오늘날 우리사회의 민주화의 진전과 고도산업사회로의 이행은 정보산업의 발전과 정보의 대중화를 가속시키고 있으며, 이는 정보에 대한 국민의 관심을 제고하고 행정과정에의 참여욕구를 증대시키는 등 국민의 '알권리'에 대한 인식을 새롭게 하게 되었다. 선진외국에서는 현재 스웨덴, 미국, 카나다, 프랑스 등 11개국 국가에서 정보공개에 관한 일반법을 제정하여 운영하고 있고, 점차 여러국가로 확산되는 추세에 있다. 본고에서는 미국, 카나다의 선진국에서 시행되고 있는 정보공개법을 살펴봄으로써 우리의 현실과 사회ㆍ문화 등 우리나라의 행정환경에 적합한 제도가 되도록 하기 위하여 해외 정보공개제도의 현황을 살펴보고자 한다.

The aim of this study was to investigate the current state of operation of information disclosure system in Busan Metropolitan Police Agency and to suggest recommendations for improvement. To achieve this goal, this study quantitatively analyzed the data on information disclosure claims (2010~2020.6), appeal cases (2010~2020.6), the disclosure rate of original documents (2014~2019) and so on. Furthermore, it examined how and how much information is announced in advance through the agency's homepage and the information disclosure portal site. Results show that the agency has various problems regarding information disclosure including the high rate of transferring information to other institutions, the low disclosure rate of original documents, the high rate of information released publicly only after an administrative appeal, a small number of information announced in advance, and a not user-friendly website. To solve these problems, this study proposes providing accurate information about the scope of information the agency and other related institutions own, expanding the disclosure of original documents, discovering more information to announce in advance, and enhancing the usability of the website.

The purpose of this study is to discuss problems and seek improvement plans based on a critical analysis of the detailed standards for nondisclosure of 19 administrative departments in accordance with Article 26 of the Government Organization Act. To this end, the status of information disclosure-related regulations in 19 administrative departments was analyzed, and 6,094 cases of nondisclosed information were investigated and analyzed. In addition, through interviews with seven information disclosure experts, the analysis contents of this study were shared and reviewed. Furthermore, opinions on the effectiveness, problems, and system improvement areas of the detailed standards for nondisclosed information were collected. As a conclusion, three improvement measures were proposed: first, the legislation on the establishment of detailed standards for nondisclosure; second, the establishment of a system for regular substantive inspection of detailed standards for nondisclosure; and third, the improvement in the service of detailed standards for nondisclosure.

이 논문에서는 소프트웨어의 저작권을 보호하기 위한 방법으로서 공개키 기반 구조(Public Key Infrastructure, PKI)와 사용자 의존적인 소프트웨어(User Dependent Software, UDS)의 개념을 이용하는 새로운 방법을 제안한다. 공개키 인증서(Certificate)는 개인의 ID와 개인이 사용할 공개키를 묶어서 인증기관이 서명한 문서로서 개인의 사회적 신분을 나타내는 문서라고 볼 수 있다. 사용자 의존적인 소프트웨어란 사용자의 공개키로 암호화한 정보를 포함하여 컴파일되는 사용자 고유의 소프트웨어 컴포넌트이다. 사용자가 소프트웨어를 이용하기 위해서는 개인키를 제시하여 암호화된 정보를 복호화 할 수 있음을 증명해야 한다. 공개키 기반 구조를 이용하는 이러한 구조의 소프트웨어를 이용하면 사용자는 자신의 공개키 인증서와 개인키에 대한 사회적 책임하에 소프트웨어를 정당하게 사용하게 됨으로써 불법 복제가 어렵게 되고 소프트웨어의 저작권을 근본적으로 보호할 수 있게 된다. 이러한 조건에서라면 소프트웨어의 온라인 판매에 이은 온라인 배달도 가능해져서 사회적으로 많은 물류 비용을 절감할 수 있을 것으로 기대된다.

