Theoretical Perspectives on the Causes and Effects of Political Trust (정치적 신뢰 변화의 원인과 결과: 이론적 쟁점)

  • Political trust is defined as the degree to which people perceive that government is producing outcomes consistent with their expectations. Political trust as a concept has endogenous as well as exogenous characteristics in that it can cause and be caused by other political factors. The purpose of this study is to introduce and evaluate various theoretical perspectives related to the causes and effects of political trust. With respect to its causes, this study focuses on the following five factors: government policies, unethical behaviors of politicians, citizens' penchant for participatory democracy, the public's misperceptions on government, and political culture. On the other hand, this study discusses the impacts of political trust on each stage of political process by paying attention to the following factors: government's governability, election outcomes, political recruitment, and the directions of government policies.

다중흐름모형을 이용한 과학기술 연구회제도의 정책변동 분석

  • 본 연구는 과학기술분야 정부출연 연구기관의 자율성과 독립성을 보장하고, 연구기관 간의 협력과 유기적인 연결이라는 정책목표하에 1999년 이후 지금까지 그 목표달성을 위해 정책수단으로 존재하고 있는 연구회제도의 정책변동 사례를 대상으로 하고 있다. 과학기술 연구회는 김대중 정부이후 박근혜 정부까지 네 번의 정권교체기마다 변화과정을 거쳐왔다. 여기서는 그 사례에 Kingdon의 다중흐름모형을 이용하여 각 정부별 정책결정요인과 그 과정을 비교 분석했으며, 그 결과로서 Hogwood & Peters의 정책변동유형을 살펴보았다.

여성창업자의 창업성과에 미치는 요인에 관한 연구: 정부지원정책의 조절효과를 중심으로

  • 국내에서는 장기 경기침체로 인해 여성들이 창업시장에 도전하는 경우가 많아지고 있으며, 더 나아가 여성창업자들을 위한 민관중심의 창업지원 프로그램이 창업지원센터를 중심으로 시행중에 있다. 본 연구에서는 이러한 여성창업자들이 창업을 통해 성과를 달성하는데 필요한 여러 가지 요인들이 있는데, 개인적인 역량이나 업무적인 역량외에 여성만의 가지고 있는 특징을 독립변수로 선택하여 여성기업의 창업성과를 검증하고자 한다. 여기에 창업기업들에게 정부가 지원하는 정책적인 요인도 조절효과로 추가하여 여성창업자의 창업성과를 조사하였다. 이를 검증하기 위하여 총 250명을 대상으로 설문조사를 실시하였는데 설문에 참여하여 답한 내용중 일부가 누락되었거나 부정확한 표기를 한 설문을 제외하고 실질적으로 총 212명의 여성창업자들을 대상으로 창업성과에 영향을 미치는 요인들에 대한 설문을 통해 결과치를 분석하였다. 분석결과 첫째, 여성창업자 개인의 특성에 따라 창업성과에 (+) 의 영향을 미치는 것으로 나타났다. 둘째, 여성창업자의 업무적 특성인 독창성, 아이디어, 자원분배역량, 지도역량, 네트워크 구축, 인맥확보등이 여성창업자의 창업성과에 모두 정 (+) 의 영향을 미치는 것으로 나타났다. 셋째, 여성창업자만의 특성인 경력단절 유무와 결혼유무에 대해서는 회귀분석을 통한 나타난 결과는 창업성과와 무관하다는 것으로 나타났다. 넷째, 조절효과인 정부의 창업지원정책은 여성의 창업성과에 유의한 영향을 주는 것으로 나타났으나 그 효과가 여성창업자의 다른 독립변수를 능가할 만한 효과로 나타나지는 않아서 정부의 여성창업자에 대한 정책지원이 좀 더 보강되고 확장되어야만 창업의 성과가 더 높아질 수 있음을 시사한 것이다.

  • 인터넷의 사용증가는 전자정부 서비스 성장의 주요한 촉매제 역할을 하고 있다. 이러한 전자정부 서비스의 증가에도 불구하고 사용자 만족에 대한 실증적인 연구는 시작단계이다. 본 연구에서는 실증 분석결과 전자정부 서비스 만족에 영향을 미치는 6가지 요인을 도출할 수 있었다. 즉, 전자정부 서비스의 구성(formation), 기능성(function), 신뢰성(reliability), 시각성(visibility ), 효율성(efficiency), 그리고 지속성 (substantiality)이라는 요인이다. 본 연구는 전자정부 서비스를 기획하고 구현하는데 주요한 지침으로 활용될 수 있을 것이다. 그리고 본 연구의 실증분석 결과 도출된 전자정부 서비스 만족에 영향을 미치는 6가지 요인은 한국의 전자정부 서비스의 향상과 정책에 주요한 시사점을 제공할 것 이다.

