Integrated Social Welfare Management System is an information system that comprehensively manages information and services regarding diverse welfare benefits provided by the government. It is designed to improve efficiency of social welfare administration and the service delivery system. The system is found to have significantly contributed to efficiency of the welfare delivery system by reducing the workload of public officials who are responsible for welfare administration in local governments and changing the way they work for the better. This study analyzes the costs and benefits of the Integrated Social Welfare Management System and describes what it has achieved for the provider and recipients. The system has enhanced efficiency of the welfare delivery system and enabled case management, the function social welfare public officials are supposed to do. Ultimately, the system will play a key role in building a consumer-centered welfare administration environment in the future.

The purposes of this study are to find the difference in information literacy among the elderly home care service users and to identify the impact of information literacy on service quality and satisfaction among service users. To achieve the goals, this study used 466 responses from the elderly home care service recipients in Jeollabukdo providence, and conducted t-tests, ANOVA and a series of regression analyses. The results showed that there were significant differences in information literacy by gender, household type, residence area, education level and subjective health status among service users. The study also found that service users information literacy had a significant impact on service quality and satisfaction, and it confirms the importance of customized service. This study suggests that information literacy inequality exists among the elderly home care service users, therefore, the way to improve information delivery strategy should be developed for the information-poor elderly.

Korean navy is developing an information system-based a computer - network for efficient business process and information exchange and management efficiency expansions. Naval welfare portal was developed to the part, and newly development at present to solve a problem. But inconvenient point in the army, most people do not has personal Internet PC. At this paper, we explain case study of naval welfare portal, and propose development strategy that consider of security issue.

This paper was studied on developmental direction of telecommunications for disabilities welfare. Method of this study is delphi method. Persons with disabilities is classed as motor disability, visual handicap, hearing impairment, and language and speech disorders. Persons with motor disability is needs as follow, speed recognition technology, video recognition technology, breath capacity recognition technology. Persons with visual handicap is needs as follow, display recognition technology, speed recognition technology, text recognition technology, intelligence conversion handling technology, video recognition - speed synthetic technology. This research tries to study the effect that the welfare field training the course selection. Because of being the important place where the welfare field training trains the expert, the knowledge, value, and practical lodging tries to be identify instructed. In this aspect, we try to analyze about the extend of satisfaction of the actual training, that is the extent of desiring the link including the class of school subject extend of satisfaction of the department of social welfare engine, and etc. and factor about the actual training of the department of social welfare, because the welfare field training the technique is connected directly with the route. First, the individual characteristic of the social welfare and trainees is grasped. Second, the relationship of the social welfare and factor and course selection is investigated. Third, the social welfare and university (circle) lives look into whether the social welfare field training has an effect on the course selection or not.

Animal welfare is of considerable importance to European consumers and citizens, this being most recently confirmed in EU barometer studies. Researchers and others have long proposed that animal-based measures (measures taken on animals, e.g. their health and behaviour) can provide a valid indicator of animal welfare; since welfare is a characteristic of the individual animal. Therefore, a welfare assessment can be essentially based on animal-based measures, but with use of resource measures to provide the capacity to assess 'risk factors'. The first goal of this project was to develop a welfare monitoring system that enables assessment of welfare status through standardised conversion of welfare measures into accessible and understandable information. The acquired information on one hand provides feedback to animal unit managers about the welfare status of their animals, and on the other, information on the welfare status of animal-related products for consumers and retailers. The second goal of Welfare $Quality^{(R)}$ was to improve animal welfare by minimising the occurrence of harmful behavioural and physiological states, improving human-animal relationships, and providing animals with safe and stimulating environments. The different measurable aspects of welfare to be covered are turned into welfare criteria. The criteria reflect what is meaningful to animals as understood by animal welfare science. Once all the measures have been performed on an animal unit, a bottom-up approach is followed to produce an overall assessment of animal welfare on that particular unit: first the data collected (i.e. values obtained for the different measures on the animal unit) are combined to calculate criterion-scores; then criterion-scores are combined to calculate principle-scores; and finally the animal unit is assigned to a welfare category according to the principle-scores it obtained.

The aim of this study is to reveal development processes of mothers with disabled children as active human agents utilizing social welfare institutions. Many social welfare studies have generally described welfare service users as passive subjects alienated from welfare information and subordinate to dominant welfare system. However, this investigation indicates that they do not merely remain as passive policy targets. They also perform as active actors who seek for useful information, strategically acquire profits in the given system despite institutional constraints, and create new welfare institutions. Through in-depth interviews with 11 mothers of disabled children with brain lesions, this study has derived a grounded theory on the mothers' maturation processes in interaction with social welfare institutions, which consist 6 stages(entering, awakening, exploring, struggling, resigning and utilizing period). This substantive analysis on the survival processes of mothers with disabled children in the social welfare system provides empirical knowledge and evidence about relationship between the structure and agents. It also suggests a practical policy proposal for disabled people and their families based on these stages.
