복잡하고 거대한 통신망을 효율적으로 구성하고 운용 관리하기 위해 ITU-T에서는 TMN 망관리 국제표준을 정하고 있다. 그러나 TCP/IP 기반의 인터넷 망에서는 TMN보다 간단하게 정의되어 있는 SNMP를 이용해 MIB를 기반으로 망 요소(network element) 제어만을 하고 있다. 인터넷 망에서 멀티미디어 데이터 교환 서비스를 수용하면서, IP 망 설계 초기에 고려하지 않았던 서비스품질(QoS)을 제공하기 위해 IntServ, DiffServ 프로토콜 등을 정의하고 있다. 이렇게 QoS를 제공하기 위한 인터넷 망은 단순한 SNMP 만으로는 관리될 수 없다. 그러나 아직까지 이에 적합한 망관리 모델이 정립되지 못한 상태인 바, 본 논문에서는 정책을 기반(policy-based)으로 하여 QoS 서비스를 위한 자원 할당을 dynamic하게 제공할 수 있도록 하는 QoS 인터넷 망관리 모델을 제안한다. 이 모델은 TMN의 관리계층 구조에 맞도록 구성되어 있다.

자치단체를 대상으로 영상정보자원의 통합 관리를 목적으로 통합관제센터 구축 사업이 활발히 진행되고 있다. 자치단체의 영상정보자원을 효율적으로 통합 관리할 수 있는 통합관제센터 인프라가 본격적으로 구축됨으로써 영상정보자원의 효율적 통합 관리를 위한 정책적 선행과제 발굴이 시급한 상황이다. 국가영상정보자원의 통합 관리 기반을 조기에 마련하기 위해 자치단체의 영상정보 통합관리 체계가 구축되어야 한다. 본 논문에서는 자치단체 영상정보자원 통합관리 체계 구축을 위한 선행과제를 정책 수립, 인프라 조성, 서비스 적용, 법제도 지원 관점에서 제시하고자 한다. 본 연구를 통하여 정부에게는 국가영상정보자원의 통합관리를 위한 정책과제 발굴에 대한 방향성을 제시하는데 도움을 줄 수 있고, 자치단체에게는 통합관제센터의 구축 및 운영을 위한 가이드라인을 제공해 줄 수 있을 것이라 기대한다.

최근 현실 공간에서의 물리적 공격(Hard Attack)이 가상공간을 통한 사회 공학적 공격 및 정보기반통신망 공격(Soft Attack)으로 변화하고 있다. 이에 따라 군사(방위산업) 및 국가 주요정책정보에 대해 정보통신망을 통한 각종 정보의 해킹등 전자정부 사회간접시설 및 공공서비스의 기능에 대한 침해가 빈발하고 있다. 사이버공간에서의 국가안전보장을 위한 활동은 사후방어보다는 사전예방이 중요하며, 이를 위해서는 사이버공격 징후의 포착과 종국적인 책임기관에 의한 통합적 대비가 필요하다. 이러한 업무를 효율적으로 수행하기 위해서는 대통령실을 정점으로 국가안전보장을 종국적으로 책임지는 기관이 국가 사이버위기의 예방 및 방어 전략을 체계적 통합적 관리할 수 있도록 입법적 대응방안을 마련하는 것이 매우 시급한 과제이다.

It's about time we had to think an alternative to recover our insufficient fishery market caused by IMF locally as well as the fishery agreement on Japan and China. It's essencial that we have to build up the foundation of information-oriented fishery market In order to improve the infrastructure of the market like developed countries. In this paper We present digital data communication network to exchange information for fishery and safety between fishing ship and coast station in cheeper communication fee using SSB(Sing Side Band) in HF(High Frequency) band.

다양한 이종의 액세스 망들이 공존하는 융합망 환경에서 기존 음성 서비스에 적용된 절차적이고 정적인 제어 방식으로는 무선 멀티미디어 서비스 연속성을 효과적으로 지원하는 것은 현실적으로 어렵다고 여겨진다. 본 연구에서는 정책을 기반으로 서비스 연속성을 효과적으로 지원하기 위한 핸드오버 관리 방안을 제시하고자 한다.

Attempt to protect personal computer from hacking, virus, worm, and the troy wooden horse is progressed variously. Nevertheless, it is very difficult fer public users to understand configurations to enhance security stability in windows based personal computer, and many security problem is due to there lack of recognize about information accessability, various kind of configuration, these necessity, and efficiency. Accordingly, it is demandded to develop an efficient system to protect networks and personal computer with automated method. In this paper, we derive problems of personal computer by analyzing various vulnerableness and policy on security, through which we design and implement the system to solve various windows system problem conveniently.

For the next generation mobile communication system, diverse wireless network techniques such as beyond 3G LTE, WiMAX/WiBro, and next generation WLAN etc. are proceeding to the form integrated into the All-IP core network. According to this development, Beyond 3G integrated into heterogeneous wireless access technologies must support the vertical handover and network to be used of several radio networks. However, unified management of each network is demanded since it is individually serviced. Therefore, in order to solve this problem this study is introducing the theory of Common Radio Resource Management (CRRM) based on Generic Link Layer (GLL). This study designs the structure and functions to support the vertical handover and propose the vertical handover algorithm of which policy-based and MCDM are composed between LTE and WLAN systems using GLL. Finally, simulation results are presented to show the improved performance over the data throughput, handover success rate, the system service cost and handover attempt number.

