Nagoya protocol, alias ABS adopted in UN Convention on Biodiversity in 2010, has prompted governments in many countries to prepare strategic plans with regards to both the conservation of domestic bio-resources and the use of those with foreign origin. This study aims to evaluate the effectiveness of policy responses of Korean governments to ABS (Access and Benefit Sharing) and to make suggestions for a more integrative and efficient governance system for related ministries and institutions. Our analysis indicates that while most ministries have designated laws specifying various measures for the conservation of domestic bio-resources such as protected biological species or natural areas, just a couple of them have instituted measures governing the use of those resources and the benefit-sharing arising from it. We conclude that policy responses of Korean government are more focused on the conservation of bio-resources leaving the use of them ill-addressed. The study, thus, suggests that measures of 'bio-resource user country' be instituted in addition to those of 'bio-resource supplier country'. For instance, with regards to the use of bio-resources the roles and remits of related ministries had better be clarified and coordinated. The uncertainty over the explicit indication of 'place of origin' of bio-resources as a requirement of patent grant need to be cleared as well.

In order to make higher domestic self-sufficiency ratio of energy resources, these are required to purchase the producing oil & gas fields through the investment of oversea petroleum development, to make M&A, and to enhance recovery in the existing oil & gas fields. For this purpose, it is essential to acquire the core technology regarding the evaluation, design, and management of oil & gas fields. The accumulation of technology of the evaluation, optimal design, proper management of production fields by the help of the continuous R&D program will make great contribution for higher domestic self-sufficiency ratio by the increased number of purchase of foreign producing fields, the increase amount of produced petroleum out of existing fields, and the effective management of the oil and gas fields.

빅데이터는 기존의 전통적인 데이터 아키텍처에 비하여 대용량의 데이터 자원을 효과적으로 처리하기 위한 개념으로 사용되고 있다. 이러한 빅데이터 패러다임은 빠른 정보처리를 요구하는 수직적 확장성을 고려한 시스템 요구사항부터 다양한 데이터 자원들을 연결해주는 수평적 확장성을 동시에 포함하고 있다. 빅데이터 시장 또한 급격히 성장하고 있으며, 이와 관련된 국내외 표준화 전략 수립 및 표준 개발 활동이 증가하고 있는 추세이다. 본고에서는 빅데이터 참조 아키텍처에 대한 개발사례와 함께 ISO(International Organization for Standardization)/IEC(International Electrotechnical Commission) JTC 1(Joint Technical Committee 1), ITU-T(International Telecommunication Union-Telecommunications Standardization Sector) 등 국제 공적 표준화 기구 및 사실 표준화 기구들의 표준화 현황과 국내 표준화 활동 및 표준화 전략 개발 현황들을 요약 분석한다.

As one of a new generation of industries, biotechnology is currently spotlighted, and is creating new research and industrial areas that can be readily combined with information technology. Among them, virtual screening is a method for new drug design which uses computer simulation to virtually design active drug candidates for special disease. In this paper, we present a distributed system for virtual screening, called DVSF(Distributed Virtual Screening Facilities). DVSF is designed and developed to perform virtual screening efficiently on logically distributed idle or strategic resources in a small or medium scale laboratory.

기술로드맵의 가장 큰 가치는 기술로드맵 자체보다는 그것을 작성하기 위한 일련의 활동과정이라 할 수 있다. 기술전략의 실제적 Tool로서 효과를 발휘, 기술전략수립에 활용되기 위하여, 국가적으로 산업별 로드맵 작성에 적극 나서서 각 산업별, 기술별 발전방향을 제시하기 위하여. 올해 지식경제부는 "지식경제 통합기술청사진"을 발표하였다. 본 논문에서는 "지식경제 통합기술청사진"에 관하여 전반적인 사항들에 관하여 집어보고, 국가 정보 자원관리 차원에서 통합기술청사진을 IT서비스 차원에서의 체계화를 통하여, 관리 및 운영방안에 대한 전략적인 접근을 하고자 한다. 통합 TRM 기반의 IT서비스 관리 및 운영방안에 관련된 부분들을 분석하여 효율적으로 관리 및 활용할 수 있는 운영 방안을 제안한다.

Information system, organization structure, and business strategy have been major variables in MIS research. Most of research about these variables interested in the relationship of two variables. There were very few efforts to connect three variables. But relationship or fitness of these factors plays an important role to improve performance. Nowadays managers face new challenge. That is 'globalization' To cope with this turbulent environment, they have to know how to fit these Important factors(information system, organization structure, business strategy). It is the main purpose of this article to find out the fitness of these variables under global business environment. Based on literature review, I made research model which tells whether fitness of three variables affects performance under the control of headquarter. And I propose hypothesis. I define strategy as global innovator, integrated player, implementers role, local innovator and organization structure as multinational, global, international, trans-national and information system as independent IT operation, headquarter driven configuration, intellectual synergy configuration, global integrated IT configuration.

본 논문에서 이론적으로 분석하고자 하는 기술포트폴리오 매트릭스는 기술매력성(계속적 개발잠재성, 응용범위, 호환가능성)과 자원강도(지배범위, 잠재성, 반응속도)에 기초한 기술투자 분석 또는 전략적 기술관리를 위한 유용한 의사결정 수단이다. 즉, 기술포트폴리오는 국내기업뿐만 아니라 현지투자기업의 연구개발과 관련된 의사결정을 위하여 활용될 수 있다. 특히, 본 연구에서는 글로벌 기업에 있어서의 본사 및/또는 현지자회사간의 기술포트폴리오 매트릭스를 분석함으로써 글로벌 기업의 기술포트폴리오 관리를 위한 방법을 제시하고자 한다.

최근 조직간정보시스템의 연구는 조직간 전략적 협력을 형성함에 있어서 발생될 수 있는 잠재적 갈등의 위험 인지에 초점을 두고 있다. 기존 연구 대부분은 조직간의 위험발생에 있어서 경제적 관점의 위험에만 초점을 맞추고 있다. 이는 조직간 기술적 호환과 관련된 기술적 문제, 조직상호간의 활동, 서로 다른 문화ㆍ전략 차이간의 조정에 요구되는 사회정책적 문제는 고려하지 않고 있어서 조직간의 합리적이며 경제적인 협력적 동맹관계를 논의하는데는 충분치 않다. 따라서 조직간 협력적인 동맹관계를 다루기 위해서는 기존의 경제적 관점에 기술적 관점, 사회정책적 관점을 추가한 세가지 측면에 대한 고려가 필요하다. 본 연구에서는 먼저 조직간 정보시스템의 개념적 특성을 살펴보고, 조직간의 상호의존성, 구조적 특성, 기술, 조정매카니즘 요소등에 의해 정보자원공유, 가치사슬망, 네트웍 형태의 세 가지 유형으로 구분하여 각 유형별에 대한 경제적, 기술적, 사회정책적 관점의 위험을 분석하고 위험을 최소화하기 위한 관리방안을 제시하고자 한다.

The importance of networking capability is gaining more weight for enterprise business and high-speed Internet access with guaranteed security management is essential to companies. This paper presents a unified network security management solution to support high-speed Internet access, active security management, traffic classification and control. The presented system provides firewall, VPN, intrusion detection, contents filtering, traffic management, QoS management, and history log functions in unified manner implemented in a single appliance device located at the edge of enterprise networks. This will enable cost effective unified network security solution to companies.
