The purpose of this study is to analyze the status of e-books usage in small university library and to suggest implications for e-book management policies. To do that, a survey was conducted with students in a local small university, and the valid responses of 259 people were analyzed. As a result of the analysis, the preference of paper books (71%) was higher than that of e-books (12%). However, satisfaction with e-books (45.6%) was higher than that of paper books (27.9%) if they had experience using e-books. In addition, satisfaction was highest when using e-books for general reading, and it was found that the use device preferred to use a tablet. Based on the results of this study, we proposed some suggestions; 1) establishment of e-books service policy and promotion plan, 2) use of e-books dedicated devices and development of user-friendly e-books using environment, 3) providing various topics of e-books, 4) formation of an association for joint use of e-books between small library universities.

The development of digital technologies and the appearance of computers have brought inevitable changes on the conventional printing publishing system and forms of books. An electronic book has marked its birth, sending out the contents of a book in digital and not using paper books but tile exclusive terminal. As far as systems are concerned, reading and publishing are going the separate ways is kind of impediments should be overcome by introducing the on-line order and sales service and constituting a network interworking service which delivers digital book contents on-line. This paper concerned the book publishing mode which would help to overcome the impediments. The last system is the one with broadcasting and communication as well as computers and the Internet mixed in a very complex way.

The assistive devices for disabled people are being highlighted even in industrial aspects through the policy and support for disabled people, enactment of regulation for the improvement of accessibility of disabled, technological innovation and product development. Recently, internet access with the sense of touch and hearing and utilizing electronic publishing contents and e-mailing are being convenient through the product of ICT development such as screen reader for visually impaired people, braille display, screen enlarger, text converter and others. Even so, in rapidly changing digital media smart era, the accessibility of visually impaired people is still poor and assistive devices and alternative formats are in need of improvement. Therefore, in aspect of the research and development innovation, this study proposes the implementation directions for improvement of accessibility by analyzing the current situation and structure of alternative formats and assistive devices for visually impaired people. As a result, in the future, various types of digital information are expected to be converted into a customized and realistic forms and distributed through a dedicated disability products or smart devices.
