정부는 1월 25일 국무조정실, 미래창조과학부, 외교부, 산업통상자원부 등 관계부처 합동으로 향후 5년간(2017~21년)의 원자력 진흥 이용 정책 방향을 제시하는 '제5차 원자력진흥종합계획'을 확정했다. 이번 제5차 원자력진흥종합계획 주요 특징은 국민적 관심사인 원전 안전과 방사성폐기물 관리에 역점을 두고 수립됐으며, 갈수록 중요성이 증대되고 있는 소통을 위한 정책이 비중있게 다뤘다는 점이다. 또한 핵심 주제 도출, 추진 전략 설정 등 수립 과정상 온라인 및 오프라인 공청회를 병행하는 등 다양한 의견 수렴 절차를 거쳤으며, 관계 부처 간 유기적인 역할 분담 및 협력 내용을 충실히 반영하고, 원자력 연구개발 5개년 계획을 수립하여 상하위 계획간의 일관성과 실행력을 높였다. 정부는 제5차 원자력진흥종합계획의 충실한 이행을 통해 고준위폐기물 관리 정책 확립 등 투명한 정책 추진으로 국민 신뢰를 향상하고 신기후체제 출범에 따른 온실가스 감축 목표에 효과적으로 대응하며 원자력의 지속적 이용을 통한 국가 성장 동력 창출 기반을 확보할 수 있을 것으로 기대하고 있다. 원자력진흥종합계획은 원자력 진흥 이용 관련 종합 계획으로 지난 1997년부터 매 5년마다 수립하여 추진하고 있다.

본 보고서는 KISA의 지원에 의하여 수행된 2016년 '전자상거래제도개선전담반'의 토론내용을 중심으로 대표저자인 필자가 작성했다. 우리나라는 2016년초 처음으로 전자상거래 무역이 흑자를 기록했다. 그러나 무역 규모에 비해 전자상거래 수출실적이 극히 미흡하다는 판단 아래 정책 효과를 배가할 범정부적 제도 개선책을 도출했다. 제I장에서는 전자상거래가 앞으로 대한민국 수출의 경제성장 동력원으로서 일익을 담당할 중요한 부문임을 역설하고, 제II장 본론에서 용어의 통일, 전자상거래 무역통계 제도 개선, 유통 통관 관세 제도 개선, 전자상거래 고급인력 양성, 글로벌 공동이용 플랫폼 기술개발 지원, 전자상거래 지원을 위한 표준화 등 개선안을 정리하였고, 제III장에서는 정책제언을 수록했다.

온실가스배출권거래법이 2015년 1월부터 시행될 예정이다. 온실가스 배출권 거래제는 현재 시행중인 배출가스 목표관리제에서 한발 더 나아가 정부가 그동안 추진해 온 녹색성장 정책에 따른 국가 온실가스 감축 목표 달성을 적극적으로 이루기 위한 제도라 할 수 있다. 또한 배출권 거래제를 다른 개도국보다 빨리 도입함으로써 향후 기후변화협약 논의 과정에서 선진국과 개도국간의 갈등을 조정하는 역할을 수행하면서 국제적 리더십을 확보하고자 하는 정책적 의도도 담겨 있는 것으로 보인다. 여기서는 한국자동차산업연구소 신은주 연구위원의 '배출권 거래제 입법화 의미와 영향'보고서를 통해 배출권 거래제 추진의 의미와 영향, 외국의 배출권 거래제 현황 및 시사점에 대해 살펴본다.

클라우드 시장에서는 클라우드 서비스 비즈니스 모델의 우위 선점을 위한 글로벌 경쟁이 치열하게 진행되고 있으며, 이와 마찬가지로 국가간 클라우드 관련 정책 또한 빠르게 개발되고 있다. 이러한 클라우드 관련 정책의 일환에 있는 클라우드 서비스 인증제에 대해 살펴보고 발전 방향에 대해 제언하고자 한다.

A substantial body of theoretical and case study literature exists about the relationship between competition and universal service in developing countries. On the one hand, many scholars have argued that state-owned monopolies in developing countries are not able to mobilize the capital needed for network expansion: the resulting unmet demand for services becomes a motivator for liberalization. On the other hand, the introduction of competition jeopardizes the internal and external subsidies through which the state-owned monopoly kept subscription rates low: the heightened concern about loss of subscribership incentivizes the creation of explicit universal service statutes and funding mechanisms concurrently with or soon after competition is introduced. This paper shows that universal service in Korea had a unique evolutionary path, which did not conform to either of these expectations. From this finding, it reaches the conclusion that the outcomes predicted by theory and observed in the case study literature are not intrinsic to the monopoly condition per se, but derive from the strategic choices made by telecommunications managers, regulators and lawmakers in developing countries.

This study examines the logistics policy and system to activate the air freight known shipper system in Korea in order to suggest how to use the system necessary to convert and expand common shippers into known shippers. Even though "The Act on Aviation Safety and Security" and "Air Freight Security Criteria for Known Shippers" were revised in 2012 and 2011 each, the purpose was to regulate procedures to control aviation safety and security and air also freight security, so it does not include any measures to activate the known shipper system. Therefore, to activate the known shipper system, this study suggests measures to use the logistics security support system of "The Fundamental Law on Logistics Policy" revised in 2012, the logistics cooperation system, and consulting support as well.
