A Study on the Policy Performance of Government 3.0 Innovation Model : Case Study on the Higher-education Loan Policy in Korea (정부3.0 혁신모델에 따른 정책성과 분석 - 고등교육 학자금대출 서비스 정책을 중심으로 -)

  • This study aims, to review and analyze the trend of the paradigm shift of government innovation focused on the relation between government and citizens. This paper tries to analyze the effects and performance of government innovation through the government 3.0 model, which is highlighted in Korea. This paper chooses higher-education loan programs as the case to study and analyzes results using government innovation theories. Especially, this paper re-organizes Korea's higher-education loan programs with 'Government 3.0 model'. We can expect 'Government 3.0 model'is usefull when explaining the specific policy program innovation loan. Lastly, this paper looks, at improvement points in Korea's higher-education loan programs.

  • In the recent years, Gov.2.0, which strengthens not only a claim for freedom of information but also sharing public information, became a new paradigm of government operations. In line with the paradigm the Korean government promotes the Gov.3.0 policy. This study exams the freedom of information system, which expends its roles and responsibilities for enhancing the usage of public information in the Gov.3.0 era. Furthermore, it analyzes the system's usability from the perspective of users. The freedom of information system is the fundamental portal for all the public information's disclosure and usage. Without providing the solution for problems of the system, the Korean government's Gov3.0 policy cannot succeed. Also, Park Geun-hye Government's Gov.3.0 initiatives which consists of tasks, such as reinforcing freedom of information, immediate releasing original documents, and expending public access to information, should be done through the freedom of information system. The importance of the system is increasingly heavy. It is not only the simple online contact point for public information, but also a public sphere for sharing public raw data and for implementing the Gov.3.0 vision. However, the current system still does not slove it problems. This study analyzes the system's problems in terms of usability and sustainability. As a result, it provides three alternative strategies for the freedom of information system, including 'personnel and financial support expansion', 'strengthening user-friendly operating' and 'establishing long-term strategies for system improvement.

A study on Korean collegians' health perception toward Eggs contaminated with pesticide: Will preventive behavioral intention be predicted by perceived susceptibility and severity, trust in government, evaluation of information from government, and subjective knowledge? (한국대학생의 살충제 오염 달걀에 대한 건강인식에 관한 연구: 지각한 민감성과 심각성, 정부에 대한 신뢰성, 정부 출처 정보에 대한 평가 및 주관적 지식이 예방행동의도를 예측하는가?)

  • Found pesticide-contaminated eggs in 2017, the situation became a hot issue in many countries in the world as well as Korea. In the context of the pesticide-contaminated egg, this study explored that preventive behavioral intention would be predicted by perceived susceptibility and severity from health belief model, trust in the government and evaluation of information from the government, and subjective knowledge. We found that preventive behavioral intention was explained by perceived severity (${\beta}=.262$, t=3.531, p<0.001), trust in the government (${\beta}=.25$, t=3.281, p<0.001), and evaluation of the information from the government (${\beta}=.226$, t=2.936, p<0.01) through stepwise multiple linear regression analysis. The findings imply the government would administer policy in terms of credibility, accuracy, and consistency for decreasing the public's sense of unease and panic when a similar incident occurs.

A Study on Librarians' Perception about Government 3.0 (정부 3.0에 대한 도서관 사서의 인식조사 연구)

  • Recently in accordance with Government 3.0 policy, public data is being released in large quantities and entrepreneurs are succeeding in utilizing this policy to develop products and apps that increase the convenience of the people to use the information. As libraries belong to the public domain, libraries must open a variety of data to the public in accordance with the Government 3.0 policy, and make the various applications utilizing the data. Therefore, this study investigated the government 3.0 Policy, classified the success cases of the applications according to specific criteria, identified data having high availability from the library data, and tried to discover data that can increase the utilization value through the library from other subject areas. An awareness survey was conducted of librarians of the University and Special Library and the results are as follows: First, librarians' awareness about the Government 3.0 was more than the average of 3.6, whereas for the initiatives presented in 3.0. Second, those responding that the government 3.0 policy would have a positive effect on libraries were six times higher than those responding negatively. Third, the respondents listed the ways that the policy can be effectively utilized in the library, in order, as providing to the user public open data classified by topic, providing user education about utilizing method of public open data, and privacy-related user education regarding open data utilization. Fourth, there was overall agreement by the respondents that public open data would be helpful in improving the library's changing role and image, with 60% responding in a positive way.

An Empirical Study on Open Government Data: Focusing on ODB and OUR Index (공공데이터 개방에 관한 실증연구: ODB와 OUR Index를 중심으로)

  • In this study, to reveal determinant factors for degree of open data it conduct empirical analysis for ODB(Open Data Barometer) and OUR Index(Open, Useful, Reusable Government Data Index) that are global open data index among 26 countries. As a result of multiple regression analysis, First focus is on ODB. In the Model 1 with independent variables, e-Government, SW Market size and government efficacy are significantly positive effect for ODB. In the Model 2 with independent variables and moderating variable, e-Government, SW market size and social capital are significantly positive effect for ODB. In the Model 3 with independent variables, moderating variable and interaction term, e-Government and social capital are significantly positive effect for ODB. Second focus is on OUR Index. In the Model 1 and the Model 2 e-Government is significantly positive effect for OUR Index. In the Model, e-Government and SW market size ${\times}$ social capital(interaction term) are significantly positive effect for OUR Index. And in path analysis, only ODB alternative model show Government efficacy with social capital has full mediation effect. In OUR Index alternative model there is no mediation effect with social capital.

  • The business management system is a standardized system commonly used by government agencies and is a major tool that remains in the work process and decision-making of government agencies. Production of document-type records is mainly focused on approval documents, so it does not cover various types of records. In a changing environment such as the production of new digital types of records, the emergence of various collaboration software and work systems, and remote work, it is necessary to think about the direction the government work management system will go. This study investigates business systems and utilization methods of competitive companies, analyzes the usage status of On-Nara 2.0, a government business management system, and conducts interviews with business managers. And the purpose is to analyze what kind of difference there is. In addition, we would like to suggest improvement functions and policy directions to respond to digital innovation and improve job accountability and efficiency.

  • The government-affiliated organizations are required the autonomous record preservation and management, considering their management independence and specialty. In absence of general record management system for government-affiliated organizations, establishment of the standard; Functional requirements of systems with record management for government-affiliated organizations, etc. NAK/S 24:2014(v1.0) is meaningful because it can consensus the functional requirements and directions which are considered when organizations develop in-house record management systems. This study aims to analyze functional requirements and suggest procedures and strategies for application of the standard in the case of development of the record management system.

  • Majority of knowledge management(KM) studies in e-government have been confined to facilitate KM within an organization. But due to citizen-centric(citizen-driven) paradigm shift and advance of web 2.0 communication in recent years, KM between governments and citizen in e-government portals is becoming an important consideration. So a series of studies on knowledge enhanced e-government portal get under way by considering that it is necessary to enhance knowledge of e-government portal and assuming it improves the usability of portal. While the topics of knowledge enhancement and e-government(portal) are widely discussed in their own domains there is a paucity of studies that address these constructs in a joint context. This paper aims to propose conceptual framework of knowledge enhanced e-government portal through structuralization of theoretical discussion with holistic approach. This framework presents an evolutional path of knowledge enhanced e-government portal that consists of three phases and it will be used for realizing the knowledge enhanced portal project as a basic reference model.
