter the domain of innovation policy and coordination and integration between innovation policy and various other policy domains, such as economic, educational, social, regional and environmental policies become crucial. Definitions of policy integration include terms such as coherence, cooperation, coordination and put great emphasis on joint working to promote synergies among policies and reduce duplication and the use of the same goals to formulate policy. As innovation capabilities of the private sector have improved and it has become unclear who to catch up with, the Korean government, a leading player in the process of "catch-up," is likely to have more difficulties in maintaining the old way of planning and executing policies. The Korean government is now under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries longer, which in turn reveals various limits of the existing policy framework. Policy integration involves a continual process demanding changes in political, organizational and procedural activities. To ensure long term and cross sectoral innovation policy, overall change and improvement in policy and its implementation needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

Early Development of Policy and Public Understanding of Nanotechnology in Korea (한국의 나노기술:초기 정책 형성과 사회적 수용을 중심으로)

  • Under the strong support of the government, nanotechnology(NT) has been expanded rapidly in Korea. Korea was one of the countries that followed the National Nanotechnology Initiative(NNI) of the US very soon and set up their own policies for NT. This paper argues that the main rationale of the Korean version of NNI was so called 'catch-up strategy' by entering at the early stage of new technology. It stimulated scientists and engineers from various disciplines to do researches and to establish new education programs in NT. Unlike IT and BT, however, such fast and big investment in NT was approved by the public in the sense that there has been few criticism on the governmental NT policies and potential harness of NT. With the relative uninterestedness of the civil society and competititveness seeking policy in NT, ELSI in NT was not included in the Korean version of NNI and the results of technology assessments on NT were not introduced to the public at all.

Urban energy transition and energy autonomy in Daegu (대구의 도시 에너지 전환과 에너지 자립)

  • Depletion of fossil fuels and sharp rise of international oil price as well as climate worming and frequent environmental disasters have required to strengthen resource(esp. energy) and environmental policy and discourse. And hence highly influential discourses and policies such as the concept of sustainable development and strategy for carbon regulation have been developed and pursued world-widely. But these concept and strategy have seemed to be subsumed in the process of neoliberalism, so as to have little effective results. This leads us to energy transition and energy autonomy or autarky as alternative strategic and normative concepts. Daegu has shown strong interests in urban energy problems relatively earlier than other cities, and developed the so-call 'Solar City' project. But it could not properly tackled with the problems, while tending to meet with the global imperatives. This paper considers urban energy problems and energy policy of Daegu with its significance and limitations, and suggests 4 principles for urban energy transition and autonomy with some concrete alternative measures; that is, the transition from fossil and nuclear energy to renewable energy, the transition from supply-led policy to demand side focusing policy, the transition from central governing energy system to locally distributed one, and the transition from market-dependent management to citizen-participatory energy governance.
