A study on the Wonju Medical Equipment Industry Cluster (원주의료기기산업 클러스터의 형성과정에 관한 연구)

  • Wonju Medical Equipment Industry, despite of its short history, poor sales and weak manpower and so on, have shown remarkable outcomes in a relatively short period. At the end of 2007, totally 79 enterprises (only 4.6% of whole enterprises in Korea) made 10% of the nationwide production and 15% of the nationwide exports with an annual average growth rate of 66.7%, contributing domestic medical equipment industry tremendously. In addition, many leading medical equipment enterprises in various fields already moved or plan to move to Wonju, accelerating Wonju Medical Equipment Cluster. Wonju Medical Equipment Industry Cluster now enters into the growth stage, getting out of the initial business setup stage. Especially, the nomination of Wonju cluster project from the government accelerates networking (e.g. the development of the universal parts, the establishment of the mutual collaboration model among enterprises, and the mutual marketing), making a rapid growth in Wonju Medical Equipment Industry. Wonju Medical Equipment Industry Cluster revealed positive outcomes despite of the weakness in investment size and infra-structure comparing with the other medical industry cluster in the advanced country, while many domestic enterprises pursued their own growth models and thus failed to promote the international competitive power. Wonju Medical Equipment Industry has been developed rapidly. However, there are many challenging problems to support enterprises: small R&D investment and thus weak technology power, difficulties in recruiting R&D engineers, and poor marketing capabilities, financial infrastructure & policies, and network architecture. In order to develop a world-competitive medical equipment industry cluster at Wonju, the complement of infrastructures, the technology innovation, the mutual marketing, and the network expansion to support enterprises are further required. Wonju' s experiences in developing medical equipment industry so far suggest that our own flexible cluster model considering the industry structure and maturity for different regions should be developed, and specific action plans from the local and central governments based on their systematic strategies for industry development should be implemented in order to build world-competitive industry clusters in Korea.

A Study for the establishment environment of the Labor Archives (노동 아카이브(Labor Archives) 설립 환경에 관한 연구)

  • The actual conditions of the labor unions are primitive. First, there is no good records management regulation. At this research, I found it that most regulations of the labor unions were all the same. I think they have been copied a kind of one of originality. Second, the definition of records were very narrow, like documentary evidence. Third, the classification, filing, disposal regulations are the below level of the public institution in 1970s. Fourth, there are no standards of the records scheduling for the labor records. What kind of labor records have the historical values? I could not find, only the documentary evidence value. So, I think The actual conditions of the labor unions are primitive. I investigated the collections of the Southern Labor Archives in USA. There were many kind of records. For example, the records of regional labor unions also central labor unions, pamphlets, journals, photos, personal records, oral history, organizational records like protocols article of associations internal rules, minute books etc. Like this the collections of the Southern Labor Archives in USA are very various. But our actual conditions of the labor unions is far from that. Rather, we just have tried collected records for publishing the white papers. But this habitual practice would not be desirable. Because they must manage the records from the producing time. Mostly, 'laborer history HANNAE' were organised, and they are trying the collecting and management of the labor records. Also They are trying the computerizing, compilation. 'HANNAE' has the condition for the transformation of the labor archives. But if they want to be really, they must make the records management infra and so, should normalize the record management firstly. For example, They must be keep the standardized records management regulations, records scheduling redesigned. the developing standard model for the records management. And they have the vision for the hub of the labor archives. When coming to this, it will be realized the labor archives Now the records for the working class are disappearing. The managing the records for the labor is another labor movement. All together should join it. But I think the supporting of the archival science research colleagues will be the essential part.

A Study on the Effect of Technological Innovation Capability and Technology Commercialization Capability on Business Performance in SMEs of Korea (우리나라 중소기업의 기술혁신능력과 기술사업화능력이 경영성과에 미치는 영향연구)

