최근 몇 년 사이 정부 내의 정보화 사업규모는 기하급수적으로 증가하고 있다. 국민의 정부시절 약 2,400억 규모의 정보화 예산이 참여정부에서는 약 9500억으로 증가한 사실이 이를 반증하는 증거이다. 그러나, 이러한 정보화 사업에 대한 투자규모에 비하여, 막대한 예산을 들여 진행되는 사업에 대한 지속적인 성과관리는 체계적으로 진행되지 않은 현실이다. 오히려 성과관리라는 것이 사업의 추진을 방해하는 부정적인 요소로 인식되기도 한다. 하지만, 정보화 사업에 대한 성과관리의 부재는 장기적으로 조직의 전략목표와 정보서비스와의 GAP을 심화시켰고, 결과적으로 막대학 IT 투자 전체에 대한 회의감만을 대두시키는 결과를 가져 왔다. 2006년 IT최대의 화두인 IT거버넌스 개념 역시 IT와 비즈니스의 GAP을 줄여 IT 서비스가 조직의 목표와 전략을 올바르게 지원하도록 IT운영을 하자는 것이 핵심사상이다. 이러한 IT거버넌스 실현의 중심에 IT 투자성과관리체계가 있다. 해양수산부는 IT투자성과관리체계구축을 통하여 정보화사업 전체 프로세스를 지원하며, 각 단계별 이력관리를 통해 매년 사업 담당자가 바뀌는 상황에서도 안정적인 사업의 추진이 가능하도록 하였으며, 각 사업에 대한 평가지표개발 및 평가체계 구축을 통해 사업계획, 시행, 종료 단계에서 과학적인 정보화 사업의 투자성과평가를 지원하는 체계를 마련하였다. 이러한 IT투자성과관리체계는 기 구축된 ITA, ITAMS, IT자산관리체계와 연동하여 해양수산부 IT거버넌스 실현에 이바지 할 것으로 기대된다.

To enhance its efficiency to improve organizations' competitiveness, performance evaluation is vital and it influences budget, policies, and human resource affairs of the organizations. The study aims to develop performance indicators for National Library of Korea (NLK) and evaluate performance based on indicators driven. As a result, the study develops 2 viewpoints for each work area of NLK - management of information system, digital resources enlargement, and the cooperative utilization system for alternative materials. It also develops total 12 indicators. Based on the evaluation;the research finally suggests strategies for performance improvement by viewpoints for NLK.

This study aimed to clarify the effect of information technology (IT) education on the efficiency and effectiveness of working processes among agriculture corporations. Survey data on information levels from 222 agriculture corporations were collected from the Korean Agency of Education, Promotion, and Information Service in Food, Agriculture, Forestry, and Fisheries (EPIS) for a governmental white paper. Structural equation modeling was used for analysis. This study found that IT education increases the ratio of the use of information systems in working processes, especially given the use of data accumulated through information and communications technologies (ICT). The findings of this study suggest that the use of ICT data as an aspect of IT education is beneficial for the agricultural sector.

올해 초 한국 전자정부가 유엔에서 연속 세계 정상수준으로 평가 받았다. 이는 지난 20여 년간 약 20여조의 예산을 정보화 부문에 투자한 결과라 해도 과언이 아니다. 다른 한편에서는 그동안 국가정보화를 추진하면서 기투자한 정보자원에 대한 운영부담이 가중되고 있다. 이제 정보자원들을 어떻게 관리하고 활용할 것인가는 공공부문에서 중요한 현안이 되고 있다. 이는 주위 환경변화에 따른 정보자원의 의미와 가치를 재점검할 필요성과 바뀐 상황에 맞게 체계화가 필요한 시기임을 시사하고 있다. 본 고에서는 이러한 문제의식을 갖고 공공부분의 정보자원관리에 대한 전반적 상황에 대한 개관과 함께 대응방안을 제시하고자 한다. 이를 위해서 지금까지는 정보자원을 조직 활동을 위한 투입요소의 시각에서만 접근했지만, 향후는 조직 활동 수행에 필수적인 정보자산의 개념으로 접근해야 할 필요성이 있다. 이를 위해 공공부문 정보자원관리에 대한 제반현상을 문서중심으로 조망하고 이에 따른 대응방안을 살펴보고자 한다. 이 연구결과는 정보자원 관리와 관련된 업무 및 연구를 할 때 정책적 시사점으로 참조하거나, 향후 실증적인 관련연구를 위한 기초자료로 활용되기를 기대한다.

In order to improve the level of the IT organization, CMMi played a lot of roles in improving the IT efficiency and quality step by step. In a university organization if you use a customized IT governance framework for the concept of CMMi, it will be a university IT governance to realize the vision of the university. In this paper, we propose Staged Framework for the university developed for applying to university with reference to this staged model of CMMi. The university has applied its own process step by step and it can be uses in the university field. So it can be applied to university IT plan and budget in compliance with not only the person in charge of IT service center but the person in charge of university headquarters. The staged framework is classified into the maturity and process of university IT project and suggests ways to apply it to the improvement of university IT system levels.
