이 연구에서는 "민간기업의 정보화에 소요되는 자원을 제공하여 수혜기업의 경영성과와 이를 통한 연관산업의 경쟁력 증대를 도모하는 정보화 분야의 정책적인 기업지원서비스"를 "기업지원 정보 서비스"로 정의하고, 기존 공급자 중심의 사업목표 달성여부의 평가를 위한 평가지표 개발연구에서 벗어나, 중장기적 관점에서 기업지원 정보서비스 활용요인과 성과에 대해 연구하고자 한다. 이를 위해 서비스 활용요인을 기업지원서비스 품질(정보, 서비스, 시스템)과 조직특성(정보기술자원의 성숙도, 조직문화)차원으로, 기업성과 차원을 정보 지향성(Information Orientation)개념과 경영성과 요인으로 구성하여 기업지원 정보서비스의 활용과 기업 성과의 영향관계 살펴보고자 하였다. 실증연구는 산업정보지원센터의 서비스를 활용하고 있는 186개의 기업체 표본을 수집하여, 구조방정식 모형을 통해 분석한 결과 설정한 모든 경로가 통계적으로 유의하게 나타났다. 특히 서비스 품질과 조직문화가 활용수준에 큰 효과를 보이고 있으며, 정보지향성이 경영성과를 매개하는 것으로 나타났다. 연구결과는 정보화 분야의 기업지원 서비스 정책 수립 방향과 개별기업의 전략적 정보 기술 활용을 위한 주요한 시사점을 주고 있다.

전자정부의 고도화 등 정보화 사업의 규모가 확대되면서 성공적인 정보화 사업의 추진을 위한 표준 및 지칭의 중요성이 증대되고 있다. 이러한 정보화 표준 밀 지칭은 조직의 지식, 인력, 정보기술, 업무, 시스템 등의 정보자원과 정보화 추진 절차 및 사용자/개발자 관점에 따라 체계적으로 개발되고 개선되는 것이 필요하다. 이 논문은 정보화 추진을 위해 필요한 표준 일 지침을 분류하는 다양한 과정을 통합하여 효율적이고 체계적으로 지침 및 표준을 관리, 개발할 수 있는 분류체계를 제시한다. 또한 이를 토대로 향후 정보화 표준/지침의 개발을 위한 방향을 모색한다.

University IT center usually has led IT system and headquarters have been working as a separate organization. If we apply the governance framework that is unique to the university system for IT governance in university IT project, IT transparency and efficiency are increased, and IT is no longer a simple tool but a university IT governance it will be stabilized. To improve existing problems, UCC was developed a unique framework of university organization based on CobiT Cube. So it can use effectively University IT on various side. I propose a method that can be applied to university information system sequentially through UCSP spiral process so that information service is classified into 5 areas and process is gradually applied.

정보화사업은 사회 다른 어느 분야보다 눈부신 발전을 보이고 있으며, 중앙부처는 전국공동활용체계 구축, 그리고 행정업무의 능률 제고를 위한 각종 사업들을 역점 추진하고 있다. 그러나 정보화 사업은 중앙부처 위주로 추진되어 개별기관별, 단위사업별로 정보화가 이루어지고 있다. 또한, 기초자치단체의 경우 종합적인 정보시스템추진계획 구도와 전략의 부재로 인해 다양한 정보화 사업들이 부서별로 산발적으로 추진되고 있으며, 이는 사업추진의 분할손은 물론 사업간 연계를 통한 상승작용을 저해하는 주 요인으로 작용할 가능성이 노출되고 있다. 중앙부처의 표준시스템의 개발 및 보급은 그 수용대상인 기초자치단체의 행정정보화를 앞당길 수 있는 긍정적인 영향과 더불어 기초자치단체의 수용능력여부에 따라 기초자치단체의 행정정보화는 그 혼란을 더욱 가중하는 부정적인 영향을 줄 수도 있음을 시사하고 있다. 본 연구는 이러한 표준시스템의 긍정적인 영향만을 인식하고 있는 구조를 파악함은 물론 간과하고 있는 부정적인 영향을 시스템사고를 이용하여 이해함으로써 표준시스템의 보급으로 인한 기초자치단체로의 역기능을 최소화하고, 그에 역동적으로 대처할 수 있는 방안으로 조직 측면에서는 CIO제도의 활성화와 정보담당조직위상의 제고를, 시스템 측면에서는 표준시스템과 기존시스템간의 GAP 분석을 통한 틈새도출 및 보강을, 데이터 측면에서는 공유정보제공시스템 구축을 통한 데이터 자원의 활용을 그 대안으로 제안하고 있다

물관련 정보화에 대한 우리나라의 수준을 평가하기 위해 건설교통부 및 산하기관에서 구축되어 운영되고 있거나 현재 구축 중인 14개 시스템에 대한 현황, 연혁, 구조 등을 조사하였으며 미국, 영국, 일본의 정보화 관련 조직과 시스템에 대한 조사 및 분석을 통해 우리나라의 물관련 정보화가 향후 지향해야 할 방향을 제시하였다. 관련 시스템 및 정보화 환경에 대한 조사성과를 바탕으로 우리나라의 물 관련 정보화 수준을 4가지 정보화 영역별(수자원정보화, 물관리정보화, 하천정보화, 수문정보화)로 평가하였고, 기본원칙 다섯 가지(공공성, 정확성, 정시성, 다양성, 연계성)를 설정하여 정량적인 지표로 결과를 제시하였다. 분석결과, 4개 정보화 영역에 대한 기본전략을 수립할 경우 향후 목표로 하고 있는 수준에 도달하기 위해서는 정확성, 정시성, 다양성의 원칙에 부합하는 지표들에 대한 시스템에 우선 집중하여야 할 것으로 나타났으며, 다음으로는 공공성 및 연계성 부분에 집중함으로써 향후 다양한 기능을 갖춘 물관련 정보 종합시스템의 구축을 추진해야 할 것으로 나타났다.

