COVID-19 occurred in China in December 2019 and spread to the world. Untact culture becoming commonplace due to the spread of COVID-19, is accelerating digital transformation across society. The government is increasing government fund to overcome national crisis situations such as COVID-19. In order to efficiently execute these government funds, the government and policy financial institutions need to come up with two measures. One is to establish a transparent government fund execution process, and the other is to secure the objectivity of the review process. In this paper, to solve this problem, we designed the execution process of government funds from the government to end users with Consortium Blockchain, and designed a machine learning algorithm for internal review of policy financial institutions. The research data proposed in this paper will be helpful in setting the future government policy direction for government fund execution.

최근 정부의 정보기술아키텍처(ITA/EA)에 관한 연구와 사업이 활발히 진행 중이며, 조만간 범정부 정보기술아키텍처가 운용될 예정이다. 국방부 또한 정보체계 개발시 상호운용성 확보, 효율적인 정보자원관리, 투자 우선순위 결정 등의 목적으로 국방 아키텍처프레임워크인 MND-AF를 적용하고 있으나, 국가 대전략(정치, 외교, 경제, 사회, 군사 등) 차원에서의 접근보다는 군사적 차원의 체계별 아키텍처 개발에 적용하고 있다. 특히 정부에서 추진 중인 정보기술아키텍처는 미 연방정부 모델인 FEA와 유사할 것으로 보이며, 상호운용성, 중복투자 방지를 위해 각 기관은 아키텍처 구축시 범정부 참조모델을 기반으로 하여 아키텍처를 구축하고 관련성을 제시하여야 할 것이다. 따라서 국방부 차원에서 이러한 정부 모델과의 연계 및 국가정책과 연계된(대국민 서비스 개선 등이 포함된) 국방 정보기술 아키텍처 프레임워크에 대한 연구가 필요하다. 본 논문에서는 국방부분에서 이미 채택하고 있는 MND-AF의 지속적 사용과 정부와의 연계성 문제를 모두 해결할 수 있는 새로운 방안을 모색하고 적용하는 방안을 제시하였다.

As software(SW) has been considered as a key driver of the fourth industrial revolution, significant R&D investment has been made by Korean government. Despite the attention and support by the government, systematic analysis on the SW R&D efficiency has not been fully addressed. In this study, the efficiency of SW national research and development projects was analyzed using Data Envelopment Analysis(DEA) techniques. Efficiency was measured from both static and dynamic perspectives based on 1,463 projects conducted by the National IT Industry Promotion Agency(NIPA) from 2008 to 2018. The static efficiency analysis identified the causes of inefficiency as scale and technology problems. As a result of dynamic efficiency analysis, we present a sector-specific response model using an efficiency-stability matrix. This study is meaningful in that efficiency analysis was conducted on the entire SW national R&D project, and static/dynamic efficiency analysis results are expected to be used as a guideline for planning SW national R&D project.

The aim of this study was to analyze the productivity changes in government-funded research institutes for Economics & Humanities and Social Sciences. From Malmquist total factor productivity index analysis, the average productivity decreased 6.5% between 2006 and 2010. Further analysis showed that technical efficiency increased 4.7% annually while the technology change rate decreased 10.8% on average. Under pressure for innovation from the outside, research institutes responded to managerial efficiency improvement, which lead to increases in technical efficiency. On the other hand, for productivity improvement of government funded research institutes, they must pursue technological advances by securing an outstanding research workforce, expanding the R&D budget, and changing the R&D method. Each institute must perceive the cause of an individual institute's productivity change, and establish strategies for increasing productivity.

인터넷을 통한 전자정부의 활동은 시민들의 편의 제공과 업무의 효율성을 높일 수 있다는 측면 때운에 전세계적으로 활발한 서비스 계획이 이루어지고 있다. 그러나, 모든 서비스가 전자적으로 이루어지는 것이 아니기 때문에 온라인의 디지털 형태의 문서와 오프라인 상에서 존재하는 종이 문서 사이를 연결시키면서 대인 서비스의 편의성을 높일 수 있는 기술이 필요하다. 본 연구에서는 전자정부의 대민 서비스에서 온라인을 통한 증명서 같은 문서발급을 제공할 수 있는 기술과 구조에 대해서 연구하고, 서비스 사례를 통해서 응용 예를 알아보았다.

This Study aims to establish better sound fiscal plan by investigating perception of local government officials. Local government fiscal consolidation is affected by a combination of factors, including social, economic, demographic, political financial health of local governments. We derived the financial situation of the government-related indicators, financial health-related indicators, the indicators to improve the financial health on the basis of this study are an existing discussion. To ensure the financial soundness of the Cheonan, it is necessary to increase the efficiency of financial management including financial monitoring and control devices provided the locals, investment screening analysis system to enable it. In addition, fiscal controls should be strengthened in order to effectively autonomous government debt management. You must cuts expense of local government to prepare for expansion of local government finance, it is necessary to realize that the fee rates. It should be made through a blend of autonomy and control in the central government, network of local government and the development of local financial operations. You should also to be distributed to the residents welfare and community development funds are invested substantially to establish a systematic planning, resource allocation, evaluation, and reflux system.