The Location Characteristics of the Coal Briquette Manufacturing Industry in Seoul and the Impact of Government Policy (서울시 연탄 제조업의 입지 특성과 정부 정책의 영향)

  • Coal briquette manufacturers once served as major fuel suppliers for households. For the coal briquette industry, transportation accounts for a considerable portion of the total manufacturing cost as briquettes are heavy in weight but low in value-addition. Moreover, they were put under strict control by the government for the characteristics of the briquettes as public goods. This study intends to identify the factors of and the types of the location of coal briquette manufacturing industry. In particular, the focus of the study is the briquette manufacturers in Seoul. Moreover, this study aims to identify how government policy influenced the location of the industry. The coal briquette manufacturing industry in the example regions were oriented toward the market and trans-shipment points. Simultaneously, the industry underwent spatial changes due to the spatial policy. While derived spatial policies were significant factors for growth of coal briquette industry, explicit spatial policies only modified or facilitated some of the location features resulting from the characteristics of the industry.

The Effects of Prosocial PR Appeals on Policy Acceptance: a case of Environmental Policy (친사회성 정책홍보 메시지의 소구유형이 정책수용에 미치는 영향)

  • The objective of this study is to find out whether policy acceptance(attitude formation and intention of action) is affected by the message appeals(rational vs. emotional) when policy PR messages emphasize prosociality, and by various factors such as trust in government, involvement, and demographic factors as moderating variables. Although message appeals does not show any difference by itself, interaction effect is observed between trust in government and message appeals; the rational appeal is more effective to those with low trust in government while the emotional appeal is more effective to those with high trust. No other interaction effect is founded but involvement, gender, and age group show important main effect in policy acceptance; high-involvement group and female group are more favorable in attitude toward prosocial policy and behavior intention compare to the each of counterparts, whereas older group is more favorable in behavior intention.

The Effect of Psychological Characteristics and Competency Factors of Traditional Market Merchants on Business Performance: Focusing on the Moderating Effect of Government Support Policies (전통시장 상인의 심리적 특성과 역량요인이 사업성과에 미치는 영향에 관한 연구)

  • This study identifies related factors by analyzing the effects of the psychological characteristics and competency factors of traditional market merchants on business performance, and at the same time verifies the moderating effect of government support policies. The research focus was on verifying the causal relationship. This study was conducted targeting the representative traditional market merchants in the metropolitan area who have experience in traditional market specialization projects or are currently in the process of specialization projects. An empirical study was performed based on the collected data. The analysis results are as follows. First, it was found that self-esteem as a psychological characteristic factor of merchants, customer management competency as merchant competency, and informatization capability had a significant positive (+) effect on financial performance among business performance. Second, as a result of examining the moderating effect of government support policies, it was found that product capability had a significant positive (+) effect on financial performance among business performance. It was found that self-esteem and product competency had a significant positive (+) effect on the will to continue business among business performance. The practical results of this study are the research papers to measure the business performance of traditional market merchants using the government support policy as a moderating variable, using the psychological characteristics and competency factors of traditional market merchants as independent variables. For this purpose, it will be positively evaluated that the psychological characteristics of merchants and merchant competency factors affect business performance, and that meaningful research results are derived by analyzing the moderating effect of government support.

  • This research aims to examine the efficiency and effectiveness of the governmental policies promoting IPTV by verifying their influences on the adoption empirically. The government unveiled several policies including creating demands in public sectors, developing diverse public contents, subsidizing the production of converged contents, easing the regulations to promote IPTV industry. While a lot of previous literature has already proved that a system quality, a content quality, and a perceived price have influences on the adoption of IPTV, the effects of governmental policies are not well understood despite of their contributions to the adoption. Rather, most of existing research on governmental policies in the context of technology adoption have focused on regulatory frameworks. The results of the study show that governmental policies have influences on consumers' perceived system quality and content quality. It is also found that perceived system quality, content quality and perceived price have influences on adoption intention. This study can contribute to the field in a way that it proves the important roles of governmental policies in the diffusion of new technologies including IPTV.

  • The purpose of this research is to find out whether Japanese characteristics are resulted from the role of industrial policy or entrepreneurial spirit, which induced by the emergence and growth of Japanese universities' spin-off. In other words, this paper shows the importance of not only the policy factor in the gestation and growth of Japanese universities' spin-off, but also the entrepreneurial spirit in the combination between spin-off and growth.

A Study on the Factors Affecting the Performance of Social Ventures: Focusing on the Moderating Effects of Government Support (소셜벤처 성과 영향 요인에 관한 실증적 연구: 정부지원의 조절효과를 중심으로)

  • This paper attempts to understand the factors that affect the social and economic performance of social venture and thereby obtain practical and useful implications. We analyze how such factors as social entrepreneurship, management competency, and organizational culture affect economic and social performance of 185 social venture in korea. In addition, we examine how government support may moderate the relationship of each variable. We find that innovativeness, proactiveness, risk-taking and social value orientation positively affect economic performance, whereas innovativeness, proactiveness and social value orientation can enhance social performance. We also learn that social entrepreneur's competency can have a direct effect on the enterprise's profitability, while organizational culture seems to affect performance of the companies only slightly. Government support is shown moderate effect of social entrepreneurship, competency, and organizational culture on the company's performance. Interestingly, our findings indicate that raising competency of social enterprise can be more effective than government support for enhancing performance of companies. Lastly, social venture's economic performance is shown to affect its social performance.
