Many defects are occurring in apartments, the main residential area in Korea. This is due to a lack of construction skills and a lack of management. As many apartments are provided to buyers, the dispute over defects after completion is increasing rapidly. The Housing Act was amended so that local governments could order contractors to repair defects. However, even if defects are resolved after a defect is generated, it is not a fundamental solution that can be satisfied because buyers have to endure the pain caused by the defect. So, it is necessary to protect the interests of buyers by fundamentally reducing defects in apartments. Therefore, in this study, it was suggested that the asymmetry of the information about the apartment buyers should be resolved at the time of sale of the apartment, the final drawings should be a contract document, the review period of the apartment house supervision should be secured, the appropriate supervisory fee should be secured at the time of contract change and the payment procedure should be improved.

피뢰설비 수뢰부시스템의 설치 위치는 보호각법, 메시법과 회전구체법 등의 방법에 따른다. 이 가운데 회전구체법이 피뢰설비에서 중요한 요소다. 따라서 적절한 피뢰설비의 계획 설계를 위해서는 회전구체법에 대한 이해가 필수다. 본고에서는 이를 위해 회전구체법의 변천과정과 기초이론을 소개하고, IEC규격에 기술되어 있는 회전구체법의 내용과 적용방법과 사례를 통해 설계 시공 감리 현장 실무자들이 회전구체법을 올바르게 이용할 수 있도록 관련정보를 제공하는데 목적이 있다.

우리나라는 지난 '96년 제정한 "전력기술관리법"에 따라 전력시설물 공사에 대한 설계와 감리업무를 실시하고 있지만 "전기공사업법", "정보통신공사업법" 등에서처럼 건축 등 타 분야와의 분리발주를 명확하게 명시하고 있지 않아 발주자, 시공자, 용역업자 등 업계의 혼란을 가중시키고 있어 많은 문제점을 야기시키고 있는 것이 현실이다. 분리발주는 통합발주에 비해 각 공정별 기술력을 확보하고 중소업체와 대형업체간의 공정한 경쟁을 유도함으로써 전력산업 시장경제의 건전성을 확보하는 등 통합발주로 인해 발생시키는 불법하도급, 업계의 혼란, 타 분야와의 경쟁력 약화 등 부정적인 요소를 해결할 수 있는 방안이다. 하지만 법상에서 명확하게 명시하고 있지 않아 모든 전기설계 감리 용역에 대해 분리발주가 되고 있지 않은 것이 현실이므로 거시적 관점에서 전력산업의 미래를 본다면 분리발주가 필요할 것으로 사료된다.

우리나라 전자정부 추진 과정 중에 드러난 문제점들은 정보화 투자의 비효율성, 일관성 결여 및 중복성, 정보화 수요의 폭발적 증가에 따른 양적인 대응의 한계, 전산환경 운영의 비효율성 등으로 요약될 수 있다. 이러한 문제점들은 범정부적인 정보자원에 대한 일관된 관리운용체계의 확보를 통해 해결될 수 있다. 점차 경량화되는 정부가 혁신된 정보자원 관리운용체계를 효과적으로 유지하기 위해서는 이를 뒷받침하는 지원 기능이 강화되어야 한다. 본 연구에서는 우리나라 차세대 전자정부 추진 목표로 완전 통합 단계의 달성을 상정하고, 그 방안으로 국가정보기술원의 역할모형을 제시하였다. 국가정보기술원은 정부가 추진하는 모든 정보화사업이 일관성있고, 효율적으로 진행될 수 잇도록 국가정보화에 필요한 전반적인 기능들을 섭렵하여 지원하는 전담기관으로, 정보화기획, 정보화사업관리, 정보자원 운영, 국가표준관리, 감리 및 평가 동의 기능을 수행한다. 특히, 본 연구에서는 범정부적 정보인프라의 통합운영을 담당하는 국가정보센터의 모형을 제시하였는데 국가정보기술원은 이를 통해 정보자원 운영 기능을 수행하게 된다. 본 연구에서 제시된 국가정보기술원의 역할 모형은 정부의 정보자원 관리운용체계를 혁신하고, 유지하는데 필요한 기능을 충분히 수행할 수 있을 것으로 기대된다.

