The European Union(EU) has implemented the Structural Funds since 1994, in order to achieve its harmonious development though the strengthening of economic and social cohesion in the EU territory, and particularly to tackle regional disparities and to support backward regions in the territory. In the July of 2006, the Council of EU has flatly laid down the provisions of the Structural Funds which is applied to the period of 2007-2013, having regard to the proposal from the European Commission and the assent of the European Parliament. Given this context, this work deals with the features of the Structural Funds(2007-2013), focusing on the funds' objectives, the regions and countries under the application of such objectives, allocation of the funds among the EU Member States, and the funds' financial resources.

There are sendee_based research and receiver_based research for dynamic adaptation to network congestion which arises from multicast video conference ; the former results in bandwidth waste of receivers who use high available bandwidth on account of average loss rate in transmission rate, the latter in short of the method that divides layers of available bandwidth of receivers dynamically. In order to do so, in this paper, we established two multicast groups divided into non-congestion status and congestion status according to receiver's network state, and implemented the bandwidth management algorithm which is designed for providing receivers with profitable qualities for available bandwidth by letting them choose each group dynamically in reference to loss rate. As a result, experiments proved that bandwidth waste problem was improved by receiver's dynamic choice according to loss rate.

인류가 산업발전 등으로 인해 석유등 화석연료를 사용함에 따라 대기오염은 날로 악화되어 1952년 런던스모그 같은 참사를 맞이하였고 이에 각국은 이러한 대기 오염물질을 저감하기 위하여 노력한 결과 대기 오염물질은 낮아지고 있으나 이에 반해 이산화탄소 배출량 증가에 따른 지구 온난화 현상과 오존층 파괴는 지역적인 환경문제에서 번세계적인 환경문제로 확산 전개되고 있다. 특히 산업혁명후 화석연료의 급격한 사용증가로 인한 이산화탄소 배출량 증가는 지구를 온나화시키고 수십년 후에는 환경에 심각한 영향을 주게 되는 것은 의심할 여지가 없는 것으로 이는 지구환경문제 중에서 금회 최대의 과제로 대두되게 되었다. 이에 따라 1985년 UNEP 관리 이사회를 필두로 "지구환경보전에 관한 동경회의", "대기오염 및 기후변동에 관한 노드윅 회의", "백악관회의", "휴스톤 Summit" 등에서 이 문제가 거론되기 시작하여 '90. 8월에는 스웨덴에서 온난화에 대한 과학적 인식과 대책의 메카니즘을 정하기 위한 IPCC 4차 회의가 각국 대표들이 참석한 가운데 정치, 경제, 과학의 문제로 등장하여 우리생활의 근본을 좌우할 다각적인 논의가 진행된 바 있다. 또한 미국, 영국, 일본 등 선진국들의 정상이 모이는 G7 회담 등에서 논의되고 있는 것들 중 정치적인 문제를 제외하고는 환경문제를 가장 많이 다룬다는 외신보도를 우리는 여러번 접한바 있다. 현재 국제적 환경문제로 가장 관심이 집중되고 있는 문제 중 몇가지를 소개하면 우선 <몬트리올의 정서에 의한 오존층 보호>를 들 수 있겠고, 최근 국제 협약 제정을 추진하고 있는 "지구온난화 방지에 관한 기후협약" 그리고 유해폐기물의 국제교역에 관한 "바젤협약"과 함께 새로이 제기된 "생물학적 다양성 협약"등이 거론되고 있으며, 이에 덧붙여 미국의 "자동차배출가스 규제"도 우리나라 산업에 큰 영향을 미칠 것으로 판단된다. 본 논문은 이중 대기와 관련된 오존층 보호와 지구온난화 대책에 대한 국제회의 등에서 현재까지 논의되었거나 토의될 내용에 대하여 기술하고 특히 금년부터 집중적으로 국제협상이 진행될 지구온난화 문제에 대한 최근의 국제동향 우리나라의 입장을 기술하고자 한다.

In this paper, we propose the extension of cooperation protocol which realizes the autonomous control of QoS and show its effectiveness with implementation and experiments of our agent-based videoconference system. The autonomous QoS control in the agent-based videoconference system means the framework of adjusting its functions/abilities by itself to cope with the changes of user requirements and system resource situations. But, the original cooperation protocol used by the agent-based videoconference system is not enough to perform cooperation closely to use the limited resources effectively. In our proposal, the cooperation protocol is offended in the following points: (1) introducing a cooperation states, (2) extension of performatives, (3) introducing compromise levels. We embedded the proposed protocol to the agent-based videoconference system and experimented the behavior of the system. According to the experiments on this prototype system, we confirmed that the flexibility of the system is improved.

전국 60개 대학교 공과대학 교수 중심의 전임교수 417명이 참여한 '책임성 있는 에너지 정책수립을 촉구하는 교수 일동'은 7월 5일 오전 10시30분 국회 정론관에서 기자회견을 열고, 합리적인 에너지 공론화가 필요하며 국회를 비롯한 국가의 정상적 의사 결정 체계가 작동해야 한다고 강력 촉구했다. 참여 대학은 공과대학 소속 79명의 전임교수가 참여한 서울대(82명)를 비롯해 부산대(58명), KAIST(43명), 조선대(32명), UNIST(15명), 경희대(16명), 한양대(17명), 중앙대(13명) 등 60곳이며, 미국 퍼듀(Purdue)대, 미시간대(U. Michigan) 등 외국 대학 4곳도 포함됐다. '책임성 있는 에너지 정책수립을 촉구하는 교수 일동'명의의 성명서 발표는 지난 6월 1일 성명서에 이어 두 번째다. 성명서 전문과 설명 자료('정부 탈원전 기조의 문제점')를 게재한다.

