Strategies have to be employed in information systems security in order to build and operate systems for information systems security in effective and structured manner. It is also essential for the entire organization to participate for successful implementation of the strategies and making them work. Current researches on information systems security strategy in organizations, however, have mainly been focused on deployment and operation of countermeasures based on strategic thinking and decision. In consequence, it is lack of research on overall frame for containing consideration factors required for moving and leading the whole enterprise for the holistic security purpose. Therefore, this paper proposes a framework for use in establishment of organization-wide information systems security strategies based on the concept of grand strategy from the traditional strategy research and on the four dimensional features of it.

CALS의 개념을 한마디로 정의하기에는 범위나 방법상 어려움이 있다. 그럼에도 불구하고 과거에는 군의 무기체계를 지원하는 개념에서 출발하였으므로 일반적으로 "무기체계의 설계, 제작 및 군수유통체계 지원을 위해 디지털기술의 통합과 정보공유를 통한 신속한 자료처리 환경 구축"으로 정의할 수 있었다. 그러나 이제는 "제품의 생산(생산계획 등 이전 활동 포함)으로 부터 폐기에 이르는 모든 활동을 디지털정보기술의 통합을 통해 구현하는 산업화전략"이라는 표현으로 바꾸어야 할 것이며, 이것은 곧 제품에 대한 요람에서 무덤까지의 총체적 관리를 위한 정보기술 통합전략이라고 정의할 수 있을 것이다.

국방과학기술은 중장기 기획문서체계에 의해 체계적인 기술기획이 수립되고 있다. 또한 합동참모본부의 전략문서와 연계하여 국방과학기술의 중장기 전략을 수립한다. 무기체계는 지휘통제, 감시정찰 및 정밀타격체계로 구성되고, 핵심기술은 정보통신, 센서, 플랫폼 등 8대 기술 분야로 구성된다. 국방정보 기술은 국방에 관한 정보를 생산, 유통 또는 활용하여 국방 분야의 제반 활동을 가능하게 하거나, 미래 전장운용 개념 구현 및 국방경영 효율화를 지원하여 국방비전 및 국방개혁을 달성하는 핵심 기능 역할을 수행하는 것을 의미한다. 국방정보 기술 개발의 목적은 한반도 전 구역에서 실시간 및 근실시간으로 요구 수준 및 정확성을 확보하기 위해 전장가시화, 네트워크화된 지휘통제, 효과 중심 정밀타격, 전쟁지속을 위한 인사, 군수, 동원 등 통합지원체계를 구축하여 미래전 양상과 국방정보화의 특성을 고려한 실시간 정보공유 및 관리 가능한 정보화 환경을 구축하는 데 있다. 본고는 국방정보 기술 체계 및 요소기술에 대한 특성과 적용기술 및 발전 방향을 살펴본다.

CALS의 개념은 과거에는 군의 무기 체계를 지원하는 개념에서 출발하였으므로 일반적으로 "무기체계의 설계, 제작 및 군수유통체계 지원을 위해 디지털 기술의 통합과 정보 공유를 통한 신속한 자료처리 환경 구축"으로 정의할 수 있다. 그러나 현재는 "제품의 생산으로부터 폐기에 이르는 모든 활동을 디지털 정보기술의 통합을 통해 구현하는 산업화 전략"이라는 표현으로 확장되고 있으며, 제품의 총체적 관리를 위한 기술 정보 통합 전략이라고 표현되고 있다.

The purpose of weighting traffic management strategies is to reach strategic goal through intended and balanced implementations. The AHP is commonly used technique to derive perspective and strategic goals, and to give priorities to them in a organization. In this study, perspective and strategic goals are derived through surveys and interviews with staffs of a traffic management agency. And then, priority of perspective and strategic goals is performed through the AHP. In this study, three things were identified. Firstly, it was found weighting perspectives such as values for customers, future, activity, and performances were in sequence performed. The value for customers were ranked the first. Secondly, it was found increasing of customer- centric thinking and values of eco- friendly system are the highest weighting in strategic goal. Third, it was found increasing of customer-centric thinking is the most important in headquarters and regional headquarter. But, Values of eco-friendly system is ranked as the most important in opinion of branch office's staffs. It was also identified that depending on the working places, such as headquater and branch offices, the response differs.

This study presents the direction of the Republic of Korea Army in the future by examining the Manned and Unmanned Teaming(MUMT) Systems of the Military Advanced Countries of the United States, Israel, and France. In this study, the current status of the U.S. Ground Forces' 'Squad-X' program, the Israeli Ground Forces' Digital Army Program (DAP), and the French Army's Scorpion program were examined. Next, it was followed by a discussion of The Combat concept, a way of fighting in the future battlefield, with the development trend of a complex Combat system with various weapon systems supporting it. Finally, based on this, the direction of the development of MUMT system, which the Republic of Korea Army should engage in in the future, was presented as a conclusion. Since such MUMT system of advanced military forces are being developed in a secret manner, continuous longitudinal research needs be conducted.

국방분야에서의 연구개발을 통하여 무기체계 개발과 관련하여 얻어진 기술들은 국가의 안보유지에의 기여, 첨단기술의 시험무대로서의 기능, 민간부문 간의 기술이전을 통한 부가가치 창출 등의 차원에서 국방연구개발의 중요성이 증대되고 있다. 이에 무기체계개발에 있어서의 IT 국방연구개발의 활성화를 위한 발전전략을 제시하는데 연구의 목적을 두었다. 연구결과, 무기체계개발에 있어서의 IT 국방연구개발의 활성화를 위한 발전전략으로서 국방비 예산 중에서 국방 R&D 부문의 예산규모 확충, IT 중심의 무기체계 개발사업에 대해서 초기단계부터 IT관련 민간부문의 우수업체의 연구개발의 적극적인 참여를 통한 공동연구개발의 협력확대, 아직까지 효과가 미미한 신개념기술시범사업을 무기체계 연구개발에 보다 적극적인 차원에서 추진해야 할 것을 제시하였다.

With the advent of smart age, the competitiveness among companies and countries to preoccupy the advanced ICT technologies which lead the economic growth in the future have increased more than ever before. So have global standard competitiveness done under the situation of using international standardization as practical strategy for dominating market. It is essential to make standardization strategy and do systematic implementation for core technology which leads global market in order to fit such an environment and introduce smart society as soon as possible. Therefore, this paper suggests systematic approach and framework to make standardization roadmap in relation to R&D through analysing the current technology roadmap framework and standardization roadmap case and provides infrastructure to promote international standardization of domestic technology.

기존 연구가 전략적 제휴의 관리론적 의의에 등한시 한 반면, 본 논문은 제휴의 관리과정에 기초한 과정적 접근법과 구조적 행위적 특성에 기초한 내용적 접근법을 단일모형으로 접합시킴으로써 전략연구에서 제시된 성공결정요인이 제휴의 관리과정상 각 단계에서 갖는 의미를 체계화하였다. 물론 정연한 논리체계를 갖는 정교한 모형이라기 보다는 아직까지 전략적 제휴에 관한 이론적 체계가 정립되지 않은 상황에서 향후의 정교한 이론구축을 위한 하나의 방향제시라는 점에서 의의가 있을 것으로 기대된다.