본 연구에서는 국가 및 공공부문에서 전자상거래를 추진할 때 정보기술과 관련되어 발생하는 공통되는 문제를 도출하여, 향후 전자상거래를 추진할 때 시사점 및 교훈을 제시하고, 전자상거래를 추진하려고 하는 조직의 시행착오 최소화 및 이와 관련된 위험요소를 식별하기 위한 아이디어를 찾고자 한다 이를 위해 공공에서 추진한 전자상거래와 관련된 정보화사업의 사례와 정보기술관점의 점검활동인 정보시스템 감리의 결과를 기술적 관점에서 분석한다 그리고 공공부문에서의 전자상거래관련 정보화사업을 추진을 할 때 기술적인 관점에서 유의해야 할 시사점을 도출하고, 향후 국가 정보화 사업의 효율성 및 효과성을 제고를 할 수 있는 방법을 제시하고자 한다.

본 논문은 IPv6의 보급확산을 위해서 추진된 NCA의 IPv6 웹 포탈사이트 구축을 통해 정의된 시스템 아키텍처를 소개하며, S/W, 네트워크, 하드웨어의 실질적인 구축 사례를 제시한다. 그리고, 이와 같은 웹 서비스 제공을 통해 일반 이용자를 IPv4에서 IPv6로 유도할 수 있는 효과적인 서비스 정책과 시스템 구현 기술을 보여준다.

The frequent occurrence of structural failures at building construction sites in Korea has underscored the critical role of rigorous oversight in the inspection and management of construction projects. As mandated by prevailing regulations and standards, onsite supervision by designated supervisors encompasses thorough documentation of construction quality, material standards, and the history of any reconstructions, among other factors. These reports, predominantly consisting of unstructured data, constitute approximately 80% of the data amassed at construction sites and serve as a comprehensive repository of quality-related information. This research introduces the SL-QPA model, which employs text mining techniques to preprocess supervision reports and establish a sentiment dictionary, thereby enabling the quantification of quality performance. The study's findings, demonstrating a statistically significant Pearson correlation between the quality performance scores derived from the SL-QPA model and various legally defined indicators, were substantiated through a one-way analysis of variance of the correlation coefficients. The SL-QPA model, as developed in this study, offers a supplementary approach to evaluating the quality performance of building construction projects. It holds the promise of enhancing quality inspection and management practices by harnessing the wealth of unstructured data generated throughout the lifecycle of construction projects.

오늘날의 정보시스템 구축 방향은 대형 컴퓨터를 중심으로 수많은 단말기를 연결한 수직형네트워크 시스템에서 다운사이징과 네트워크 기술이 결합하여 분산적으로 자료를 처리하는 클라이언트/서버 시스템 구축으로 변화하고 있다. 본 연구는 모든 단말기를 통제하는 대형 컴퓨터를 운영하는 전산망에서 클라이언트/서버 전산망으로 전환하는 하나의 사례연구를 통하여 구축환경변화, 시스템구성, 경영환경변화를 분석함으로써 클라이언트/서버 시스템의 성공적인 사례를 제시하는 것이다. 클라이언트/서버 시스템으로 변환하기전에 재개발할 시스템의 목표와 방향을 설정하기 위해서 벤치마킹을 실시하였고, 이의 결과를 바탕으로 경영업무의 프로세스를 재설계 하였다. 그리고 기업의 내부와 외부자료에 관한 표준화를 실시하였다. 정보기술 투자의 경제성과 경쟁우위 확보를 위하여 클라이언트/서버 시스템을 구현하게 되었으며 판매물류, 생산물류, 그리고 재무회계에 관한 경영지원시스템으로 구성되는 종합물류시스템 이외에 영업소에 관련된 영업정보시스템과 자동창고시스템이 컴퓨터 네트워크와 관련해서 시스템을 구성하였다. 구성 전략 촛점은 리엔지니어링, 다운사이징, 그리고 벤치마킹이었다. 시스템을 재개발한 후 업무의 계획, 진행, 분석, 감리등에 관한 체계적 업무흐름이 정착될 정도로 변화하였으며, 통신방식의 확대 및 다양화로 의사소통의 원활화와 타 관련업무와 연계처리, 그리고 부서들 상호간에 정보를 공유할 수 있었다. 또한 정보기술에 의한 업무처리를 기본으로 하는 기능적 태도로 인하여 관리자와 실무자의 업무운영에 관한 사고와 의식이 변화하였다. 따라서 매출액의 증가와 종업원수가 감소되었다.