원자력안전위원회는 12월 8일 제62회 원자력안전위원회를 개최하고, '제2차('17~'21년) 원자력안전종합계획안'에 대한 심의를 거쳐 동 계획을 확정하였다. 제2차 종합계획은 '국민이 공감하는 원자력 안전, 방사선 위험으로부터 안전한 사회'를 비전으로 원자력, 방사선 및 핵안보 등 분야별 안전 강화를 위한 7대 전략 21개 중점 추진 과제를 포함하고 있다. 주요 내용은 ${\triangle}$정상 운전부터 중대사고까지 원전의 안전 관리 강화, ${\triangle}$정보 공개 소통을 통한 투명성 제고, ${\triangle}$해체 사용후핵연료 등 원자력산업의 후행주기 안전 관리 체계 구축, ${\triangle}$지진 등 재난대비 및 방사능 비상 대응 체계의 실효성 제고, ${\triangle}$핵안보 핵비확산체제의 국제사회 선도, ${\triangle}$환경 변화에 대응한 선제적 방사선 안전 관리, ${\triangle}$R&D, 인력 양성, 국제 협력 인프라 확충 등이다. 원자력안전종합계획은 "원자력안전법"에 근거하여 5년 단위로 수립되는 원자력 및 방사선 안전 관련 최상위 국가 계획이다.

In Western Europo and the US, there has been a general trend over 30 years of reducing the amount of force by the police, through a paradigm shift from 'Escalated Force Model' towards 'Negotiated Management Model'. In tune with this trend, for example, the Swedish Police have implemented the uniformed 'Dialogue Police' system, in order to establish communication contact with demonstrators, before, during, and after their events, The Negotiated Management Model involves a greater respect for the rights of protesters, a more tolerant approach to community, and improved intelligence, communication, and flexibility, in order to facilitate lawful protests and to reduce the possibility of an escalation of major public disorder. The Korean National Police (KNP) appears to be operated within this negotiated management framework, since in preparation for the G20 Seoul Summit, they have also emphasized good communication between the police and protest groups, by newly creating the concept of 'Protest Policing Through Facilitation of Lawful Protests'. In this context, this study first attempts to analyze not only the negotiated management model, but also the Swedish dialogue police. Secondly, the study conducts a comparative study between the KNP's Protest Policing Through Facilitation of Lawful Protest and the Swedish dialogue police system, particularly, in conjunction with the negotiated management. Although Korean and western police have different system and history, protest policing model is now approaching with each other through a link between conflict resolution techniques, such as dialogue, negotiation, mediation and facilitation. Finally, the study is to prove if the KNP's protest policing model corresponds with the negotiated management model, and further to suggest new 'Facilitation of Conflict Resolution Model' as a desirable future of the KNP's protest policing.

Objective : Asymmetries in evoked potential P300 topography of schizophrenia and bipolar disorder are still controversial. The purpose of this study was to examine the difference in P300 topography between schizophrenia and bipolar disorder. Method : P300 was recorded from 16 schizophrenic, 15 bipolar manic, and 16 control subjects. All were right-handed. Subjects silently counted target stimuli(2.0kHz) among trains of standard stimuli(1.0kHz). Averages were constructed from brain responses to target stimuli. Results : 1) Schizophrenics displayed significantly smaller peak amplitude of P300 over Cz, Pz, T3 than controls. 2) Schizophrenics displayed significantly smaller peak amplitude of P300 over T3 than bipolar manics. 3) Schizophrenics displayed significantly smaller peak amplitude of P300 over T3 than their T4. 4) Schizophrenics displayed significantly delayed latency of P300 over T3 than bipolar manics. 5) Schizophrenics displayed significantly delayed latency of P300 over T3 than their T4. Conclusions : Left-sided P300 abnormality, especially left superior temporal gyrus, in schizophrenics relative to bipolar manics and controls suggests that psychophysiological cause of schizophrenia and bipolar disorder is different and P300 asymmetry is specific to the psychophysiological cause of schizophrenia.

The World Summit on the Information Society (WSIS) was held in two phases. The first phase took place in Geneva, December 2003, and the second phase took place in Tunis, November 2005. The objective of the WSIS was to establish the foundations for an Information Society for all, reflecting all the different interests at stake. In relation to, this article explore the vision and paradigm of WSIS. For this, this article review the historical context of International information order and International agreements, and examine the issues of WSIS. As a result, I recognize, It is valuable that the process of WSIS for Global governance was held among governments and other stakeholders, i.e. the private sector, civil society and international organization. In addition, developing countries's voice are deeply reflected on the WSIS. It is noticeable that ITU played key role as coordinator. However, we are anxious that WSIS's vision for Information society have a bias toward Technology determinism. Eventually, this article argue that WSIS discourse is the lack of any serious and critical structural analysis of the politico-economic context.
