인터넷의 확산과 정보기술의 발전에 따라 무역장벽이 낮아지면서 세계 각국은 국가경쟁력 강화를 위한 노력을 경주하고 있다. 과거의 정보화는 조직내 업무를 대상으로 추진되어왔다. 하지만, 조직내 시스템의 구축이 어느 정도 완성되면서 긴밀한 거래관계에 있는 조직간에는 전자문서교환(EDI)을 이용하여 거래하는 새로운 개념의 조직간 정보시스템(Inter-Organizational Information Systems : 10S)의 활용이 활성화되고 있다. 우리 나라도 ‘90년대 초부터 각 업종에서 EDI를 도입하기 시작해 무역, 통관, 의료, 유통 등 일부 산업부문에서는 EDI를 활발히 도입하고 있다. 특히 정부에서는 전자정부의 구현을 목표로 대민 서비스 증진, 행정업무의 효율성 증대와 기업의 국제 경쟁력 강화를 위하여 우선적으로 조달 행정업무를 대상으로 EDI를 도입하기로 결정하고, 현재 14종의 문서를 EDI로 개발하려는 1차 확산사업이 시행 중이다. 본 연구에서는 조달 EDI 시스템의 활용을 위하여 조달 EDI 시스템의 구축과정에서 분석되었던 프로세스 재설계(Business Process Redesign)와 프로세스별 시간연구(Time Study)의 과정과 결과를 제시하고자 한다.

Local freight forwarder's circle is suffering worsening profitability and insecure employment from over-competition which caused by a saturated local logistics market. It is emerging UN procurement market for local freight forwarders. However it is needed to study on successful entry, market status and supporting measures from government and research institute. Currently there are no national research data of UN procurement market in logistics sectors but as per the writer's experience and viewpoint to UN bidding, it would seem that appropriate measures should be made such as government's enhanced support for overseas advancement, price competitiveness, building global network and development of education program for trainees associated with current overseas internship program by government.

The purpose of this study is to diagnose the level of perception of domestic construction companies about the US & Korea FTA completed in 2007. According to the survey results, the more innovative the construction company is and the stronger ownership the construction company has, the more actively preparing for FTA. Altogether, our construction companies have well recognised the inevitable impacts on the domestic construction industry. On the other hand, most of them are more or less negative about whether or not the FTA gives us a good chance to switch from domestic companies into global companies.

정부가 중소기업제품의 구매를 촉진하고 판로를 지원함으로써 중소기업의 경쟁력 향상과 경영안정에 이바지할 목적으로 "중소기업제품 구매촉진 및 판로지원에 관한 법률"을 제정하고 중소기업 제품을 적극 사용하도록 권장하고 있다. 또한 조달청에서도 우수조달물품 지정제도를 통해 조달물자의 품질향상과 중소 벤처기업의 판로 지원을 목적으로 성능 및 기술 또는 품질이 뛰어난 물품을 우수조달 물품으로 지정하고 있다. 그러나 건설업계는 중소기업제품의 구매 촉진 및 판로를 지원하기 위한 이들 제도가 공사비 축소로 경쟁력을 약화시키고 있다고 지적하고 있다. 특히, 발주기관에서 자재를 공급함으로써 전문건설업계는 단순 시공만 하게 돼 경쟁력을 약화시키는 요인으로 작용하고 있다는 것. 뿐만 아니라 조달우수제품 구매제도의 경우 제품 납품만이 아닌 시공까지 겸하는 경우가 빈번해 지면서 중소건설업체의 시공업역이 차츰 줄어들고 있다고 지적하고 있다. 이에 따라 본지는 중소기업청의 공사용 자재 직접구매제도와 조달우수제도에 대해 알아본다.

The main purpose of this study is to develop an economical efficiency and maximize efficient characteristic of national defense supply. It's very important to select a supply unit which is excellent in business because it's maximize its efficiency in procurement. So this study focused on the users' dissatisfactions and the elements which have an effect on procurement, especially when they have a general competition contract. In order to have a good result, we studied the papers from Ministry of National Defense supply headquarters and the National Defense Quality Control Office, and referred to various data which contracted within recent 2 years and collect users' dissatisfactions in 3 years in track and mobile equipment field. And we present a analysis between the dissatisfactions and the elements of procurement method by SPSS 12.0.
