신재생에너지 보급 확산을 위해서 정부에서는 2009년부터 2030년까지의 시평을 가진 '제3차 신재생에너지 기술개발 및 이용 보급' 기본계획을 수립하고, 이의 달성을 위하여 예산투자와 함께 기술개발 지원, 보급 보조 및 융자, 발전차액지원제도, 그린홈 100만호 보급사업 등을 다각적으로 추진하고 있다. 이러한 보급지원제도의 하위제도로써의 융자지원제도는 신재생에너지 설치자 및 생산자를 대상으로 장기저리의 융자지원을 해주는 제도이다. 이를 통해 초기 투자비를 경감, 사업적 경제성을 확보하여 신재생에너지설비 및 관련 산업을 보급, 육성하고자 하는 것이다. 융자지원을 위한 금리는 기준금리(국고채 3년물 수익률)에 연동하여 분기별로 조정되고, 시설자금, 생산자금, 운전자금으로 분류하여 태양열, 태양광, 바이오, 폐기물, 수력, 지열, LFG, 풍력, 연료전지 등의 분야에 지원한다. 따라서 본 연구에서는 융자지원제도 현황을 고찰하고, 기준금리의 변동에 따른 융자지원 금리의 변동을 함께 살펴보았다. 각 에너지원별 지원에 어떠한 영향을 주는지 알아보았다.

한국오리협회(회장 김만섭)는 지난 1월 10일 정부의 'AI 소득안정자금 등 지원기준'에 대한 조정 의견을 제출했다. 몇 년째 지속된 사육제한에 AI 발생으로 인한 피해까지 고스란히 오리농가와 오리업계에 전가된 상황에서 오리농가의 AI 소득안정자금 기준을 보다 현실적으로 조정하자는 의견이다. 조정 의견을 살펴보면 전년도 인근 지역 AI 발생에 따른 이동제한 명령을 준수한 오리농가의 경우 사육하지 못한 기간에 대한 회전수를 추가로 적용할 필요가 있기 때문에 전년도 회전수 산출방식 및 지원대상을 신설하자는 내용을 포함하고 있다. 또한 육용오리 수당소득을 현행 871원에서 생산비 상승 등 현실 여건을 반영해 1,006원으로 조정할 것을 건의했다. 특히 예방적 살처분 음성판정을 받은 오리농가에게는 생계안정비용을 지원할 것을 건의했다. 오리협회가 제출한 'AI 소득안정자금 등 지원기준'의 세부 내용은 다음과 같다.

우리나라 ESCO사업은 지난 1992년 도입되어 1997년까지는 연 평균 50억 원 이내의 투자사업을 실행하였으나, 1998년부터는 정부의 적극적인 ESCO활성화 정책과 국내 유가상승 등에 힘입어 시장규모가 급격히 증가하였다. 더구나 ESCO사업은 연간 1억 원 투자시 약 4천만원의 절감효과를 가지고 있을 만큼 투자대비 효율성이 확실한 사업으로 2011년에는 ESCO정책자금 예산이 3,900억원에 이를 만큼 에너지절약사업의 선두로 각광받고 있다. 2011년 하반기 ESCO정책자금 지원지침의 변경사항에 관해 알아보기로 한다.

소상공인은 우리나라 경제의 중요한 역할을 하는 경제적 근간이루고 있지만 상대적으로 영세하고 경영여건이 불안하다. 정부정책적인 자금지원이 필요하나 재원의 한계로 효율적인 자본분배가 필요하다. 따라서 본 논문은 랜덤포레스트 모형을 활용하여 소상공인 정책자금 대출에 관한 부실예측모형을 개발함으로써 부실징후를 사전에 파악하고 예방함으로써 사회적비용을 절감하고 자원의 효율적 분배에 기여하고자 한다.

To alleviate financing difficulties of small and medium sized enterprises (SMEs), the government and municipal governments are providing a variety of SME policy funding programs. This study introduced the policy funding program of Gangwon-do and quantitatively analyzed the financial performance of companies supported by the Gangwon-do SME policy fund in the year 2014. Specifically, we compared the financial ratios for three years, from 2013 to 2015, between funded firms and non-funded firms. In addition, we applied a regression analysis to see if the policy funding program contributed to profitability (the operating profit growth and return on equity), stability (the interest coverage ratio and debt-to-equity ratio), and growth (the asset growth and sales growth) of the funded firms. The empirical results show that the firms that received the policy funds did not show any improvement compared to non-funded firms in terms of profitability, stability, and growth. This suggests that Gangwon-do should improve the policy funding program, that currently provides only an interest amount of 2-4% of the corporate loan principal, without any strategic selection criteria for the target funded firms, and without any follow-up management system, after support.

정부는 90년도에는 양축농가의 정화시설 설치를 돕기 위해 농림수산부에서는 농촌지원금을, 환경청에서는 환경오염 방지 기금과 국민투자기금을 활용하여 자금을 지원하고 영세농가를 위해선 공동처리 시설을 설치할 계획이다.

중소기업의 정부지원 정책에 대한 만족도를 분석하여 정부지원 정책을 수립할 때 참조할 수 있도록 연구하였다. 정부지원 정책으로 자금지원, 기술개발지원, 인력양성지원, 판로 지원 등 4개 분야로 구분하여 각각 만족도롤 분석하였고, 사업성과, 기술개발 성과, 정부 정책의 성과를 분석하여 상관성 분석을 실시하였다.

The purpose of this study is to propose strategies for enhancing competitiveness through the utilization of policy funds, especially in the start-up companies supported by the Korea Credit Guarantee Fund. And then, the Korea Credit Guarantee Fund should develop 'user-centered policy funding model' in order to increase start-up's utilization of policy fund and support start-ups that are supported in the long run. The competitiveness of domestic start-up companies has been strengthened by 'user-centered policy funding model' and new innovations have been introduced through 'Living Lab', an open innovation. But, in order to overcome the limitation of reaching the stage of commercialization, the 'user-centered policy funding model' proposed in this study enables start-ups to be the subject of actual policy funding, and also allows users to freely apply for necessary funding at any time. Therefore, the Korea Credit Guarantee Fund has a significance in suggesting 'user-centered policy funding model' as a support model to be customized. However, since SMEs recognize the actual situation and limit acceptance of all the difficulties, the systematic analysis of the actual situation of the policy funds of the start-up by the credit guarantee fund and the related support institutions for the scientific approach of the user-oriented policy funding model need.

The government has funded various types of projects to promote small and medium companies' computerization for several years. Most of these government-supported funds have been free and given small and medium firms good opportunities. The government has made various effects to manage results of these government-supported projects. We have not seen any noticeable research on the performance evaluation of government-supported projects for small and medium companies' computerization. This research proposes an approach that performance evaluations are made in different time based on evaluation area of government-supported information policy. The empirical study has been made by correlation analysis and has shown that the correlations among measurement factors are significant enough. The performance evaluation for government-supported information policy has been made differently in time depending on evaluation subjects such as organizational strategies, internal operations, supporting processes. Th experimental study shows that performance evaluations on organizational strategies, internal operations, supporting processes should be made respectively in long term(step3), mid term(step2), and short term(step1).
