This study aims to examine information divide and internet addiction as dysfunction of information society, Until now. public libraries have little to do with these serious problems So this study suggests new roles of public libraries to tackle information divide and internet addiction.

유비쿼터스 코리아(u-Korea) 기본전략에 따르면 우리나라는 정치. 사회. 문화. 의료. 복지. 교육. 노동. 외교 등 사회 전반에 걸친 생활문화 혁명이 실현될 것으로 전망된다. 이러한 시점에서 정보보호는 u-Korea 실현의 중요한 핵심 엔진 기술로써u-Korea 전략 추진의 주요한 장애 요인으로 예상되는 사생활 문제와 지역 간. 계층간 정보격차 문제 등의 정보화 역기능을 해소하는 역할을 수행해야 한다. 본 고에서는 정통부가 추진하고자 하는 u-Korea 기본 전략에 대해서 살펴보고, 안전한 u-Korea 실현을 위해서 구체적인 정보화 역기능 방지 대책을 제안한다. 특히, BcN 인프라 보호 기술, RFID/USN 개인 프라이버시 보호 기술, WiBro 및 DMB 등에서 사용되는 복합단말기용 통합 인증. 인가 기술, 안전한 사용자 서비스 제공을 위한 서비스 사용의 익명성과 서비스 관리의 실명성이 제공되는 보안위임서비스 기술 등으로 형성되는 “Security Belt” 정보화 역기능 방지 대책에 대해서 소개한다.

This study examines the relationships between the adoption intention and ill results/"digital divide" of informatization. It is very important to enhance the ability to use the information around the country today. Government invested large sums in informatization. As a result, we became a leading country in the information and communication technologies (ICTs). But the speedy growth in information society enlarges the gab between 'information haves'and 'information have-nots', which results in decreasing the efficiency of informatization. Now, we have to consider the idea of "information welfare policy" to approach the problems of "information poor"which refers to those deprived of opportunities to access ICTS and use of the Internet. This paper shows that we can not reach the information welfare society without the solution of these problems, and which are obstacles to progress in informatization. It is hoped that the results from this study bridge and close so called "Digital Divide" within society and create the impartial information welfare society.e impartial information welfare society.

새로운 기술과 문명의 출현에는 이로 인한 생활편익과 더불어 다양한 역기능이 수반된다. 이를테면 유전공학은 생명연장의 꿈을 실현시킬 수 있겠지만 인간의 존엄성을 훼손하는 부정적인 측면을 지니고 있다. 오늘날 정보통신기술에 의한 인터넷 역시 지식정보를 무한정 얻을 수 있으나 컴퓨터 바이러스, 사이버 범죄 등으로 피해를 당하기 쉽다. 공업화에 따른 환경오염의 전철을 교훈삼아 정보화 초기부터 다양한 역기능에 미리 대처해야 미래에 발생할 수 있는 사회적 비용을 크게 줄일 수 있다.

인터넷이 발전함에 따라 정보화의 역기능 현상들도 방대해지고 있으며, 그에 대한 피해도 증가하고 있다. 이러한 상황 속에서 정보통신 윤리교육은 학생 개개인의 정보통신 윤리의식 수준과 정보화 역기능의 진단 및 파악 없이 동일한 교육 내용으로 이루어져 있기 때문에 체계화된 정보통신 윤리교육이 이루어지지 않고 있으며, 학생들의 정보통신 윤리의식조차 불명확해지고 있다. 이는 정보화의 역 기능으로 인해 발생되는 문제를 미리 예방할 수 없으며, 그에 대한 대처도 어렵게 하고 있다. 따라서 본 논문에서는 학생들의 정보화 사회의 역기능인 인터넷 중독을 진단하고 하위 중독 범주들 간의 연관 관계를 데이터마이닝 기법으로 탐사하여 개인별 추출 결과에 따른 특성화된 정보 통신 윤리 교육 방법을 설계하고자 한다.

As digital leisure's activity increase recently, the worry for side effect except right function occurs with reality. In this paper, the importance of leisure, participation effect when someone has a chance to leisure is reviewed. The dysfunction of digital leisure that focuses on usage of the digital device in information society is examined. In order to solve those dysfunction, the measure is presented through education and convergence.