To advance fisheries, we set developmental directions of fishery information by grasping present situations and analyzing maritime & fisheries issues. We promote various policies through effective systematical information data bases, based on both control and utilization of oceanic resources. For these puposes, it is imperative that we set up fisheries communication networks. There are satellite assisted informational networks to assist fishing vessels with their marine based movements. However, there's no hope for poorly equipped fishermen to adopt this network because of extravagant network call charges. So we think that using existing SSB communication system is the best plan. We organize fishery communication network by HF SSB communication which doesn't have operational costs. We build wireless transmitting and receiving stations that are basic systems of informnation, and equip wireless data communication systems by the use of wireless communication network protocols in coastal stations. It is necessary that a fish boat has a terminal device for wireless data communication. In this research we can conclude that if we transmit the location of a fishing boat in-real time through GPS channels then we propose that some methods be formulated to able terminal devices on fishing boats to collect various types of information, such as meteorological and oceanic conditions.

최근에 정보 고속도로 사업계획과 관련하여 세계 여러나라들이 실시하거나 실시 예정인 VOD 시험서비스에 많은 관심이 일고 있다. VOD서비스와 같은 대화형 TV 서비스(I-TV, Interactive-TV Service)는 컴퓨터, 통신 가전업체 그리고 영화 제작사등이 함께 참여하고 있다. 본 기고에서는 차세대 통합 멀티미디어 사업이라는 대화형 TV서비스의 개요와 요소기술, 그리고 서비스의 동향 및 전망을 알아보기로 한다. 1. 대화형 TV 서비스(Interactive TV Service)의 개요 현재까지 대부분의 TV 시청자들은 방송국으로부터 송신되는 공중파나 CATV서비스를 통해 프로그램 서비스를 받아보는 방송(broadcasting)방식 형태의 서비스를 이용해 왔다. 그러나 이러한 일방적인 수신방식은 최근 미국의 클린턴 행정부가 미국의 차세대 기반 통신망 구축 정책(정보 고속도로 사업; Information Super High-way)의 일환으로, CATV 사업자뿐만 아니라 지역 전화회사까지도 참여하고 있는 VOD(Video On Demand) 시험서비스가 시행됨에 따라서 미국은 물론, 우리나라를 비롯한 여러나라에서 대화형식의 TV서비스를 시행하려는 움직임이 일어나고 있다. 이러한 움직임은 지난 ‘92년 7월 16일 미 연방통신위원회(FCC. Federal Communication Committee)가 그동안 전화회사에 대해 CATV 시업진출을 금지하였던 정책을 바꿔서, CATV에 대항한 경쟁도입과 기반 정보통신망 정비를 목표로 하여 비디오 다이얼톤(VDT(주), Video Dial Tone)이라는 이름하에 공중통신 사업자에게도 영상신호를 전송을 인가함에 따라 시작되었다. VOD서비스와 같은 대화형 TV서비스는 가입자가 원하는 서비스를 시간에 관계없이 댁내의 통신회선(일반전화망, 케이블망, 광화이버망, 위성망)을 통해서 요구 즉시 실시간에 서비스를 받아볼 수 있는 멀키미디어의 통합서비스 방식이다. 도한 이 서비스는 음성통신과 방송의 통합형 서비스로서, 방송국, 전화회사 혹은 서비스 제공업자(ISP ; Information Service Provider)에 의해 제공된 디지탈 영상 및 일반 데이터 등을 압축하여 서버에 저장한 후, 소비자의 요청이 있을 경우에 통신회선을 통해 즉시 서비스 해준다. 이와 같은 대화형 TV 서비스의 구성요소로는 다양한 영상정보 및 데이타를 보유하고 있는 정보제공자, 전화선이나 CATV 또는 위성방송과 연결해 주는 지역별 비디오 서버 및 교환장치, 통신회선을 통해 전송된 서비스를 영상정보로 만들어주고 또한 가입자의 요구를 즉시 정보제공자에게 알려줄 수 있는 가정용 단말기 (STB. Set Top Box)로 이루어진다. 여기서, 비디오 서버는 다양한 대화형 TV 서비스를 제공해 주는 중계자로서, 영화, 홈쇼핑, 홈뱅킹, 대화형 교육, 비디오 게임 등을 가정에서도 가능하게 해 줄 뿐 아니라, 가입자를 관리하는 기능을 가지고 있어서 가입자 정보는 물론, 각종 서비스 사용료, 개인 통계자료 분석 등도 집계할 수 있는 기능을 가지고 있다.(그림1) 본 기고에서는 이러한 대화형 TV서비스 중에 대표적 응용서비스인 VOD 서비스에 사용되는 기술요소와 각국에서 진행되고 있는 VOD 서비스 동향 및 전망에 대해 알아보고자 한다. (주) VDT(Video Dial Tone) : FCC가 ‘92년 7월 16일에 인가한 지역 전화회사에 의한 가정용 영상 전송서비스 및 CATV에 대항한 경쟁도입과 Infrastructure의 정비를 목표로 하여 결정한 내용은 다음과 같다. 지역 전화회사에 대하여 (1) 공중통신사업자에 대하여 서비스 제공자에 대한 영상신호의 전송을 인가(기본서비스), (2) Video Gateway 서비스, 비디오 기기 제공, 서비스 제공사업자에 대한 과금, 요금징수 대행을 인가(고도서비스), (3) 프로그램 제공자에 대하여 자본출자율을 5%로 높이는 외에 (종래는 1%) 업무 관계의 확대(합병회사 설립 및 consultant 계약 등)를 인가. (4) Rural 지역(영업지역의회의 지방)에 대한 직접 프로그램 제공의 특별인가(주민이 1만세데 미만의 지방 공공 단체만 가능, 영업지역내에서는 제한없음), (5) 지방공공 사업체에 의한 영업면허의 불요(지역 전화회사가 직접 사용자에 서비스를 제공하지 않기 때문에 CATV 서비스로는 보지 않기 때문). (6)의 회로의 권고(케이블 정책법으로 결정되어 있는 통신사업자와 CATV회사 자본의 상호보유 금지의 해제) 등이다.