  • With the advent of knowledge-based society, the revitalization of technological innovation type SMEs, termed "inno-biz" hereafter, has been globally recognized as a government policymakers' primary concern in strengthening national competitiveness, and much effort is being put into establishing polices of boosting the start-ups and innovation capability of SMEs. Especially, in that the inno-biz enables national economy to get vitalized by widening world markets with its superior technology, and thus, taking the initiative of extremely competitive world markets, its growth and development has greater significance. In the case of Korea, the government has been maintaining the policies since the late 1990s of stimulating the growth of SMEs as well as building various infrastructures to foster the start-ups of the SMEs such as venture businesses with high technology. In addition, since the enactment of "Innovation Promotion Law for SMEs" in 2001, the government has been accelerating the policies of prioritizing the growth and development of inno-biz. So, for the sound growth and development of Korean inno-biz, this paper intends to offer effective management strategies for SMEs and suggest proper policies for the government, by researching into the effect of technological innovation capability and technology commercialization capability as the primary business resources on business performance in Korean SMEs in the light of market information orientation. The research is carried out on Korean companies characterized as inno-biz. On the basis of OSLO manual and prior studies, the research categorizes their status. R&D capability, technology accumulation capability and technological innovation system are categorized into technological innovation capability; product development capability, manufacturing capability and marketing capability into technology commercialization capability; and increase in product competitiveness and merits for new technology and/or product development into business performance. Then the effect of each component on business performance is substantially analyzed. In addition, the mediation effect of technological innovation and technology commercialization capability on business performance is observed by the use of the market information orientation as a parameter. The following hypotheses are proposed. H1 : Technology innovation capability will positively influence business performance. H1-1 : R&D capability will positively influence product competitiveness. H1-2 : R&D capability will positively influence merits for new technology and/or product development into business performance. H1-3 : Technology accumulation capability will positively influence product competitiveness. H1-4 : Technology accumulation capability will positively influence merits for new technology and/or product development into business performance. H1-5 : Technological innovation system will positively influence product competitiveness. H1-6 : Technological innovation system will positively influence merits for new technology and/or product development into business performance. H2 : Technology commercializing capability will positively influence business performance. H2-1 : Product development capability will positively influence product competitiveness. H2-2 : Product development capability will positively influence merits for new technology and/or product development into business performance. H2-3 : Manufacturing capability will positively influence product competitiveness. H2-4 : Manufacturing capability will positively influence merits for new technology and/or product development into business performance. H2-5 : Marketing capability will positively influence product competitiveness. H2-6 : Marketing capability will positively influence merits for new technology and/or product development into business performance. H6 : Market information orientation will mediate the relationship between technology innovation capability and business performance. H7 : Market information orientation will mediate the relationship between technology commercializing capability and business performance. The followings are the research results : First, as for the effect of technological innovation on business performance, the technology accumulation capability and technological innovating system have a positive effect on increase in product competitiveness and merits for new technology and/or product development, while R&D capability has little effect on business performance. Second, as for the effect of technology commercialization capability on business performance, the effect of manufacturing capability is relatively greater than that of merits for new technology and/or product development. Third, the mediation effect of market information orientation is identified to exist partially in information generation, information diffusion and information response. Judging from these results, the following analysis can be made : On Increase in product competitiveness, directly related to successful technology commercialization of technology, management capability including technological innovation system, manufacturing capability and marketing capability has a relatively strong effect. On merits for new technology and/or product development, on the other hand, capability in technological aspect including R&D capability, technology accumulation capability and product development capability has relatively strong effect. Besides, in the cast of market information orientation, the level of information diffusion within an organization plays and important role in new technology and/or product development. Also, for commercial success like increase in product competitiveness, the level of information response is primarily required. Accordingly, the following policies are suggested : First, as the effect of technological innovation capability and technology commercialization capability on business performance differs among SMEs; in order for SMEs to secure competitiveness, the government has to establish microscopic policies for SMEs which meet their needs and characteristics. Especially, the SMEs lacking in capital and labor are required to map out management strategies of focusing their resources primarily on their strengths. And the government needs to set up policies for SMEs, not from its macro-scaled standpoint, but from the selective and concentrative one that meets the needs and characteristics of respective SMEs. Second, systematic infrastructures are urgently required which lead technological success to commercial success. Namely, as technological merits at respective SME levels do not always guarantee commercial success, the government should make and effort to build systematic infrastructures including encouragement of M&A or technology trade, systematic support for protecting intellectual property, furtherance of business incubating and industrial clusters for strengthening academic-industrial network, and revitalization of technology financing, in order to make successful commercialization from technological success. Finally, the effort to innovate technology, R&D, for example, is essential to future national competitiveness, but its result is often prolonged. So the government needs continuous concern and funding for basic science, in order to maximize technological innovation capability. Indeed the government needs to examine continuously whether technological innovation capability or technological success leads satisfactorily to commercial success in market economic system. It is because, when the transition fails, it should be left to the government.

