The Development of Test Items based on Scenario to Measure Information and Communication Ethics (시나리오 기반의 정보통신윤리 의식 측정 검사도구 개발)

  • The goal of this research is to develop and validate test items to measure Information and Communication Ethics(ICE) based on scenario. For this, we need to preferentially identify the primary factors in understanding and diagnosing the consciousness level of adolescents on the ICE. To solve this problem, in this research, we identified and validated major indices that consist of the ICE. Finally, For attaining the objective of the research, we developed test items based on scenario with including ICE dilemmas and applied to high school students. Thus, the results of this research indicate that test items can be used as valid and reliable scale to measure ICE level of students.

  • 정보통신에 관련된 영역들은 매우 빠른 속도로 발전해 오고 있다. 하지만 이에 비해 정보에 관련한 의식과 윤리는 그 속도와 발전을 따라가지 못하는 지체 현상을 보이고 있다. 특히, 성장기의 청소년들이 인터넷 중독증상을 보이며 각종 음란물이나 폭력 게임, 욕설과 바이러스에 무차별적으로 노출되어 있으며, 혼자만의 밀폐된 공간의 사이버 중독 환자들이 증가하는 추세에 있다. 이에 본 연구에서는 고교에서 발생하는 사이버 중독문제와 이에 연관된 정보통신윤리교육 문제를 다루고자 한다. 이를 위해 본 연구는 광주지역 고등학생들의 정보통신 윤리 교육의 실태를 분석하고, 이를 토대로 바람직한 지도 방법을 연구해 보고자 한다.

Analysis of Elements Related to Information Culture Literacy in Overseas Informatics Curriculums (해외 정보 교육과정에서 정보문화소양 관련 내용 요소 분석)

  • Korea shifted the focus to competency-based curriculums in the revised national curriculum of 2015, and emphasized training creative convergence talents through informatics education. The informatics education curriculum included information culture literacy as a core competence so that the learners can gain knowledge of information technology-based information ethics and make ethical judgment and practice ethics. This study analyzed the elements related to information culture literacy in the informatics curriculums of the US, the UK, India, Japan, Australia and Germany for the purpose of providing implications with regard to the composition of elements that can foster information culture literacy. According to the analysis results, first, the term information culture literacy was included only in the informatics education curriculum of Korea. Second, the elements common to all countries are (personal) information protection, information security and copyright. Third, Korea's information society and career, India's avoidance of injuries, Germany's protection of health and environment were found only in the curriculums of respective countries. This study is significant in that it provided the orientation of improving the elements for fostering information culture literacy based on the results of analyzing overseas informatics curriculums.

The Necessity and Strengthening Plan of Internet Ethics Education in Teacher Training Institutions (교원양성기관에서 인터넷윤리 교육의 필요성 및 강화 방안)

  • Internet ethics education in school is very necessary for young people to use the Internet properly and to be able to utilize information and communication technology well. However Internet ethics education for the would-be teachers is very insufficient. Therefore, it is very important that teacher training institutions to train teachers operates Internet ethics curriculum and teaches it to would-be teachers. In this paper, we analyzed the operating status about Internet ethics curriculum in teacher training institutions in which open a major in computer related education. As a result, only less than 30% of the entire teacher training institutions are operating to have the curriculum. So, in order to solve the problem, Internet ethics curriculum in teacher training institutions should be strengthened and we should have applied it to other curriculum in other major. In addition, training and retraining to the teachers for Internet ethics should be strengthened.

  • 컴퓨터와 정보통신 기술의 급속한 발달은 우리생활 전반에 많은 변화를 가져왔다. 그러나 정보통신 기술은 순기능 못지않게 많은 역기능을 가지고 있다. 이러한 정보화 사회에서 정보통신기술을 활용하여 초등학교 고학년 학생들의 성인식 향상을 살펴보고 사이버 공간에서의 음란물이나 성 폭력물에 접속하는 것을 스스로 제어할 수 있는 의식 향상을 위해 성윤리 의식 실태를 조사하였다. 그 결과를 근거로 초등학교 학생들부터 인터넷을 통한 성윤리의식을 강조하는 교육이 이루어져야 하겠다.

