A Case Study of Quality Assurance in Overseas pen University: UKOU, UT (해외 원격개방대학의 질 관리 사례 연구)

  • Quality assurance is a central issue concerning higher education and distance education. The purposes of this study are to analyze cases of quality assurance system in overseas open university and to draw implications which help establish quality assurance system in domestic distance education institution. UKOU and UT are mega-university with more than 100.000 enrolled students. They have centralized quality assurance system and quality assurance department that is responsible for building and installing quality assurance for effective quality control. In addition, They have quality improvement culture that seeks continuous improvement. Members of the University share awareness of the importance of quality assurance and evaluate and monitor their work. Because results for quality assurance of education is not tangible, quality assurance system is carefully planned over a long period of time as is necessary to proceed in integration.

  • This article cites examples of cultural heritages that urgently require protection measures, and the reinterpretation of beacons, fortresses, and extremities identified in the process of conducting a cultural heritage investigation of the DMZ and bordering areas. It is true that there are various difficulties involved in implementing thorough protection measures considering the reality of the two Koreas' division. Despite this, the "Ordinance for the Protection of Military Cultural Properties" and the "Act on the Protection and Investigation of Buried Cultural Heritage" have been enacted and are in effect. In particular, in the "Ordinance for the Protection of Military Cultural Properties," the value of protecting "military assets" is emphasized. The identification and investigation of cultural heritages in the DMZ and border areas must continue. Although field research is currently difficult, the primary investigation conducted by high-altitude terrain analysis and literature research is considered effective. Furthermore, there are parts that require correction and supplementation with future field investigations. Although some trial and error is expected during these various cultural heritage investigations, they need to continue.

  • 본 연구는 국내 Born Global Firm의 기술요인들이 해외신규시장 진입시기에 미치는 영향에 관한 연구모형을 제시하고, 국내 Born Global Firm을 대상으로 이에 대한 인과관계를 실증 분석하였다. 기존의 해외시장 진입시기에 관한 선행연구를 토대로 기술경쟁력, R&D 네트워크, R&D 정보력을 독립변수로 설정하고, 이러한 요인이 Born Global Firm의 해외신규시장 진입시기에 영향을 미칠 것이라는 가설을 설정하였다. 기존 선행연구를 통하여 기술경쟁력의 대용변수로 지적재산권, R&D 투자비용, R&D 전담기구 기능을, R&D 네트워크는 부서간 협력, 국내외 공동연구, R&D 정보력은 R&D 관련 정보 수집능력(경쟁업체 R&D 동향정보, 관련 주요연구자 정보 등), R&D 관련 정보 분석능력(기술이슈 및 트렌드 분석, 기술수준 분석 등), R&D 정보 활용능력(R&D 기획, 응용 분야 확장 등) 등을 사용하고 기업 내부요인과 수출관련에 대한 가설을 설정하였다. 특히, 해외시장 진입형태 중 FDI, 계약에 의한 해외시장진입 보다는 국내에서 가장 많은 해외진입 형태인 수출에 초점을 맞추었다. 연구결과는 다음과 같다. 국내 107개의 Born Global Firm을 대상으로 다중회귀분석 한 결과, Born Global Firm의 직접수출에 가장 큰 영향을 주는 요인으로는 지적재산권과, 부서간 협력, R&D 정보 활용능력 등으로 나타났다. 특히 기술이슈 및 트렌드 분석 정보력은 해외시장 진입시기를 앞당기는 것으로 나타났다.

A Study on the Public Library Policies of Local Governments: Focusing on the Long-Term Planning and Organizations (지방자치단체의 공공도서관 정책 분석 - 중장기 계획과 담당 조직을 중심으로 -)

  • The purpose of this study was to investigate how local governments implement and enforce library policies for their regional libraries to provide benefits to their community residents. To this end, this study analyzed public library polices of regional governments in Korea with their long-term and annual plans. According to the results almost regional governments included plans for public libraries in their long-term plans, however, organizations exclusively responsible for libraries were very rare. Main components of the policy mostly related with establishing public libraries. In addition, creating and supporting a small library, a library of building workforce capacity planning librarians, library cooperation system, whether to target the entire city reading promotion policies were included in the policy.

  • The purposes of this study are to analyze the structure of the division and its operation related to bibliographic control in national libraries and to propose several ways to strengthen its functions of National Library of Korea based upon the analysis. Literature reviews were carried for the definitions and roles of national libraries and their bibliographic control. The divisions of bibliographic control in Library of Congress, British Library, National Diet Library of Japan, the Royal Library of Denmark, and National Library of Korea were analyzed. Three methods for strengthening bibliographic control in National Library of Korea were suggested as follows: first of all, need of establishment of independent bibliographic control center, secondly, high quality of bibliographic data and collaboration with related institutions, and third, strengthening of research in the future of bibliographic control.