이 연구는 기록물관리와 정보공개 간의 연관성과 관련된 규정을 파악하는데 있다. 이를 위해 특별시 광역시 도의 지자체 정보공개와 관련된 89개의 자치법규를 분석하였다. 조사결과 자치법규의 조항요소 측면에서 '정보공개심의회'와 '행정정보의 공표'가 가장 많이 규정되었으며, '다른 법률과의 관계'에서는 정보공개의 비대상이 되는 정보만 나타났다. 기록관의 역할에 대해서는 '총괄부서(전담부서)의 명확한 표기의 필요성'과 '기록관 업무의 구분 필요성'이 기술되었다. 업무 협업에서는 '처리과'와 '기록관'의 정보(기록물)를 구분하고 있으며, 이에 대한 협력체계를 나타내었다.

공개키 기반구조를 이용한 정보보호 서비스 개발이 활발히 추진되고 있다. 우리나라에서도 1999년 7월 전자서명법이 발효된 이후 민간부분 공개키 기반 구조를 이용한 다양한 인증기관이 구축되고 있고, 이는 전자상거래 시스템의 안전성을 크게 향상시킬 수 있을 것이다. 그러나 현재 정부 공개키 기반 구조 구축은 완료되지 않고 있다. 본 논문에서는 미국, 호주, 유럽, 그리고 캐나다에서 수행해왔던 공개키 기반 구조와 관련된 과제의 내용을 파악하고, 각 나라에서 구성된 PKI의 특성을 분석하며, 이를 바탕으로 국내 공개키 기반 구조를 위한 기술 표준안을 제시한다.

암호화 기술의 확장성 측면에서 우수한 공개키 기반 하부구조(Public Key Infrastructure)는 전자 상거래 서비스에서 필요한 제반 인증 기술을 제공하고 있다. 공개키를 보증하는 기반 기술과 인증서의 안전한 사용 기술은 공개키 기반 전자 상거래의 기본 기술이다. 이러한 기본 기술 중에는 키 복구(Key Recovery) 및 비밀 분산(Secret Sharing) 기술이 포함되며 인증기관(Certificate Authority : CA)을 통한 키 관리 효율성 및 인증기관과 서비스 사용자간의 안전한 정보 교환 기술이 또한 요구된다. 본 논문에서는 인터넷 기반의 전자 상거래 시 사용되는 공개키 기반의 인증구조에 대하여 검토 분석한다.

최근 사회적 이슈로 부각되고 있는 클라우드 컴퓨팅, 빅데이터 시스템 등은 대부분 공개소프트웨어를 활용하여 개발이 진행되고 있으며, 이에 따라 공개소프트웨어의 활용이 급격히 증가하고 있는 추세이다. 그러나 저비용, 고효율성의 장점을 가진 공개소프트웨어의 성공적인 활용을 위해서는 공개소프트웨어 라이선스를 체계적으로 관리하고, 제품출시 이전에 라이선스 위반 여부를 명확히 확인하여야 향후 법정 분쟁으로부터 자유로울 수 있다는 이슈를 가지고 있다. 본 논문에서는 공개소프트웨어 라이선스에 대한 명확한 이해를 통해 안전한 공개소프트웨어 활용을 위한 공개소프트웨어 라이선스 설정방안을 제시하고자 한다.

This study aims to provide enhanced management strategies for information disclosure deliberative committees in the Government 3.0 era. It confirms that there has been no progress on the committees' management since the implementation of the Government 3.0 policies. On the contrary, certain retrogression aspect on the committees have been discussed. The study suggests the four alternative strategies as follows: First, the committees should be held regularly and exercise their authority for referring to discussion. Second, it must be configured that outside committee members are more than internal committee members. Also, there should not be any restriction so that external members can be a chairman. Third, the committee meetings should be in the face-to-face form in principle. The documentary deliberation could only be allowed if issues are repeated and they are similar. For this type of deliberation, the procedure and schedule should be established and complied to. Fourth, for the effective operation of the information disclosure system, department and staffing in charge are required.

This study aims to identify the work process of records managers under the Freedom of Information Act (FOI). In particular, it attempted to reveal the problems and difficulties that record managers encounter during FOI work. To do this, this study conducted in-depth interviews with 11 records managers who were in charge of records management and FOI work, and the accumulated data were subjectively analyzed. The study discussed the relationship between records management and FOI and emphasized the need for procedural improvements of the act to alleviate psychological pressure on records managers and help them focus more on the records management process itself.
