This paper, the accumulation of foreign exchange reserves in the financial systems of emerging markets mid-to long-term impact on how investigated. The accumulation of foreign exchange reserves in emerging markets is a highly effective means to prevent the recurrence of another financial crisis as well as to minimizing risks of financial crisis. By examining the economic effects of excessive accumulation of foreign exchange reserves on factors such as foreign liabilities, domestic consumption, domestic investment and economic growth from a mid-to long-term perspective, it reduced domestic consumption, but on the other hand, led to the expansion of the trade-related industries based on increase of exports. Although China implements a policy to substantially increase domestic investment, other emerging market countries have stagnant domestic investment activities due to excessive accumulation of foreign exchange reserves. Such fact signifies that excessive accumulation of foreign exchange reserves increases potential risks by depressing the mid-to long-term economic growth through the scale down of trade-related industries.

본 논문에서는 변압기의 이상 신호 데이터를 원거리에서 축적하기 위한 이상 신호 진단 시스템을 제안한다. 이 시스템은 원격으로 변압기의 이상 신호를 수집하여 변압기의 이상을 알아낼 수 있다. 이 시스템은 상용된 통신 모듈의 느린 통신 속도를 고려하여 이상 신호를 RMS-DC 값으로 변환하는 작업을 추가하였다.

The purpose of this paper is to disclose the characteristics of SNS service platform in the perspective of 'dispositif'. To achieve this I extended Foucault's concept of 'dispositif' to the Internet and service platform of Google, Facebook. The platform dispositif is a complex of the interface services for the users, collection of data produced by users and the control of them. These three aspects are combined in the service platform modifying their modes in terms of time and space. This study would provide a critical approach toward the appropriation and control of user activities based upon platform.

This paper examines the influence of and in the process of collection building in public libraries. These events resulted in depriving library workers of their voluntary spirit. And these events have also become a main cause of ideological prejudices as reflected in collection building.

본 논문에서는 냉천 범람 원인을 두고 제기되고 있다는 다양한 주장을 검토했다. 냉천 설계강우를 초과하여 범람했다는 주장에 대해서, 강우량을 검토해본 바로는 설득이 안 되는 부분이 많았다. 특히 올해보다 더 많은 강우량을 기록했던 과거 호우 사상 시, 냉천이 범람하지 않았다는 것을 볼 때, 설득력이 부족하다. 만조와 집중 호우 시점이 겹치면서 범람이 발생했다는 주장은 합리적 추정으로 판단된다. 당시 최극조위가 역대 1위였으며, 역대 1위 강우량을 보인 1998년 대비 해수면의 높이가 55cm나 높았다는 데이터가 주장을 뒷받침한다. 마지막으로 교량의 부목 축적이 범람을 키웠다는 주장에 대해서 살펴봤다. 냉천교는 짧은 경간과 교각이 3개나 있어, 상류에서 내려오는 부목이 교량 구조물로 인해 축적될 잠재력이 큰 형상을 하고 있다. 교량에 부목이 축적되면 통수능이 저해하며 이로 인하여 냉천 범람이 가중되었을 가능성이 커 보인다. 기후변화로 인하여 해수위 상승위험은 점진적으로 증가할 것으로 판단되고 있는 시점에서 냉천과 같이 해안과 접하는 하천의 범람 위험 또한 증가할 것으로 판단되어, 해안 하천 관리에 큰 주의와 관심이 필요하다.
