과학기술의 발전은 무기체계의 첨단화를 촉진시키고 전쟁 수행 방식을 획기적으로 변화시키고 있다. 급변하는 안보환경과 전쟁양상에 능동적으로 대처하지 못하면 미래의 육군은 낙후된 군으로 전락할 수밖에 없게 될 것이다. 따라서 육군은 미래 조국의 통일과 번영을 뒷받침하기 위해 '첨단, 정예화된 선진육군'으로 거듭나야 한다. 이를 위해 지금부터 준비하고 적정예산을 안정적으로 확보하여 투자하지 않으면 안 된다. 군사력 건설을 위해서는 선행기간이 10년이상 소요되기 때문이다.

이라크 전쟁에서 네트워크 체계는 우주의 인공위성에 의한 정찰과 고고도, 중고도 및 저고도의 용도별 정찰 항공기들로부터 수집한 정보의 분석 및 융합을 거의 실시간으로 처리하여 그 정보를 요구하는 부대에 신속히 전파할 수 있는 네트워크 체계로서 우주선을 활용하여 전파할 수 있으므로 필요한 부대에서 정확한 정보를 이용한 정밀 공격이 가능하였던 것으로 판단된다. 이러한 네트워크 전쟁의 양상으로 판단할 때, 우리 군도 미래 네트워크 전쟁에 대비한 군사력 건설을 강화하여 앞서 언급한 기술들을 기반으로 하는 네트워크 체계 중심의 우주 및 공중 정찰로부터 필수적으로 요구되는 정보를 수집할 수 있는 정보 수집 및 분석/융합 네트워크 체계와 우주 및 공중으로부터 정밀 유도할 수 있는 정밀 유도 네트워크 체계를 건설하여야 할 것이다.

The purpose of this paper is to analyze the aspects of hybrid warfare and show the limits of jus in bello, a principle that evaluates the moral responsibility of the agents. As a theory of the morality of war presented in traditional warfare, the just war theory has been widely accepted. In particular, jus in bello offers the criteria of moral legitimacy regarding the actions of individuals participating in or involved in war. However, hybrid warfare, in which various aspects of warfare operate in a complex way, has obvious differences compared to traditional warfare, and this difference causes difficulties in determining the moral evaluation and attribution of responsibility for actions in war. In order to appropriately resolve the moral problems arising from hybrid warfare, it is necessary to clarify what the limitations of existing moral justification theories are. To this end, in this paper, we will first present a conceptual understanding of hybrid warfare, specify the differences from traditional warfare, and then show the limits of its application in hybrid warfare in light of the three principles that compose jus in bello.

The "cognitive warfare," which has emerged as a result of the Ukrainian-Russian war, has already existed in the previous war and is now emerging as a major aspect of the war, its meaning and influence are increasing. Recognizing the emergence and importance of cognitive warfare and understanding the meaning and characteristics of cognitive warfare must be accompanied by victory in the modern war. After Russia's alleged involvement in the U.S. presidential election in 2016 drew attention, the Israeli-Palestinian conflict in 2021 confirmed its upward influence. In particular, 'cognitive warfare' using SNS played a major role in leading the war to its advantage and maintaining the initiative by selecting clear purposes and targets such as the international community, the people, and Hamas. This new pattern of war is gradually emerging as the world is hyper connected with the advent of the Fourth Industrial Revolution. It is expected that it will play a leading role in the future battle if it clearly recognizes the main contents of the new war, "Injijeon," and has the ability and ability to actively operate it.

Predicting pattern of future combat ensures a successful war. It is possible to anticipate the shape of the future combat from the fighting method of US Army in the Iraq War. The fighting method: a series of combat progress by real time information to pinpoint strike using a guided weapon by GPS, an intelligence satellite and unmanned surveillance vehicle (USV), shows that real time unification combat power is key element for decide outcome of a war. The NCW is an organically connected network centric warfare paradigm by networking a factor of operation. In this paper, studied on the improvement plan for combat power by the future computer like a portable computer, an audio-recognized computer and non-keyboard computer. In addition, this paper attempts to establish a comprehensive intelligence network of Korea Marine Corps and to apply to combat or training.

과거의 전쟁양상과는 달리 미래전은 전자전이 전쟁의 승패에 중추적 역할을 담당하게 될 것이다. 전자전 지원장비인 방탐장비는 주요국가들에게 고유의 모델과 기술로 제작 운용하고 있으며, 해외구입시 기술적 종속 및 정보누출의 위험에 노출될 수 있는 소지가 있다. 이 글에서는 방탐장비의 기본원리와 탐지기법 등 이론적인 설명을 하였으며, 주요 선진국의 방향탐지 장비현황 및 발전추세를 철저히 분석하여 우리 군이 미래전에 대비하여 나아가야 할 방향과 방법을 제시하였다.

첨단 무기체계의 경우는 선진국에서 기술이전 뿐만이 아니고 판매까지도 꺼린다는 사실과, 4대 강대국으로 둘러쌓여 있는 지정학적 요인 그리고 역사적으로 수 많은 외침 등을 고려할 때, 독자적인 첨단 무기체계 기술을 확보해 유사시 이를 개발하여 사용하는 것만이 우리의 생존권과 번영을 확보할 수 있는 최선의 길일 것이다.

현대 무기체계는 과학기술의 발전으로 인해 고도화.첨단화 되어 가고 있는 추세이며, 특히 최근의 전쟁양상을 보면 첨단고도 정밀무기, 전자전무기 등과 가티은 소프트웨어 집약형 무기체계를 구성하는 핵심인 소프트웨어의 중요성이 날로 증대되고 있다. 또한 과거에는 무기체계의 하드웨어가 전체 체계에서 차지하는 비중이 높았으나, 이제는 소프트웨어로 인해 소요되는 수명주기 비용과 중요도가 하드웨어를 이미 능가하고 있다.