Preparation and Measures for Elderly with Dementia in Korea : Focus on National Strategies and Action Plan against Dementia (한국의 치매에 대한 대응과 대책 : 국가 전략과 활동계획)

  • Dementia is major epidemic disease of the 21st century in the world. Dementia is one of the major issues in public health globally. Also in Korea, the estimated prevalence of dementia was 8.7%(0.47 million) in 2010, the number will reach the 1 million mark in 2024, it will become a 15.1%(2.71 million) by 2050. Among Koreans aged 65 or older, 725,000 are estimated to be suffering from dementia in 2017. Against dementia, Korea developed three National Dementia Plans in 2008, 2012, and 2016. The 1st plan was came into effect in 2008 and focused on prevention, early diagnostic, development and coordination of infrastructures and management, and improving awareness. The 2nd plan was launched in 2012, addressed the same priorities but had a stronger focus on supporting family members. In 2012 the Dementia Management Act established a statutory basis for organization of the National Dementia Plans. Under the Dementia Management Act, the government is required to produce a comprehensive plan for dementia every 5 years. The Act also orders that the government should register the dementia patients and collect statistics on epidemiology and the management of the dementia conditions. The Dementia Management Act of Korea required the operation of the National Institute of Dementia and Metropolitan/Provincial Dementia Centers to make and carry out dementia management plans throughout the nation. The Act also mandate to establish Dementia Counselling Centers in every public health center and the National Dementia Helpline. The 3rd National Dementia Plan of 2016 aims to build a dementia friendly community to ensure people with dementia and their carer live well. This plan focus on community-based prevention and management of dementia, convenient and safe diagnosis, treatment, and care for people with dementia, the reduction of the care burden for family care-givers of people with dementia, and support for dementia research through research, statistics and technology. In 2017, Moon's government will introduce the "National Dementia Responsibility System," which guarantees most of the burden caused by dementia. This plan include that the introduction of a ceiling on self-pay for dementia diseases, expansion of the application of dementia care standards through alleviating the support criteria for long-term care insurance for mild dementia, expansion of dementia support centers, expansion of national and public dementia care facilities. In the meantime, Korea has accomplished many accomplishments by establishing many measures related to dementia and promoting related projects in a short time, but there are still many challenges.

Analysis of Structural Work Scheduling of Green Frame - Focusing on Apartment buildings - (Green Frame의 골조공사 공기 분석 연구 - 공동주택을 중심으로 -)

  • Apartment housings that adopt a bearing wall structure design, which account for a majority of the housing units available in Korea, are not free from structural constraints that limit the extension of their service life. The resulting need for reconstruction from the ground up requires a massive consumption of resources and energy, and triggers environmental pollution resulting from construction wastes. As a solution to such issues, the government enforces incentive schemes to promote a remodeling-friendly rahmen structure design. Green Frame, which is a novel concept of composite precast concrete structure to support rahmen structure apartment housing buildings, can address the constraints of bearing wall structure and conventional rahmen structure designs that limit the potential for remodeling projects, while reducing the term of construction. Therefore, this study aims to analyze the characteristics of Green Frame and its absolute term of construction, and compare the terms of frame work construction in apartment housing projects adopting different structural design approaches to illuminate their differences. In the end, Green Frame is found to be capable of reducing the term of construction in apartment housing projects. As the term of construction is a very critical element of a construction project, Green Frame will ultimately prove to be one of the key enablers to ensure the success of apartment housing construction projects.

Proposals to improve government funding of domestic start-up businesses through Living Lab: Focus on Korea Credit Guarantee Fund (사용자 주도의 개방형 혁신을 통한 국내 스타트업 대상의 정부 자금지원 개선 방안 제언: 신용보증기금을 중심으로)

  • The purpose of this study is to propose strategies for enhancing competitiveness through the utilization of policy funds, especially in the start-up companies supported by the Korea Credit Guarantee Fund. And then, the Korea Credit Guarantee Fund should develop 'user-centered policy funding model' in order to increase start-up's utilization of policy fund and support start-ups that are supported in the long run. The competitiveness of domestic start-up companies has been strengthened by 'user-centered policy funding model' and new innovations have been introduced through 'Living Lab', an open innovation. But, in order to overcome the limitation of reaching the stage of commercialization, the 'user-centered policy funding model' proposed in this study enables start-ups to be the subject of actual policy funding, and also allows users to freely apply for necessary funding at any time. Therefore, the Korea Credit Guarantee Fund has a significance in suggesting 'user-centered policy funding model' as a support model to be customized. However, since SMEs recognize the actual situation and limit acceptance of all the difficulties, the systematic analysis of the actual situation of the policy funds of the start-up by the credit guarantee fund and the related support institutions for the scientific approach of the user-oriented policy funding model need.

