그 어느 때 보다 한국경제에서 사회경제적시스템의 성공적인 안착이 필요 한 시대이며, 해외 선진사례에서 보듯이 최근 사회경제적시스템에서 고용창출, 소상공인 경제적 활로 개척 등 소상공인의 협동조합의 역할과 중요성이 점점 커지고 있는 실정이다. 이러한 사회경제적망에서 소상공인협동조합의 자원을 위한 중소벤처기업부/소상공인시장진흥공단은 전국 8대 권역(2분소)에 소상공인협동조합을 위한 협업아카데미를 운영 중에 있다. 각 권역별 협업아카데미에서는 컨설팅, 교육, 네트워킹 등 공통 조합지원 프로그램으로 운영하고 있으나, 소상공인시장진흥공단의 정량/정성적 평가에 따르면 각 아카데미별 운영 결과는 상이하게 나타나고 있다. 이는 협업아카데미 운영인력(매니저)의 자질과 업무 수행역량에 따른 상이한 결과로 판단하고 있다. 이에 협업아카데미 운영 인력의 업무적 필요 역량에 관한 연구를 통해 운영인력(매니저)수급과 인력운영에 관한 기준점을 설정하고 효과적이고 생산적인 소상공인협동조합 지원사업을 수행함에 있어 유용한 자료를 제공하고자 한다.

대기업과 중소기업을 막론하고, 기업의 정보화는 기업의 지속가능한 발전을 위하여 필수불가결한 요소가 되어가고 있다. 또한, 기업들의 업무 프로세스는 기존의 정보화 시스템 및 신규 정보화 시스템 개발 및 보완을 통하여 전사적 단계로 진화되고 있으며, 자체적인 정보화 시스템 개발 및 운영인력을 보유하지 못하는 대다수의 기업들은 이러한 정보화 시스템 개발과 운영의 많은 부분을 기업 외부의 자원을 활용하는 아웃소싱에 위탁하여 수행하고 있다. 근래에 들어, 아웃소싱 인력을 포함한 내부자에 의한 정보유출 및 보안 사고의 규모는 매해 증가하고 있으나, 기업의 보안시스템은 해킹, 크래킹 등의 외부자 공격에 대한 방어위주로 구축되어 있다. 또한, 아웃소싱에 참여하고 있는 인력에 대한 적절한 기술적 관리적 보안체계의 수립이 미흡함으로써 발생하는 보안사고로 인하여 기업이 막대한 피해를 입는 사례가 나타나고 있다. 따라서, 아웃소싱 인력에 대한 보안수준을 향상하고 체계적인 아웃소싱 보안관리를 위한 가이드라인 수립이 필요한 시점이다. 본 연구에서는 기존의 선행연구를 조사하여 아웃소싱에 대한 보안 통제항목을 도출하고 도출된 보안 통제항목을 바탕으로 아웃소싱 보안수준을 높이기 위한 보안관리 추진방향을 제언하였다.

국내기업에서 대부분의 정보시스템이 정보시스템 수명주기로 불 때 운영단계로 진입하고 조직의 정보시스템의존도 및 시스템규모가 점점 늘어남에 따라서 정보시스템의 운영과정에서 발생되는 소프트웨어 유지보수에 투입되는 비용도 증가되고 있다. 그러나 소프트웨어유지보수 프로젝트에 소요되는 투입인력 규모예측에 관련된 연구는 소프트웨어개발부문에 비해 적은 것이 사실이다. 본 연구에서는 유지보수프로젝트를 대상 소프트웨어의 규모는 IFPUG에서 개발된 기능점수기법(function point model)을 적용하여 산정하고, 특정 소프트웨어유지보수 프로젝트 생산성에 영향을 미치는 유지보수환경, 프로덕트, 투입인력 등 3개 영역에서 도출된 총 10개 특성을 보정요소로 설정한 후, 유지보수프로젝트의 소요인력 규모를 추정하기 위한 비선형회귀모형을 제시하고 있다. 실제 수행된 26개 유지보수프로젝트로부터 수집한 실적데이터를 이용하여 이 모형을 실증 분석한 결과 유의한 모형임이 밝혀졌다.

현재 국내 100여개 과제관리기관들이 과학기술분야 인력정보관리시스템을 구축 운영하고 있다. 본 연구는 과학기술분야 인력정보관리시스템들의 데이터를 기반으로 실제적으로 적용가능한 전문가 선정방법을 제안하기 위한 것이다. 이를 위해 먼저 국내외 주요 과학기술분야 인력정보관리시스템의 운영현황을 개괄한 후, 각 시스템의 데이터 구조를 분석하였다. 향후 분석된 데이터구조를 통한 가중치 적용요소 추출, 객관적 근거를 가진 평가기준의 제시, 알고리즘 적용을 통한 결과도출 및 평가 등에 대한 추가적인 연구가 요구된다.

