Improvement Directions Of Related Laws System To Protect U-City Infrastructure Facilities (U-City 기반시설보호를 위한 관련 법제도 정비 방향)

  • This study aims to provide improvement directions of related laws system to protect U-City infrastructure facilities. For this, the study analyzes oversea infrastructure protection systems and domestic U-City laws system. Then, this indicates problems considering U-City infrastructure protection through Industrial-University-Institute experts' survey. Based on this survey, this study proposes improvement guideline of laws system to protect U-City infrastructure facilities, including enactment the Guideline of U-City Infrastructure Protection, obligation of U-City Infrastructure Protection, revision method of related laws system for protecting intelligent facilities, and Management System of U-City Infrastructure Facilities.

GIS-Supported System for Measuring the Effect of Social Infrastructure Improvements (사회기반시설 정비효과계측을 위한 GIS지원시스템)

  • In this study, a GIS-supported system is used to measure the effect of social infrastructure improvements. Benefit evaluation approach is based on two types of approaches -the simple hedonic approach and Rosen's two step approach. The land attribute data for both approaches are efficiently collected and generated in a GIS-supported environment. Moreover, it conveys more objective and correct data. The benefits are estimated on real locations by using GIS. The potentiality of the developed system for practical application has been verified by its application to Joban New Line in Tokyo metropolitan area. By incorporating benefit evaluation routines into GIS, the proposed system will be a useful tool for decision making on the improvements of social infrastructure.

  • This research aims to find the issues and explore policy agenda of contributed acceptance of urban renewal project. Through the analysis of urban renewal project in Seoul, three isssues was found as follows. Firstly, the ratio of contributed acceptance in each district was quite different. Secondly, the donated land was scattered around whole project area. Thirdly, infrastructures are not constructed until all renewal projects were implemented. For this issues, this research proposed that a proper standard of the ratio of contributed acceptance is needed and land donation should be designated to adjacent lot or block. Also public support should be for developing urban capacity and completing infrastructure.

  • 해양관광.레저산업을 신상정동력으로 육성하기 위한 국가정책의 추진을 위해서는 공급정책에 부합되는 기반시설의 정비가 요구된다. 이 연구에서는 해양레저활동의 기반시설여건이 되는 마리나의 도입방안을 검토하였다. 이를 위하여 국내 마리나 여건 평가를 토대로 마리나의 서비스 기능과 더불어 해양레저활동의 대중화 촉진을 위해서 도입되어야 하는 공공마리나의 역할, 기능을 제시하였다.

하수관거정비 개선 BTL방식으로 가속화된다

  • 하수관거는 생활환경의 개선, 공중위생의 향상, 침수의 방지, 공공수역의 수질보전 및 건전한 물순환 등을 유지하기 위하여 반드시 필요한 도시기반시설이다. 우리나라는 도시민의 쾌적하고 안전한 생활을 확보하기 위하여 하수관거를 지속적으로 부설하였지만 '03년말 기준 전국의 보급률이 65.8%에 불과하고, 설치된 관거도 8.6m당 1곳이 불량하고, 하수관 유량의 31%가 침입수여서 하수관거 개선이 시급한 실정이다. 정부에서는 하수관거정비 종합투자계획을 수립ㆍ하수관거 개보수사업을 적극적으로 추진하고 있다. '07년까지 5조 6천억원을 투자하여 하구관거보급률을 75%수준으로 향상시켜 하수처리장 운영효율 제고 및 수계별 목표 수질 달성에 기여 할 것으로 전망하고 있다. 하수관거정비는 시민 및 사회단체의 환경을 향상시키는 반면에 많은 예산과 장기간이 소요되는 사업이다. 그동안 민간자본을 이용하여 하수처리장 건설 등 환경기초시설 설치 등에 활용되어 왔던 BTO 방식에서 탈피하여 BTL(건설-이전-임대)방식을 도입하여 추진하게 된다. 이에 본지에서는 하수관거정비사업의 현황, 향후 추진방향 등에 대하여 자세히 살펴 보고자 한다.

  • The core strategy of transit oriented development (TOD) is to promote high density mixed land use around railway stations. Case studies in advanced countries show that provision of policies for comprehensive maintenance of pedestrian facilities around railway station spheres is being pursued with efficacy. In spite of the importance placed on integrated pedestrian maintenance, domestic construction of integrated pedestrian infrastructure around railway station spheres lacks direction. Thus, there is a clear need for an evaluation standard that can provide the foundation for judgments on TOD improvement. This research proposes a network model that consolidates the interior of the station as well as its surrounding areas to determine the ease of pedestrian flow for effective TOD evaluation. The model considers the railway station and surrounding areas as an assembled network of pedestrian flow. The path chosen by the pedestrian is defined as the optimal degree of inconvenience, and expands on Wardrop's User Equilibrium (1952). To assess the various circumstances that arise on pedestrian facilities including congestion of the pedestrian pathway, constrained elevator capacity, and wait at the crosswalk, a variational inequality based pedestrian equilibrium distribution model is introduced.
