As information security(IS) is recognized as a critical success factor for organizational growth, organizations are increasing their investment in adopting and operating strict IS policies and technologies. However, when strict IS technology is adopted, IS-related techno-stress may occur in the employees who apply IS technology to their tasks. This study proposes the effect of IS-related techno-stress formed in individuals on IS policy resistance through IS strain and proves that task-technology fit mitigates the negative effect of techno-stress. Research models and hypotheses were presented through previous studies, and the secured samples were used, and structural equation modeling was applied to verify hypothesis. As a result of the study, it was confirmed that IS-related techno-stress (overload, complexity) affected IS policy resistance through IS strain (anxiety, fatigue), and that task-technology fit moderated the relationship between techno-stress and strain. This study suggests a strategic direction for improving the level of internal IS from the viewpoint of suggesting ways to mitigate the stress of employees that may occur when IS policies and technologies are adopted.

우리협회와 한국정보문화센터는 지난 9월 18일 한국프레스센터에서 "초고속정보통신망 기반 구축과 LAN 심포지움"을 개최했다. 정보통신부 주관으로 열린 이번 심포지움은 천조운 초고속정보통신망 구축기획단 부단장이 "초고속정보통신망과 LAN구축 활성화 정책방향"을, 임주환 ETRI 교환기술연구단장이 "초고속정보통신기간망의 효율적 구축을 위한 LAN기술과제 및 추진전략", 김용서 쌍용정보통신(주)대표이사가 "초고속통신기반구축에 대비한 LAN산업의 경쟁력 강화방안"을 각각 발표했으며 이어 토론회가 활발하게 진행되었다. 이의 주제발표내용중 한국전자통신연구소의 임주환 연구단장의 글을 요약 정리하여 싣고 토론회의 요지를 정리한다.

우리나라의 산업정책은 대기업 중심의 대량생산에 의한 고도 성장정책으로 짧은 기간동안 산업분야별로 다소 차이는 있지만 눈부신 발전을 이룩하였다. 이러한 양적인 성장과정에서 가장 핵심이 되는 기술축적이나 핵심기술의 자체개발은 도외시되어 기초소재, 부품 및 주요기기의 수입의존율이 증가하는 현상이 발생하였고, 국내 생산제품의 개발은 주요국의 부품공급여하에 따라 좌우되는 기현상을 낳게 되었다.

Telecommunication services are important means of information exchanges in information society, and information of them connotes the enabling of information exchanges through telecommunication services in all parts of the society. 급속한 기술환경 변화와 국제적인 표준경쟁에 효과적으로 대응하기 위해 정보통신부에서는 핵심 표준화 제반정보 및 전략, 표준화 전문인력의 양성, 표준의 적기 제정$\cdot$보급, 표준적합성 시험$\cdot$인증 서비스 등에 대한 지원을 해오고 있다. 특히 국민소득 2만불 시대 진입을 촉진하기 위해 2003년에는 9대 IT 신성장 동력을 선정하였으며, 2005년도에는 IT839 전략과 연계된 표준화 추진을 위하여 선택과 집중을 통해 기술개발과 표준화 활동에 대한 지원을 강화할 계획이다.

During the past several decades, the development of the maritime policy have been focused on the level of regulation based on the lessons from the individual accidents. Recently, the development of IMO e-navigation strategy has been discussed actively and has been focusing on the new frame and architecture based on the user requirements and definition of function and services for user requirements, which might produce the user-friendly policy, infrastructure and user service. For the new maritime ICT policy getting fusion of ICT and innovation of ship/ocean industry, the overarching methodology, as IMO e-navigation strategy, should be applied to primarily setup the architecture from the user requirements to technology. In this paper, we analyze the IMO e-navigation strategy procedure and provide the consideration and lessons for the strategic methodology to develop a new maritime ICT policy.