The fourth industrial revolution is expected to bring about great changes in information technology sector and create a variety of jobs. However, the psychological anxiety of IT staff is increasing due to stress and uncertainty created by the new technologies. Accordingly, researchers examined how professional identity moderate the effect of job stress of system maintenance staff on emotion exhaustion. For empirical studies, data was collected from 160 employees responsible for managing and supporting IS, and the hypothesis was verified using SPSS 21. The analysis results showed that role conflicts, role ambiguity, and qualitative work overload, which are components of job stress, have affected the emotion exhaustion. Professional identity had a moderating effect the relationship between qualitative work overload and emotion exhaustion. On the other hand, professional identity did not moderate the relationship between role conflict and emotion exhaustion, role ambiguity and emotion exhaustion. As professional identity lessen the psychological burden and emotion exhaustion of introducing new technologies, organizations need to provide support to enhance professional identity for system maintenance staff.

This paper covers a series of activities including initial proposal and actual development for the performance improvement of large-scale public facility management system under the application of green IT concept, which finally produced various excellent results in the administration of expense control, human resources, and general affairs. Actual development procedure starts from the analysis required by system users with the purpose of finding cost reduction opportunities under the application of green IT concept, which is followed by a series of activities including making a proposal for performance improvement, the development of trial system and the actual application into real system. As an example of large-scale public facility management system, national qualification management system was taken in order to convert the existing individual test storage unit into on-line storage space equipped with reinforced security function, resulting in acquisition of efficient productivity and greater savings in human resources as well as general expenses. A comparison with existing system and newly developed system was made in the area of number of operators, abnormal processing, system maintenances. It proved that efficiency increased to the minimum of 2 times and to the maximum 12 times with the 5 million savings of personal storage unit.

많은 중소기업들은 정보시스템 적용과 운용에 있어서 정보기술의 전략적, 운영적 차원의 사용보다는 당면한 기업조직의 현문제와 기존의 시스템의 적절한 유지와 보수문제를 어떻게 해야 하는가 하는 문제에 더욱 집중되어 있다. 그러나 정보기술은 기업의 전략적 무기로 인식하여 경쟁우위를 점할 수 있는 가장 큰 수단으로 인식되어 져야 한다. 본 연구는 대기업중심의 아웃소싱관련 선행연구를 통해 우리나라 중소기업의 정보시스템 아웃소싱 상황에 맞는 모형연구가 필요하다는 것을 알게 되었다. 선행연구에서는 파트너십에 대한 문제와 기술적, 통제적, 경제적에 대한 성공요인에 대한 검토되었는데 한편 우리나라 중소기업 상황에서는 자금 회사규모 문제 40.3%, 시스템 운영인력 부족 24.1%, 임직원 활용능력 부족 8.9% 등이 문제로 나타났다 이처럼 대기업과 위험요인과 중소기업의 요인을 비교하였다 그리고 지금까지 나타난 대기업 아웃소싱 문제점과 함께 지난 2년간 정부주도하의 중소기업 정보화 지원사업을 연구하여 중소기업 정보화 아웃소싱 성공요인들을 도출하여 성공적인 중소기업 정보시스템 아웃소싱 모형 만들 수가 있을 것이다.

Today, as a daily routine such as administration/finance is operated under information system and various cyber crime against national, public, and private institutions happen, demand for information security manpower is increasing. Hence, Ministry of Education has formed an Institute of Information Security Education for the Gifted to early discover talent in the field of information security and train professional personnel with specialty and ethics in 4 universities of country in 2014. But the nascent Institute of Information Security Education for the Gifted lack systematic analyses compared to Institute of Mathematics and Science Education for the Gifted that has existed from a long time ago. In this paper, we analyze the state of the Institute of Information Security Education for the Gifted in three parts: operation, selection, education and suggest an improvement to build a practical program for effective operations and education.

According to the development of information system, many information system and application soft-ware are develop. However, cyber attack and incident have more increased to the development of them. To defend from cyber attack and incident, many organizations has run information security systems, such as Intrusion Detection System, Firewall, VPN etc, and employed information Security person till now But they have many difficulty in operating these information security component because of the lack of organizational management and analysis of each role. In this paper, We propose the formal Cause-Effect Model related with the information security system and administrative mission per each security. In this model, we regard information system and information system operator as one information component. It is possible to compose the most suitable information component, such as information system, human resource etc., according to the analysis of Cause-Effect Model in this paper. These analysis and approaching methodology can make effective operation of each limited resource in organization and effective defense mechanism against many malicious cyber attack and incident.