  • Since the late 20th century, due to the globalization of markets and the rapid developments of information and communication technologies, the world has entered into the age of fierce competition. With their abundant low-cost labor, former communist countries such as China, Russia and East Europe and low-developed countries such as India and Brazil have received investments from major industrial companies. There are no other alternatives for Korea and OECD countries to move the industrial economy to the knowledge based innovation system. In knowledge based innovation system, economic development and employment of a region and nation depend solely on the number of its companies and their competitiveness. In this research, after reviewing the current state of technological innovation small companies in korea, we provide a theoretical framework to promote the level of technological innovative entrepreneurship. The framework is based on a value system model that consist of supply factors, demand factors, and supporting institutions. In order to create more innovative small businesses, we insist on the followings. First, more R&D activities related with promising new technologies should be performed. Second, more R&D funds for technological innovation small companies should be provided from governments. Third, more M&A transactions and technology transactions should be marketed freely and competitively. Fourth, more business incubating services and venture capital services should be provided. Fifth, entrepreneurship and innovation culture should be popular and institutionized among people.

The Development of Noise Management Model using Active Noise Control Technique on Construction Site (능동소음제어를 이용한 건설현장의 소음관리모델 개발 - 도심지 공사현장을 중심으로 -)

  • Recently, many people have been damaged seriously by construction noise. Accordingly, there have been increased the complaints and disputes. These complaints should be controlled strictly. Otherwise there could be delays or stops of project and losses of time and money. For this reasons, the Korean government is trying to convert from depending on the soundproof wall to noise control system focusing on noise sources. However, it is difficult to control the noise which is generated from construction site because construction equipment has very high noise level and construction noise generates temporarily and irregularly. Also, people do not know how much low frequency affect human body adversely because they cannot perceive low frequency noise easily. Hence, recently developed countries have conducted the research on the low frequency noise which damages on human physically and mentally. However, passive noise control is insufficient to reduce the low frequency noise, but only efficient to lower the high frequency noise. Thus, an approach which can complement limitations of passive noise control is needed. Therefore, the purpose of this research is to suggest the noise management model using active noise control on construction site. Also, ANC simulation has been conducted to examine its applicability on construction equipment. As a result, it is expected that there will be a reduction of construction noise and demages, as well as both mental and physical damages.

A Study on Developing the Model of Reasonable Cost Calculation for Privacy Impact Assessment of Personal Information Processing System in Public Sector (공공기관 개인정보 처리시스템의 개인정보 영향평가를 수행하기 위한 합리적인 대가 산정 모델 개발에 관한 연구)

  • According to the progress of national informatization throughout the world, infringement and threaten of privacy are happening in a variety of fields, so government is providing information security policy. In particular, South Korea has enhanced personal impact assessment based on the law of personal information protection law(2011). But it is not enough to effect the necessary cost calculation standards and changeable factors to effect PIA. That is, the budgets for PIA was calculated lower than the basic budget suggested by Ministry of Government Administration Home affairs(2011). Therefore, this study reviewed the cost calculation basis based on the literature review, cost basis of similar systems, and reports of PIA and obtained to the standard with Delphi analysis. As a result, the standards of PIA is consisted to the primary labors and is utilized to how the weights by division of target system, construction and operating costs of target system, type of target systems, etc. Thus, the results of this study tried to contribute to ensure the reliability of PIA as well as the transparency of the budget for privacy in public sector.

A Study on R&D Investment Decision Making Model by Using Small-Medium Enterprises Strategic Technology Roadmap (전략기술로드맵 기반의 중소기업 R&D 투자우선순위 결정모형에 관한 연구)

  • In recent years, in response to rapid technological change, technology planning activities are important for companies to cope with technological competition. However, Small and Medium Enterprises(SMEs) lack the resources and competence to establish their own technology roadmaps. Therefore, government-led roadmaps for SMEs have been proposed to support the R&D direction and R&D capabilities of SMEs. However, SMEs R&D policies are still not well linked with technology roadmaps and R&D programs. In other words, the size of R&D for SMEs is determined according to demand of SMEs regardless of strategic technology roadmap. In this study, we propose a investment prioritization model based on a technology road map to unify R&D investment policy. Using the decision model designed to prioritize strategic technology investments in the SME strategy roadmap, we conduct empirical analysis of strategic technologies in the advanced convergence and green manufacturing. AHP analysis was conducted after questionnaires on the importance of strategic technology and the importance of influential factors to 46 experts such as expert of research institutes and support organizations.