In the meantime, research on corporate informatization focuses on the completeness of information technology itself and its financial effects, so there is insufficient research on whether information technology can support business strategy. It is necessary to verify whether the management strategy implementation of the company can be led through the informatization of the enterprise and the relation between the main mechanism factors and the informatization performance. In this study, what a mechanism factor is applied in the process of result creation of informatization from three mechanism perspectives such as selecting mechanism, learning mechanism and coordinating mechanism with cases of representative domestic IT company and what an importance mechanism factors have been ascertained. This study results in 8 propositions. For a main agent of companies, securement of information capability of organizations has been selected to realize informatization results and investment of informatization has been selected to solve organizational decentralization problems as the most important factor. Additionally, as competition in the industry gets fierce, investment on informatization has been changed to a utility way of implementation of strategies and decision on investment has been made through the official process and information technology. Differentiated company capability has been made based on acquisition of technical knowledge and company information has been expanded to its whole employees through the information system. Also, informatization change management and outside subcontractor management have been acknowledged as an important adjustment factor of company. The first implication of this study is that since case studies on mechanism factors that preceding studies on informatization results did not empirically cover have directly been dealt with based on experiences of executives in charge of business and in charge of informatization, this study can provide practical views about factors that should be mainly managed for informatization results of IT companies. Secondly, since ser-M framework has been applied for IT companies for the first time, this study can academically contribute to companies in other fields about main mechanism factors for result creation of informatization based on deeper understanding and empirical cases.

참여정부가 정부혁신 방안의 하나로 추진하고 있는 성과관리제도는 조직이 지향하는 목표를 체계적으로 관리하기 위한 것으로, 성과목표를 설정하고 목표 달성 여부를 판단하여 결과를 의사결정에 환류하는 경영관리기법이다. 현재 시행되고 있는 공공분야의 성과관리제도는 정부업무평가, 직무성과계약제, 재정사업 성과관리제도 등 다양하다. 국방부는 정부 방침에 따라 성과관리체계를 구축함에 있어 내부의 성과관리뿐만 아니라 외부 평가제도를 지원하기 위한 통합성과관리체계를 구축하였다. 본 논문에서는 국방부 정보화기획관실의 BSC 기반의 성과관리체계 구축 사례를 통하여 공공기관 정보화조직의 성과관리체계 구축 방향을 제안한다.

기업에 있어 정보화투자는 생존.발전을 위한 필수조건이라는 시대적 요구로 받아들여지고 있다. 이에 기업은 생산방식의 디지털화와 함께 정보를 효과적으로 이용하기 위해 끊임없는 투자를 하고 있다. 특히 중소기업은 대기업에 비해 인력, 자금력, 기술력, 관리력, 정보력 등에서 모두 열세에 있기 때문에 정보화투자는 경쟁력 강화는 물론 생존을 위한 밑거름이 되고 있는 것이다. 중소기업은 조직구조가 단순하여 의사결정력과 경영자의 의지가 신속하게 반영될 수 있고 시장변화에 즉각적으로 대응할 수 있는 장점도 있기 때문에 정보화를 빠르게 진행할 수 있는 이점이 있다. 그러나 정보화라는 시대적 상황에 대응하지 못한다면 기업은 곧 고사위기에 처해질 수 밖에 없다.

최근 많은 조직들이 IT를 경영전략의 핵심적 요소로 인식하고 IT투자를 확대하면서 IT의 효율적 관리와 전략적 활용의 중요성이 커짐에 따라 CIO 기능 강화와 IT 거버넌스 체제 구축에 많은 노력을 기울이고 있다. 그러나 아직까지는 학계나 산업계에서 IT 거버넌스의 개념이 통일되어 있지 못하고, 구성요소와 체계 및 실행방법 등도 조직의 특성에 따라 매우 다양하게 접근되고 있다. 정부출연연 KISTI를 모델로 삼아 KISTI 정보화에 대한 총괄기획, 정책수립, 운영 프로세스 관리, 정보화사업 관리 등 기관정보화에 대한 총괄자로서의 CIO 역할과 IT 거버넌스 체제 구축 방안 연구를 통해 종합적이고 효율적인 정보화 추진 및 자산 관리 운영을 하고자 한다.

Information Technology(IT) was introduced to the business as a means of improving operational efficiency. Nowadays, IT has become an essential component of an organization's survival. Almost no operations of an organization can be performed without IT. The benefits of using IT in organizations can not be underestimated. Some organizations have flourished because of the competitive advantages derived from the IT systems they have developed. Most IT systems, however, have been extended, changed and integrated with ad-hoc and makeshift solutions without thinking long-range view. It results in high maintenance cost and uncontrolled system for managing information resources. Especially, public institutions under the Project-Based System (PBS) have some problems in keeping a good management systems for information resource, because they are usually operated for a set period. Therefore, we propose the framework how to efficiently manage the IT assets and resources based on the Information Technology Architecture (ITA) that is introduced for the overall optimization of IT investment, change management and inter-operability.
