Along with trends of other countries, the Ministry of Information and Communication in Korea decided to operate an Information System Audit Institution for raising qualify of computer network facilitated in state organ and public institution, and to construct effective construction of information system. The aim of the audit institution is applying it to public information business, establishing an information system audit qualification system, and upbringing Private audit organs. The Ministry of Information and Communication realized that although the demand of information system area audit is explosively expanding, the National Computerization Agency cannot satisfies the demand and realize to have audit control for the information of national business as well. The Ministry of Information and Communication plan to enforce the audit on public information business by correlate with information business. The ministry enforce that the supervisory company has major roll to audit and national import business decided by the Information Promotion Committee is subject to have audit control. Therefore, in this paper, the contents of internal audit among internal/external audit will be presented.

정보시스템 감리를 직접 수행하는 감리인의 전문가적 능력을 확보하는 문제는 감리 품질 및 효과 향상 측면에서 중요하다. 하지만, 정보시스템 감리 인력의 전문성 확보방안은 감리인 개인이나 특정 기관의 노력으로 해결하기는 쉽지 않다. 본 논문은 감리인력 전문화 노력 및 정보시스템 감리제도를 시험하고 있는 선진 사례를 조사하고, 법 제도 차원에서의 개선방안과 학계 및 산업계 등 정보시스템 감리와 관련된 다양한 전문가 그룹이 추진해야할 단계적 접근 방안을 고찰함으로써, 정보시스템 감리인력 전문성 확보를 위한 체계적인 접근방안을 제시한다.

감리 효과성에 관한 연구가 중요한 이유는 효과적인 감리 수행이 조직의 정보시스템 개발 및 자원관리에 어떠한 영향을 미치는 지를 파악하여, 그 결과 향후 감리 제도의 추진방향 제시 및 역할 정립을 할 수 있기 때문이다. 본 연구는 정보시스템 감리의 효과성을 프로세스 관점에서 정의하고 실제로 이러한 감리가 소프트웨어 프로세스를 향상시키는데 영향은 미치는 지를 살펴본다. 이를 위해 본 연구는 정보시스템 감리를 실시한 공기업을 대상으로 설문 조사를 실시하며 그 효과를 CMM 모델을 이용하여 분석한다.

정보시스템 감리는 "정보시스템 통제"와 "소프트웨어 품질보증"에 있다. 각종위험과 통제로부터 최상의 품질을 위해 지원하는 기능을 한다. 시스템개발에 대한 개발감리는 민간감리법인에서 실시하고, 한국전산원은 주기적 점검감리인 운영감리와 정보기술감리인 성과감리를 지향해야 할 것이다. 학계에서는 감리인 양성을 위한 대학 내 학과를 개설하여 유망한 인재를 공기관과 감리법인, 협회에 배출시키고 감리인협회에서는 기술개발, 홍보활동으로 감리효과성을 극대화 해야함이 바람직할 것이다. 향후 감리제도의 발전적 연구로 정보시스템 감리의 품질향상과 활성화를 기대해본다. 그리고, 가장 중요한 것은 정보시스템감리 마인드 확산이다.

The information system audit service has been recognized for its effectiveness in improving the management efficiency of informatization projects in the public sector and improving the quality of information systems. However, according to several recent studies, it is not very helpful in securing quality by indicating formal audit performance and incorrect functions or errors in a short audit period. So, if the effectiveness of audit is proved to ensure the quality of the information system from the perspective of the software life cycle and to successfully operate and maintain it, the use of audit for the successful construction of the information system will be an essential factor. Therefore, this study investigated whether the current audit service users are satisfied with the current information system audit and what they expect. If it is different from what was expected, the difference between expectations and performance was analyzed to improve user satisfaction, and a survey was conducted through interviews with experts in the information system field. Based on the empirical results through the questionnaire, in order to reduce the difference in expectations from the user's point of view in the information system audit service, a plan to improve the audit system suitable for the new audit environment was proposed.

Now society has been extending to ubiquitous information society under the information telecommunication facilities. So it is importance to install and design those for the core business. If there is a serious problem on the information telecommunication infra-facility, it could be seriously effected to the life of the people and the national economy. To prevent the those problems, information telecommunication infra-facilities have been installed/supervised due to the proper telecommunication specialists. In this paper, firstly invested the current supervision system and then proposed how to upgrade information telecommunication services through the proposed supervision system for the telecommunication infra-facilities.

정보화가 급격히 확산되면서 정보화로 인한 파급효과와 더불어 정보화의 위험과 역기능 방지와 정보시스템의 품질을 제고하기 위한 최적의 방법중 하나로서 정보시스템 감리에 대한 중요성과 그 수요가 증가하고 있다. 더불어 감리내실화와 신뢰성제고를 위한 기술연구와 제도연구도 지속적으로 수행되어왔다. 많은 감리의뢰기관이 감리자체를 시업성공을 위한 품질보증 및 생산성 향상을 도모하기 위해 실시하는 중간평가로 보지 않고 있고, 감리인의 학력.경력.자격수준 및 신기술에 대한 이해도, 숙련도 부족과 감리대상업무파악 미흡으로 현장감각이 부족하여 실제보다 형식에 치우쳐 있다. 따라서, 정보시스템 감리의 서비스품질이 상대적으로 취약하여 감리의뢰기관이나 피감리 기관으로부터 신뢰를 얻지 못하고 있다. 본 연구에서는 마케팅분야의 서비스품질평가모형을 일부 도입하여 감리서비스 품질요인과 감리품질 또는 감리충실도간의 관계를 규명하고, 나아가서 감리충실도에 영향을 끼치는 요소는 외적서비스요인과 내적서비스요인으로 구분하였으며, 이요인들이 감리충실도에 미치는 영향을 규명코자 하였다, 더불어 감리충실도가 감리효과 및 만족도와 프로젝트성과에 미치는 영향을 규명코자 하였다.

1980년대 후반 국내에 정보시스템 감리 제도가 도입된 이래 그 효과성이 가시적으로 입증됨으로써 감리의 필요성에 대한 인식이 높아지고 있고, 공공기관 뿐만 아니라 민간기업에서도 감리를 시행하는 사례가 늘어가고 있다. 그러나 정보시스템 구축 프로세스에 근본적인 개선이 이루어 지지 않는 한, 감리만으로는 정보시스템 구축 프로세스나 구축된 시스템의 품질향상에는 한계가 있기 마련이다. 이 연구는, 기존의 정보시스템 프로세스의 문제점을 개선하고, 전사적인 정보화활동 관리가 가능하도록 지원하는 엔터프라이즈 아키텍쳐(EA)의 특징을 정리하고, EA에 기반한 감리프레임웤을 제시하였다 EA기반의 감리 프레임웤은 조직의 정보기술 활동이 경영전략과 업무 프로세스와 연계되도록 평가, 권고, 조정할 수 있는 유용한 수단을 제공할 수 있을 것으로 판단된다.

The importance and demand about IS(information system) audit we increasing to raise quality of IS and prevention of the IS risk and dysfunction. Technology and system research for the substantiality and raising reliability of IS audit are continuously performed. But, there are misunderstanding of audit clients about IS audit, insufficiency of auditor's ability and misunderstanding of new technology and target business area. Therefore, is not getting trust from client or system integrator because service quality of IS audit is weak relatively. This study aims at survey correlation between audit service quality factor and audit quality, between audit quality and customer satisfaction. The results of this study are as follow. Auditor's ability, correspondence has a significant effect on audit quality, also audit quality on audit satisfaction, and Auditor`s ability, reliability has a significant effect on audit satisfaction.
