In the recent years, Gov.2.0, which strengthens not only a claim for freedom of information but also sharing public information, became a new paradigm of government operations. In line with the paradigm the Korean government promotes the Gov.3.0 policy. This study exams the freedom of information system, which expends its roles and responsibilities for enhancing the usage of public information in the Gov.3.0 era. Furthermore, it analyzes the system's usability from the perspective of users. The freedom of information system is the fundamental portal for all the public information's disclosure and usage. Without providing the solution for problems of the system, the Korean government's Gov3.0 policy cannot succeed. Also, Park Geun-hye Government's Gov.3.0 initiatives which consists of tasks, such as reinforcing freedom of information, immediate releasing original documents, and expending public access to information, should be done through the freedom of information system. The importance of the system is increasingly heavy. It is not only the simple online contact point for public information, but also a public sphere for sharing public raw data and for implementing the Gov.3.0 vision. However, the current system still does not slove it problems. This study analyzes the system's problems in terms of usability and sustainability. As a result, it provides three alternative strategies for the freedom of information system, including 'personnel and financial support expansion', 'strengthening user-friendly operating' and 'establishing long-term strategies for system improvement.

미국 클린턴 고어 정부는 취임 후, 연방정부의 비용감소와 업무효율을 위해 정부 전자화 정보정책 추진과 관공청에 의한 국가 보유 정보의 대국민 공개를 법적으로 장려하고 있다. 정부와 의회 등이 합심하여 국민의 알권리 욕구를 충족시켜주고 있는 미국의 정보공개 실태를 살펴봤다.

To be a good government, it has to provide accurate information to citizens to help them understand reality well. Furthermore, the government has to provide an authority to the citizens so that they could access to the information system. The information must be shared equally between the government and the citizens. With sincere effort on the information disclosure and clarity of the administration, the government should accomplish good governance. This paper introduces the information disclosure cases to achieve good governance.

최근 국내에서는 미국에서 시효가 만료돼 공개한 정보를 국내 언론에서 공개한 사안을 두고 갑론을박의 상황이 일어났다. 미국, 일본 등은 정보는 원칙적으로 모두 공개돼야 한다는 개념을 기반으로 정부 정보 제공에 대해 접근하고 있다. 본 기사는 일본의 조사단이 미국의 정부정보 서비스 업체 및 업계를 방문해 수집한 관련자료를 정리한 것이다.

The object of this study is to help the government-affiliated public institutions, which are ahead of the Immediate Disclosure of Original Official Documents in 2016, to conduct a systematic disclosure of the original official documents on the basis of records management. As of now, many government-affiliated public institutions are facing difficulties in systematically conducting the immediate disclosure of original official documents as they lack specialists in records managements, let alone a system for carrying out the procedures. In this situation, the study induces insights on this matter by inspecting former cases of the Ministry of Government Administration and Home Affairs, and of Seoul Metropolitan Government. Moreover, the study examines the examples of three government-affiliated public institutions, which are establishing a records management system to better cope with the immediate disclosure of original official documents. The institutions are in the beginning stages of building up a system for records management and immediate disclosure of original official documents. Therefore, the characteristics of these institutions must be considered in working out the strategy for immediate disclosure of original official documents. For this reason, this study reflected the attributes of each institute in establishing a self-developed records management system; in which, the disclosure of original documents based on registrars and records management system is made possible. This study also suggests functional requirements that must be included in coping with the immediate disclosure of original official documents.

공개키 기반구조를 이용한 정보보호 서비스 개발이 활발히 추진되고 있다. 우리나라에서도 1999년 7월 전자서명법이 발효된 이후 민간부분 공개키 기반 구조를 이용한 다양한 인증기관이 구축되고 있고, 이는 전자상거래 시스템의 안전성을 크게 향상시킬 수 있을 것이다. 그러나 현재 정부 공개키 기반 구조 구축은 완료되지 않고 있다. 본 논문에서는 미국, 호주, 유럽, 그리고 캐나다에서 수행해왔던 공개키 기반 구조와 관련된 과제의 내용을 파악하고, 각 나라에서 구성된 PKI의 특성을 분석하며, 이를 바탕으로 국내 공개키 기반 구조를 위한 기술 표준안을 제시한다.

전자문서, 전자결재, 행정 EDI 등과 같은 전자적 매체를 이용한 행정정보화를 실현하기 위한 전자정부 구축 노력이 추진됨에 따라 전자정부 환경에서 발생할 수 있는 각종 정보보호 요소들을 원천적으로 해결하기 위해 전자서명 등과 같은 공개키 기반의 암호 기술 적용이 필수적 요소로 여겨지고 있으나, 공개키 암호기술에 사용되는 암호화 키의 체계적인 관리를 위한 공개키 인증 체계(PKI) 구축에 대한 방안마련이 미흡한 실정이다 이에 본 논문에서는 전자정부 환경에서 공개키 기반 암호 기술의 효과적인 적용을 위한 공개키 인증 체계 모델과 관련 조직 체계 구성 방안에 대해 제안하고자 한다.

The objective of this research is to search for measures to properly respond to the greatly increasing demands of complex information disclosure. At present, South Korea makes the deployment of records managers at public institutions mandatory through the Records Act. Records disclosure goes beyond simply deciding on the revelation and private usage of records, and requires the professionalism of institutions such as task knowledge and law-related knowledge. However, most records managers lack professionalism in the task of records disclosure despite achieving such in their regular work of managing records. As a countermeasure for such issues, this research is proposing the introduction of a series of exclusive charges in records disclosure named the Government Information Specialist, which professionally manages the records disclosure of the US government. In addition, to understand the demand of such, surveys and interviews of records managers who undertake both records management and records disclosure tasks at a South Korean public institution was also conducted.

This study aims to analyze the current policies and problems associated with the electronic records disclosure and to suggest the access paradigm for electronic records management. For this, Act on Disclosure of Information by Public Agencies. Public Records Management Act, and Electronic Government Act are analyzed in the light of public access to electronic records. The analysis lays special emphasis on the scope of public records to be disclosed, time to disclosure of public records. computer editing for pubic service. records dissemination through Internet, and the role of records centers and public libraries. Based upon the analysis, policy directions for electronic records management are suggested.
