전자정부 표준프레임워크는 공공부문 정보화 사업을 위해서 개발 보급되었으나, 최근 민간부문으로 확대 적용되면서 정부차원의 강제성 없이 자발적으로 오픈 플랫폼 생태계로 진화하기 시작하였다. 또한 전자정부 표준프레임워크는 세계 전자정부 1위의 대한민국에서의 성공적인 안착에 힘입어 개발 도상국을 중심으로 해외로도 확산 조짐을 보이고 있다. 본고에서는 최근 내수 시장의 한계 및 국내 SW 산업 정책이 중소기업 중심으로 이루어지면서 대형 IT서비스 기업들의 해외진출 전략이 공격적으로 전환되고 있는 시점에서 전자정부 표준프레임워크를 중심으로 국내 기업의 장점을 살리면서 단점을 극복할 수 있는 성공 전략에 대해 알아본다.

전자정부 표준프레임워크는 공공사업 프로젝트에서 응용 SW 표준화, 품질 및 재사용성 향상 등의 목적 하에 개발된 것으로 일반 기업에서도 도입하여 시스템 개발에 활용하고 있다. 이는 전자정부 표준프레임워크가 정부기관은 물론 일반기업에서도 효율성 향상 측면에서 중요하다. 본 연구는 전자정부 표준프레임워크를 일반기업 프로젝트에 도입할 때의 기대효과 및 문제점들을 정리하고 도입방법과 단계를 살펴보고 전자정부 표준프레임워크가 일반기업에서도 많이 활용될 수 있는 방안에 대해 연구 하였다.

스마트폰이 본격적으로 도입 활용되면서 서비스가 특정 플랫폼이나 환경에 제한 되지 않도록 하는 서비스 접근성을 만족하는 것이 스마트 서비스 제공의 중요한 목표가 되었다. 또한, 개발자들이 복잡한 앱 기술 보다 HTML5등 기존 웹 개발 기술을 활용하고 네이트브 앱에서 제공하던 단말 기능을 웹 기술로 사용 가능하도록 제공하는 기술이 많은 관심을 받고 있다. 전자정부 모바일 표준프레임워크는 이러한 요구사항을 만족하기 위하여 AJAX 프레임워크와 하이브리드 앱 기반의 실행환경을 도입하였다. 또한, 개발자 편의성을 위한 개발환경, 재사용성 증대를 위한 공통컴포넌트, 가이드 프로그램을 제공한다. 모바일 전자정부 표준프레임워크는 여러 공공서비스에 활용 되어 왔으며, 공공정보화 분야와 민간 기업 환경에서 핵심적인 기반 플랫폼 역할을 수행하고 있다. 본 논문에서는 모바일 표준프레임워크에서 활용된 기반 기술, 적용 아키텍처 및 주요기능, 활용사례에 대해서 소개하고자 한다.

전자정부 사업에서 개발프레임워크가 활발하게 도입되어 활용되어 왔으나 서로 다른 개발프레임워크 도입으로 인하여 전자정부 시스템간에 상호운용성이 보장 되지 못하고, 특정 개발프레임워크에 의한 사업자 종속성이 발생하게 되었다. 이러한 문제를 해결하기 위하여 전자정부 프로젝트에서는 표준화된 형태의 오픈 소스 기반 개발프레임워크를 구축하게 되었다. 본 논문에서는 표준 개발 프레임워크가 등장한 배경과 표준화 원칙들을 제시하고, 이러한 원칙들을 만족 시키기 위한 개발프레임워크의 실행환경과 개발환경에 대한 아키텍처 특성 및 기반기술을 제시하고자 한다.

Recently new web trends and mobile technologies are expanding and developing so fast. To improve the implementation efficiency of information systems, eGovernment standard framework has been developed and distributed. Recently, eGovernment standard framework for mobile environment was further developed. In addition, many types of public data produced by public organizations supported by government are being opened through public data portal according to Government 3.0 policy. Demands regarding web standards and common framework usages for mobile application development in most business fields dealing with any types of contents are increasing. However, to link those things to geo-spatial data or integrate those with them are an early stage in the geo-spatial application field, compared to other application fields. Based on these backgrounds, a mobile web application system was designed and implemented to present visualization functionalities of public data and geo-spatial data using HTML5 components under mobile operation environment in eGovernment standard framework in this study. It is expected that this system can be applied to develop many mobile application business models, by the further works such as application of core developing environment in eGovernment standard framework, additional functionalities, and high performance to satisfy with user requirements for a certain target application.

