This article analyzed the building regulations, the guidelines for the people with disabilities, and the interior environment of the transportation facilities of Stockholm and Oslo, which wee capital cities of leading countries in this field. Result showed that Swedish 'BBR 94' was made and based on accessibility, safety, and efficiency. But the mandatory items and detailed recommendations were minimal. 'The Swedish Handicap Institute' provided more detailed requirements. As a result of case studies of 4 facilities, it appeared that these facilities used sufficient dimension, variable color, different material, or adaptable lightings in order to provide easy accessibility, adaptability, safety, support, and mobility for the people with disabilities instead of keeping the building regulations and guidelines reluctantly.

In the reality that the use of the web is becoming commonplace, the general people are complaining about the inconvenience because they are not standardized when using the web site. Especially, the disabled people such as the social underprivileged classes people suffer from the inconvenience due to the web site that is not accessible. The purpose of this study is to conduct an authentication audit to obtain web accessibility certification mark on the homepage of a specific public institution. Through these practical cases, it is possible to improve the recognition of web accessibility by practitioners or managers, And suggest ways to improve the Aging existing public institution web sites. Although there are a lot of existing literature and previous researches, it is still not being newly produced because of lack of awareness of web accessibility, As a result, the users who access the web site of the public institution for the first time are much inconvenienced. In order to solve this problem, this paper compares the Korean web content accessibility guideline 2.1, revised in April 2015, and verified the effectiveness of the guidelines through web accessibility evaluation of specific public institution sites.

서로 다른 GIS 서버의 공간 데이터를 동일한 방법으로 접근하기 위한 개방형 GIS 에 관심이 커지고 있다. 서로 다른 서버간의 상호 운용성을 효과적으로 지원하기 위해서는 데이터제공자를 통한 공간 데이터 모델의 변환이 필수적이므로, 방대한 공간 데이터의 변환과 전송으로 인한 사용자 응답 시간의 지연 문제가 우선 해결되어야 한다. 이 논문에서는 OGIS 데이터소비자에서 효과적인 버퍼 관리를 통해 사용자 응답 시간의 지연 문제를 해결한다. 이 논문에서 제시하는 버퍼 관리 전략은 전체 레이어에 대해서 통합적으로 메모리를 관리하고 각 레이어별로 공간 인덱스를 생성 관리함으로써 데이터 접근 속도를 개선하였다. 제안한 버퍼 관리 전략은 OGIS 데이터소비자인 Mapbase 컴포넌트를 통해 구현함으로써, 데이터 접근 속도의 개선을 입증하였다.

연구목적: 노인을 위한 건강정보 웹사이트들이 사용성과 접근성을 높이기 위해 지켜야 할 디자인 요소를 어떻게 반영하고 있는지 평가·비교함으로써 개선 방향을 제언하고자 하였다. 연구방법: 국내 및 미국에서 개발된 노인 대상의 건강정보 웹사이트를 각각 9개씩 선정하였다. 근거 기반의 웹디자인 지침서인 Make Your Website Senior Friendly: Checklist와 Research-based Web Design & Usability Guideline을 통합 수정하여 얻은 4개 영역의 평가 항목 48개를 적용해 두 명의 평가자가 선정된 총 18개 웹사이트를 평가하였다. 연구결과: '가독성' 영역 중 서체 선택, 줄 간격, 배경색과 글자색 선택 등은 양호하였으나 국내 웹사이트들 중에는 글자 크기가 조절되지 않는 경우가 빈번하였다. '정보의 표현과 구성' 영역에서 다수의 웹사이트들은 정보 배치 등이 우수하고 소비자 용어를 사용하는 노력을 보였다. 그러나 일부 국내 웹사이트들은 프린트 기능을 제공하지 않거나, 노인들의 저하된 인지 능력을 배려하려는 노력이 부족하였다. '미디어 사용' 영역에서 국내 웹사이트들은 글자 외에 다른 매체를 사용하는 빈도가 미국 웹사이트들에 비해 낮았고, 시청각 매체를 사용할 때는 동일한 내용을 문자로도 볼 수 있도록 하라는 권고안을 준수하지 않았다. '내비게이션과 검색의 용이성'에서는 메뉴나 링크의 명칭이 명확하며, 이용 중에도 쉽게 홈페이지로 돌아갈 수 있도록 구성되었다. 그러나 다수의 국내 사이트들이 사이트맵을 제공하지 않거나, 검색어의 철자오류 등에 대한 배려가 부족하였다. 결론: 국내 웹사이트들은 미국 웹사이트들에 비해 노인들의 사용성과 접근성을 높이는 것으로 밝혀진 연구 근거들을 제대로 반영하지 못하고 있었다. 노인 대상의 인터넷과 웹을 활용한 교육이 지속적으로 증가할 것이므로, 그 효과성을 높이기 위해 간호사들은 정보의 질 뿐만 아니라 디자인 측면의 중요성을 인식하고 실천할 수 있어야겠다.