  • The Information and Communication Technology(ICT) is applied variously by advanced development, however that also causes the ethical problem simultaneously nowadays. It is emphasized the necessity of information and communication ethics and the scheme also is suggested that the student actually may produce and use their own UCC as an educational material which relates to ethics of information and communication in this paper. By doing that activity, student could learn themselves from what they've produced. Therefore they can approach the subject with more interests, beside the method how teacher has been teaching normally which can be described as cramming. The suggestion is phased by the steps as below; First of all, adequate guidance is selected and the aim of education is established to the method of education through producing UCC by analyzing the contents system of information and communication ethics. Second, it is analyzed educational effect along media of UCC. Third, it is analyzed educational effect along the producing format of UCC. Finally, the scheme is developed that student could be learned from UCC they have created. Therefore, students could be participated by themselves more actively to the education and manage the negative effects of ICT. They also could acknowledge and determine the right ethical awareness of information and communication, and develop more advanced ethical awareness by doing this activity.

Impacts of Punishment and Ethics Training on Information Security Compliance: Focus on the Moderating Role of Organizational Type (처벌과 윤리교육이 정보보안준수에 미치는 영향: 조직유형의 조절효과를 중심으로)

  • Although organizations are given various benefits with information technologies, they sometimes have suffered fatal damages due to information security incidents now such as computer virus, hacking, counterfeiting, plagiarizing, etc. The fundamentalcauses of information security incidents are closely related to individuals who do not comply with information security policy or rules. The spontaneous self-control of individuals and monitoring for individuals could be the most essential solution for the ongoing observance of information security policy. Thus, the purpose of this study is to analyze effects of punishment and ethics training on compliance of information security policy of individuals in organizations, to determine individual divide among security propensity depending on organization types, and to find the more fundamental solution which leads change of organizational members’ behaviors and self-control. Regardless of the type of organizations, the results of the study suggest that there exist positive effects of punishment and ethics training in all types of organization on compliance of information security rules or regulations. A member of unitary form organization has higher cognition of punishment than a member's cognition of the multi-divisional form organization, while relatively lower awareness of ethics training. Also, a member of public organization has higher awareness of ethics training than a member’s awareness of private organization, while lower cognition of punishment. Finally, the result shows that punishment and ethics training may be major factors which affect information security. It also suggests that organizational security managers have to understand and consider organization member’s propensity relying on organization form and organization characteristics for establishment and enforcement of information security policy.

Development of Information Ethics Curriculum Centered on Core Concepts for Elementary School (핵심 개념 중심의 정보 윤리 영역에 대한 초등학교 정보과 교육과정 개발)

  • In recent years, There is a growing demand for more instructional hours because of the shortage of classes required for the software education included in the 2015 Revised Practical Arts Curriculum of elementary schools. Therefore, the Korea Association of Information Education developed the Informatics Curriculums Standard Model from 2014 to 2016 to revise the next 2020 curriculum. However, the KAIE curriculum lacks linkages with secondary school informatics curriculum and is not composed of core concept-based achievement criteria so that teachers have a lot of difficulties in reconstructing and operating the KAIE curriculum. In this study, four core concepts of information ethics were selected by conducting Delphi survey focusing on the teachers of elementary schools. In other words, we selected the core concepts of the information ethics domain: internet etiquette, personal information protection, information life, and copyright protection. Also, we suggested 16 specific criteria for the core concepts.

Ethical Dilemma on Educational Usage of A.I. Speaker (인공지능 스피커의 교육적 활용에서의 윤리적 딜레마)

  • With the announcement of the AI national strategy, various policies for AI education are being proposed, and AI convergence education for teachers is actively being promoted. In addition, AI speakers are being sold and distributed to each home, and field studies of educational use of AI speakers have just started. This study examines the controversial problems that AI speakers may cause in AI ethics, and attempts to derive an ethical dilemma that may arise when AI speakers are used at home or at school. This dilemma can be used in the moral competence test (MCT), which measures the level of moral judgment for each group of artificial intelligence speakers.

The Effect of Ethical Values on the Patient's Personal Information Protection of College Students Majoring in Healthcare Administration (보건행정 전공 대학생들의 윤리적 가치관이 환자 개인정보 보호인지에 미치는 영향)

  • This study was conducted to investigate 820 university students in C and G areas to analyze the effects of ethical values of health administration major college students on the perception of patient personal information protection and to present important basic data for the development of education programs. The data were analyzed through SPSS/WIN 18.0 Program. As a result of analysis, the average of personal information protection of college students majoring in health administration was low at 2.04 ± 0.24, and ethical values were idealistic tendency 2.51 ± 0.32 points, and relativistic tendency was 2.34 ± 0.34 points, which showed a high idealistic tendency. Ethical values were also significantly related to idealistic ethics and relativistic ethics in terms of the level of awareness of patient personal information protection and the perception of patient personal information protection exposure. Therefore, in order to increase the protection of patients' personal information of university students majoring in health administration, the correct ethical values should be established, and systematic and continuous education is needed for this purpose.