The Ministry of Land, Infrastructure and Transport was developed the Construction CALS system for improvement of the construction economy. Construction CALS system is consist by Construction Portal System, Construction Management System, Construction Authorization and Permission System, Compensation Management System, Facility Maintenance Management System and has utilized at construction site of more than 900. Ministry of Land, Infrastructure and Transport and related researcher was proposed method of various function improvements for usability of the system. However, the proposed method was expanded the problems like increase of system management cost and development cost with decrease of data process rate. The problem was increases because has added of only service function without modify of software structure to the system on each different platform base. One of the methods for solving problems is to apply the e-Government framework and then integrated the different platform. The purpose of this paper is analyse of the applicability and efficiency of e-Government framework to the construction CALS system. For that was analyzed the e-Government standard framework and the developments case. And then was verified about the adaption possibility and efficiency by use the Function Point tool.

'98년 건설CALS기본계획을 바탕으로 개발된 건설CALS시스템은 건설사업관리 건설인허가 단위시스템을 시작으로 시설물유지관리 용지보상 건설CALS포탈 등 5개 단위시스템을 개발하여 운영중에 있으며 국내 900여개 이상의 건설현장 및 건설 관련 공공기관에서 사용하고 있다. 그러나 각 단위시스템의 개발 시기 도구 등이 서로 상이하여 사용자 요구사항 및 법령 개정에 따른 시스템 개편 등 외부 환경변화의 패러다임을 적용하기 어려운 실정이다. 이에 본 논문에서는 각 단위 시스템의 구조적 요소를 통일하고 외부환경의 적용이 가능한 전자정부 표준프레임워크의 적용 가능성을 분석하였다. 이는 객체 지향 중심의 웹 시스템 구조를 프레임워크 기반으로 변경하는 것으로써 시스템 재사용성이 향상되고 신규 기능 추가가 용이해지며 리소스 절감이 가능할 것이다.

Both Platform as a Service (PaaS) as one of the cloud computing service models and the e-government (e-Gov) standard framework from the Ministry of the Interior and Safety (MOIS) provide developers with practical computing environments to build their applications in every web-based services. Web application developers in the geo-spatial information field can utilize and deploy many middleware software or common functions provided by either the cloud-based service or the e-Gov standard framework. However, there are few studies for their applicability and performance in the field of actual geo-spatial information application yet. Therefore, the motivation of this study was to investigate the relevance of these technologies or platform. The applicability of these computing environments and the performance evaluation were performed after a test application deployment of the spatial image processing case service using Web Processing Service (WPS) 2.0 on the e-Gov standard framework. This system was a test service supported by a cloud environment of Cloud Foundry, one of open source PaaS cloud platforms. Using these components, the performance of the test system in two cases of 300 and 500 threads was assessed through a comparison test with two kinds of service: a service case for only the PaaS and that on the e-Gov on the PaaS. The performance measurements were based on the recording of response time with respect to users' requests during 3,600 seconds. According to the experimental results, all the test cases of the e-Gov on PaaS considered showed a greater performance. It is expected that the e-Gov standard framework on the PaaS cloud would be important factors to build the web-based spatial information service, especially in public sectors.

The e-Government standard framework provides overall technologies such as reuse of common components for web environment development such as domestic government/public institutions, connection of standard modules, and resolution of dependencies. However, in a standardized development environment, there is a possibility of updating old versions according to core versions and leakage of personal and confidential information due to hacking or computer viruses. This study directly analyzes security vulnerabilities focusing on websites that operate eGovFrame in Korea. As a result of analyzing/classifying vulnerabilities at the internal programming language source code level, five items associated with representative security vulnerabilities could be extracted again. As a countermeasure against this, the security settings and functions through the 2 steps (1st and 2nd steps) and security policy will be explained. This study aims to improve the security function of the e-government framework and contribute to the vitalization of the service.

본 고는 영국 정보에서 효율적인 전자정부 구현을 위해 2001년 5월 5일에 발표한 e-Government Interoperability Framework, Version 2(http://www.govtalk.gov.uk/documents/e-GIF_version_2.doc)중 핵심이 되는 "제2장 정책과 기술표준(2, Policies and Technical Standards)" 부분을 완역한 것이다. 여기에서는 민간 부문 시스템들을 상호 연결하면서 공공부문에서의 끊임없는 상호 운용성을 확보하기 위한 영국 정부의 정책과 규격들이 제시되어 있다. 최근 범정부 차원에서 추진중인 전자정보(e-Govenment)와 공공부문에서 추진중인 전자화 사업(e-porjects)구현시 유용한 참고 자료가 될 것으로 사료된다