공정거래법의 실효적 집행을 위해서는 무엇보다도 공적집행을 개선하는 것이 중요하다. 이를 위하여 무엇보다 합리적이고 투명한 절차운영과 이해관계인의 절차상 권리 강화, 경쟁보호라는 목적에 충실하기 위한 공정위의 독립성과 전문성 확보, 그리고 사법심사를 통한 공정위의 재량권 남용 통제의 강화 등이 이루어질 필요가 있다. 아울러 공정거래법의 실효적 집행은 절차법만의 문제가 아니라, 실체법의 문제이기도 하다는 점을 간과해서는 안 된다. 따라서 집행의 개선논의는 금지기준의 명확성, 타당성 및 목적적합성이라는 실체법적 차원에서도 아울러 접근하여야 한다. 그리고 이러한 실체법의 발전과 합리적인 법 적용이란 공정위의 준 사법 기관성에 걸맞는 경쟁법 전문가의 적극적인 활용에 크게 좌우되는 것임은 물론이다.

The peformance and quality of Web sites are often being estimated by the frequency that the users approach its site. This paper suggest how a link-editing method can automatically fix a poor organization by calculating each page's relative popularity, and how improve fix poor pages. Page's relative popularity depended on only cases where the objective Is to make it easier for a user to find the requested data; the faster the access, the better the organization of the Web sites according to tree depth.

This study was conducted to analyze accessibility and reduction effect of forest operations cost before and after forest road construction based on actual silvicultural operations in 5 regional forest service(8 management planning district) where forest operations was enacted consistently. The result show the accessibility and the reduction effect of the operation cost, the accessibility of forest operation area within 500 m from forest road or public road increased about 3.2 times after the forest road construction. The reduction effect of the operation cost was averagely 576,000 won/km/year. According to the results, forest road had an effect on improvement of accessibility and reduction effect of forest operation cost. This result could be offered basic information to support policy of forest road expansion.

중대사고 해석 전산 코드 국산화의 필요성이 대두되고 있는 이때 우리가 개발해야 할 코드의 요건을 다음 여섯 가지로 정리하였다: 1) 종합적인 해석 코드. 2) 1차계통과 격납건물 모사 능력의 유연성, 3) 자세한 발전소 거동 모사, 4) 사용자 편의성, 5) 개선 및 새로운 모델 접목의 용이성. 그리소 6) 최신 모델 포함. 이런 관점에서 기존의 중대사고 해석코드를 분석한 결과 코드 개발의 기준 코드로 MELCOR를 선정하였다. MELCOR는 계통 모사의 유연성 때문에 상용 발전소 뿐만 아니라 앞으로 개발 계획 중인 차세대나 중소형 원자로까지도 확장이 가능하며, 상세한 열수력 기본 지배 방정식을 활용하고. 모델 분석 및 개선에 필요한 코드에의 자유로운 접근이 허용되며, 지속적인 코드 개선이 이루어져 최신 모델을 보유하고 있다. 이미 MELCOR는 상당한 수준의 결과를 예측하고 있기만. 노심 손상 모델을 개선하고 격납건물 안에서의 주요 현상 모사 모델을 추가하며. 또한 국내에서 이루어지고 있는 SONATA 실험이나 증기 폭발 실험 결과들을 MELCOR에 반영하는 것이 가급적 짧은 시간에 기술 자립을 이를 수 있는 방법으로 판단된다.

A network neutrality is the concept that ISP assures users non-discrimination, interconnection, accessibility for ensuring users without control or interference of equal services in the network. But today a network traffic is growing rapidly in sensitive buffering services as P2P service diffusion and mass video stream service. To manage this problem, ISP violates a net neutrality by control, change and interfere with service. And then the debate about net neutrality is happening. Therefore in this paper, we compare and analyze net neutrality principles, concepts, and legislative policy in the native and foreign. Based on this, we suggested the issues and improvement plan of net neutrality guard line.

본 연구는 기존의 점자 교육 및 번역 서비스의 한계를 극복하기 위해 16가지의 다양한 번역 메커니즘과 문서 요약 기능을 제공하여 시각장애인의 학습자료의 접근성을 향상한다. 점역사의 번역 작업을 자동화하여 정확하고 빠른 점역 및 교정을 지원한다. 음성파일을 제공하여 시각장애인의 학습 시간을 단축할 수 있다. E-yes 는 시각장애인의 학습 효율을 높이고 학습자료 접근성 개선을 목적으로 한다.