우리나라는 과거부터 현재까지 미래 성장동력 육성을 목표로 정부주도하에 국가 R&D 투자를 점진적으로 늘려왔다. 그 결과, 최근에는 GDP 대비 연구개발비 비중이 세계 최고 수준에 이르렀다. 이렇게 연구개발 예산의 양적인 확대와 함께 연구개발 예산의 효율적 활용은 더욱 중요한 과학기술 분야의 정책적 이슈로 부각되고 있다. 연구개발 예산의 효율적인 집행을 위해서는 R&D 사업의 유사 중복성의 검토가 필수적이지만, 대부분의 유사 중복성 검토는 전문가의 직관적인 판단에 근거하여 이루어져왔다. 하지만, 전문가의 직관에만 의지한 판단은 때로는 불명확하거나 잘못된 결과를 가져올 수도 있다. 따라서, 본 연구에서는 네트워크 분석을 통해 정부 R&D 사업의 유사 중복성을 체계적으로 검토하기 위한 데이터기반의 방법론을 제안하여 전문가의 직관에 의한 유사 중복성 검토를 보완할 수 있는 가능성을 모색하고자 한다. 먼저, 본 연구에서는 정부 R&D사업 유사영역의 전체적인 구조 및 형태와 국가과학기술연구회 소속 25개 정부출연연구기관 R&D사업의 유사영역의 전반적인 형태를 시각화하여 유사영역을 파악하고 직관적인 판단과 선택을 할 수 있는 의사결정 정보를 제공하는데 초점을 두었다. 이를 위해, NTIS의 2015년 데이터를 사용하여 과제 키워드 기반으로 동시단어출현 분석을 수행하였다. 본 분석을 통해 25개 기관의 세부적인 유사연구영역 형태를 제시하였으며, 국내의 과학기술정책적 또는 과학기술학적인 현상들을 시각화하였다. 그 결과, 국내 출연연 R&D사업이 기관별 고유영역이 확고히 보이는 Mode 1적인 형태와 사회경제적인 맥락과 필요 및 유망성을 따르고, 다학제적, 적용중심적이며 과제별로 다양한 과제수행기관들이 과제들을 동시에 수행하는 Mode 2적인 형태가 출연연의 R&D사업 내에 공존하고 있음을 확인하였다.

지금까지의 전자정부 구축은 국민의 편의성과 정부업무의 효율성에 맞추어져 왔으며, 이는 경제적 사회적 흐름에 따른 IT서비스가 국민과 정부가 실제로 원하는 것을 찾아 지원하고 선도하여 줄 수 있도록 하는 것이라 할 수 있다. 그러나 엄밀히 말하면 우리의 전자정부 과제는 남한에 국한된 것이다. 헌법에 의하면 남한과 북한은 하나의 국가인데도 불구하고, 남북한 간의 한계성을 의식적으로든 무의식적으로든 인식하여, 남한으로 테두리를 정하고 u-Korea를 실행하고 있는 것이다. 이러한 상황에서 통일부가 운영하고 있는 남북교류협력시스템(http://inter-korea.unikorea.go.kr)를 바탕으로 남북교류협력을 위한 실질적인 프로세스 개선과 정보화 전략을 새롭게 수립하기 위하여 현황과 방향성에 대해 연구하여, 향후 남북통일을 위한 초석이 될 수 있는 IT서비스로서, 또한 남북간의 특이사항을 반영한 시스템으로 기타 전자정부 과제들의 통일 이후의 모습이라는 거시적인 미래과제를 풀 수 있는 한 도구로 본 연구가 활용되고자 한다.

Government is not only the biggest owner in public sector, but also the leader responsible for improving and fostering construction industry. Delivery systems and award methods are enacted as laws via government's strong will for construction innovation. In addition to establishing relationships between government and contractor, delivery systems and award methods affect every aspect of industry. Therefore, the government should keep trying to remove inefficiency and achieve Best Value. This paper analyzes the delivery systems and award methods of advanced countries to extract lessons for Korean industry focusing on leading parties, direction, and change in owner's awareness of their respective innovative movements for construction. The prerequisites for improvement in delivery systems and award methods are suggested as partnership between public and private sectors, consistent innovation, enhancement in efficiency, and reinforcement of owner's capability.

전자정부 표준프레임워크는 공공사업 프로젝트에서 응용 SW 표준화, 품질 및 재사용성 향상 등의 목적 하에 개발된 것으로 일반 기업에서도 도입하여 시스템 개발에 활용하고 있다. 이는 전자정부 표준프레임워크가 정부기관은 물론 일반기업에서도 효율성 향상 측면에서 중요하다. 본 연구는 전자정부 표준프레임워크를 일반기업 프로젝트에 도입할 때의 기대효과 및 문제점들을 정리하고 도입방법과 단계를 살펴보고 전자정부 표준프레임워크가 일반기업에서도 많이 활용될 수 있는 방안에 대해 연구 하였다.
