The numbering plan, basic requirements for interworking standards, and technical standard specification for National Information Infrastructure have not been defined specifically yet. It is reviewed for the numbering plans of public/private ATM networks based on the standard specifications of W-T and ATM Forum. The specifications for numbering plan are discussed for the interworking between current various networks and National Information Infrastructure based on the related standard specification of ITU-T and ATM Forum.

Number portability is a policy for the increase of user benefits and promotion of telecommunications market competition. In June Un, local number portability (LNP) will be implemented in Korea. The technical solution of LNP will migrate via initial non-intelligent option (RCF) to intelligent option (QoR) from 2007 and number portability standard for 2G mobile uses QoR. The introduction of number portability needs to change operators' network and to implement the solution of LNP suitable to their network property. Therefore the purpose of this paper is to propose a suggestion for the technical options of number portability by the comparative study of merits and demerits of several solutions and the case study of several countries.

The UMTS is the most widely used specifications to deploy a mobile system and it supports an automatic roaming function. Users in the UMTS can use their phone numbers even in foreign countries without having to change their mobile phones. Also some users want to use other phone numbers which are allocated in foreign countries. To meet such requirements, many methods have been proposed. However, those require much cost to adopt or are not easy to use. In this paper, we propose a software framework that provides multiple MSISDNs with a single IMSI. The roaming SCP is adopted to modify the procedure of the location update and the mobile-terminated call. In the performance evaluation, we compared the proposed scheme with the standard scheme and the schemes in the related works. The results showed that the proposed scheme has 7.6% lower signaling cost than the mobile-station-based scheme and 9.7% lower cost than the telecommunication-network-based scheme.

본 고에서는 2005년 11월 실시된 시장조사결과를 바탕으로 가정용 VoIP 서비스의 시장 반응 분석 및 전망과 함께 시사점을 제시한다. 본 고에서 실시한 시장조사는 가정용으로 사용될 070 번호가 인터넷전화로서, 전용 IP 폰을 이용한 음성전화서비스, 기존전화에 모뎀만 추가 혹은 교체함으로써 가능한 음성전화서비스, 그리고 영상전화로 구분하여 제시하였다. 이들 각 서비스에 대해 가입의향, 가입/비가입 사유, 그리고 요금의지불의향 등을 조사하여 제시하였다. 결과를 요약하면 음성전용 전화의 주 가입이 유가경제성으로 나타난 반면 영상전화의 주 가입이유는 영상통화에 대한 기대로 나타났으며, 가입의향은 영상전화가 25.4%, 모뎀을 이용한 음성전화가 13.3%, 그리고 IP 폰을 이용한 음성전화가 6.5%로 나타나 영상전화에 대한 기대가 높게 나타났다. 또한 최대지불의향의 경우 현재 인터넷전화사업자들이 제시하고 있는 수준에서 지불의향이 형성되고 있는 것으로 조사되어 상기 가입의향의 과대추정은 미미한 것으로 보인다. 예상 가입 사업자는 KT가 67.3%로 나타나 인터넷전화 시장의 형성과 보급률의 증가는KT의 적극적 진입시점에 의해 크게 영향을 받을 것으로 예상된다.

유무선 대체 및 통합시대를 맞아 유무선간 균형있는 발전을 위해 유럽 둥 주요국가에서는 이동전화 시장에 MVNO, 이동전화 번호이동성, 재판매 제도 등을 도입하여 실행하고 있다. 이처럼 유무선간 비대칭 규제를 해소하기 위해서 상대적으로 규제가 약한 이동전화 시장에 유선에 적용되는 규제를 적용하는 것이 유무선간 대칭규제를 위한 방안이 될 수 있다. 따라서 본 고에서는 이러한 입장에서 이동전화 시장을 활성화시키기 위한 정책들을 살펴보고 이를 이미 실행하고 있는 외국의 사례를 통해 이들 정책의 도입효과 등을 살펴보고자 한다.

와이파이 콜링 서비스란 Wi-Fi 네트워크 환경에서 음성전화 및 Short Message Service(SMS) 등의 이동전화서비스를 제공하는 것으로 Subscriber Identification Mobule(SM) 카드에 부여된 자신의 이동전화번호를 그대로 사용하여 음성전화 및 문자의 착 발신이 가능한 서비스이다. 아이폰6 출시 당시 와이파이 콜링 기능을 탑재하여 이슈가 된 바 있으며, 미국의 통신사업자인 T-Mobile 등이 커버리지 보완을 목적으로 적극적으로 서비스하고 있다. 본고에서는 와이파이 콜링 서비스의 특징, 유사 서비스와의 비교, 기술방식, 서비스 동향을 알아보고자 한다.

본 발표에서는 신경회로망을 이용하여 연속음성중에서 키워드를 인식하는 방법을 설명한다. 연속음성에서 파형소편 및 음절을 식별하는 휴리스틱 알고리즘을 개발하였고, 연속음성을 음절단위로 파형소편 스펙트럼분석(선형예측법)으로 특성치를 추출하였다. 음절의 특성치는 코호넨 신경회로망을 통하여 학습을 시켰으며, 연속음성중 키워드인식은 먼저 음절을 인식하여 단어를 찾고, 인식된 단어가 키워드와 일치하는가를 확인한다. 본 연구의 의의는 파형소편 및 음절식별 알고리즘을 통하여, 크기불변성(Scaling invariance), 시간불변성(Time warping 및 Time-shift invariance), 중복성제거의 문제점을 해결하였고, 신경회로망의 학습을 통하여 화자독립적인 연속음성인식시스템 구축의 기반을 확립한데 있다. 본 음성인식모델은 학교구내 전화번호 안내시스템으로 활용단계에 있으며 전화번호뿐만아니라 주소안내시스템으로도 활용될 예정이다. 또한 자동차 운전보조시스템 및 주행안내시스템의 음성명령에 응용될 수 있는데, 예로 음성명령은 "핸들 좌로 20도", "시청까지 주행", "시청 지도안내"등이 될 수 있다. 현재 자동차 운전보조시스템은 컴퓨터 화면상 모의동작시스템으로 운영되고 있다. 본 음성인식모델은 화자종속시 90%이상, 화자독립시 70%의 인식결과를 보였다.시 90%이상, 화자독립시 70%의 인식결과를 보였다.