A Study of the Informatization System in North Korea (북한의 정보화 추진체계에 관한 연구)

  • North Korea has been striving to promote a national informatization strategy after getting through the period of 'Arduous March'in the 1990s. First of all, North Korea has made organizations required for implementing the national informatization strategy. They reorganized and created the Science & Education Ministry, the Machine & Industry Ministry, and the 21 bureau under the Workers' Party of Korea while making special units in the Royal Mail, Royal electron & industry, National Academy of Sciences under cabinet. Then they completed all the essential organizational system for informatization including newly built specialized agencies: 'Korea Computer Center; KCC' & 'Pyongyang Informatics Center: PIC'. But North Korea's informatization system has a rigid hierarchy. All the organizations in the hierarchical system are controlled by the Workers' Party of Korea. It means that North Korea consider IT as a tool for the centralized control of the Party and the government. So, these characteristics of North Korea's informatization system clearly give us a picture that tells us what they want from the national informatization and where they're going.

  • 지적재산권은 기술개발의욕 자극을 위해 새로이 물건이나 사상 등의 창작자에게 일종의 배타적 독점권을 부여한 것으로서 1980년대 이후 국제적 관심이 고조되기 시작하였는데, 두 차례의 석유파동 이후 기술이 국제 경쟁력의 주요 결정요인으로 등장하던 시기에 한국을 비롯한 개도국들이 선진국의 기술을 모방하여 첨단기술제품 분야에서 경쟁적 우위를 확보하자 자신들의 경쟁력 확보를 위해 선진국들이 자신들의 통상교섭력을 바탕으로 GATT/UR 등 국제적 협상을 통해 지적재산권 보호문제를 통상문제로 확대시킨 것이다. 이러한 지적재산권에 대한 통상문제와 관련하여 가장 문제가 되는 국가는 역시 미국인데, 미국은 통상법 301조 중 지적재산권 보호에 적용되는 Special 301조를 이용하여 지적재산권 보호에 대한 실효성을 확보하였으며, 당초 제품수입상의 불공정거래행위에 적용하던 관세법 337조를 지적재산권을 침해하는 수입 판매행위에도 적용할 수 있도록 개정함으로써 그 보호수단을 더욱 강화하였는데, 이에 따라 우리도 적절한 대응방안의 모색이 요구되고 있다. 우선 정부의 입장에서는 대내적으로 원천기술 및 개량기술 개발을 통한 기술의 해외의존도 축소, 인센티브 도입 등 직무발명제도 활성화, 해외특허권 취득확대를 위한 중소기업의 해외출원비용 지원, 심사관의 전문화롤 통한 심사의 처리속도 및 질 향상, 특허기술정보 이용체제 개선을 위한 특허청의 정보전산화 및 산업기술정보원 톡허정보센타와의 유기적인 협조체제 구축, 기업의 특허분쟁대응능력 향상을 위한 전담부서 마련 및 국제특허분쟁 전문변리사 양성 등의 대안을 마련할 필요가 있으며, 대외적으로는 PLT협약 등 차후에 있을 국제협약에의 적극적인 참여를 통한 우리나라의 이익도모, 남북 가교역할의 강화 및 한 미 양국간의 법제적 차이에 대한 오해불식, 해당 산업에 영향을 줄 수 있는 로비 활동의 활성화 등의 대안이 필요하다. 또한 기업의 입장에서는 사전적으로 과감한 연구개발투자를 통한 산업재산권 확보, 기술 법률 언어능력을 고루 갖춘 특허전문가의 확보, 국제특허분쟁에 대한 대응체계 구축, 특허권 분쟁발생 방지를 위한 책임소재의 명확화 등의 근본적인 대책과 국제특허분쟁 차단을 위한 철저한 선행기술 조사, 해외기술의 개량 및 이용 촉진을 위한 크로스-라이센스의 활성화, 부실특허권에 대한 적극적인 무효심판청구, 제소정보에 대한 조기 입수, 설계변경이나 특허무효자료조사 등 침해회피 방법의 준비, 위험특허에 대한 철저한 예비조사 등의 부수적인 대책을 마련할 필요가 있으며, 일단 특허분쟁이 발생한 경우에는 당해 분쟁의 자사 생산 제품과의 관련여부 검토, 사건에 필요한 광범위한 정보 수집을 위한 전담팀 구성, 제소인의 특허권에 대한 면밀한 법률적 검토, 제소자에 대한 정확한 정보파악 및 최종 대응방안에 대한 신속한 결정, 자사의 특허를 이용한 제소자에 대한 역제소 등의 대응방안을 강구할 필요가 있는 것이다.

The role of Forensic Nurse in the situation of Sexual Assault (성폭력 발생시 법의간호사의 역할)

  • The importance regarding the notion of immediate medical treatment and nursing for the victims of sexual crimes is not widely recognized yet in Korea. Throughout this research is focused on the nursing systems and the system of foreign countries in reference to sexual crime victims, and the conclusion is as follows. In Korea, there are currently no educational or medical institutes for the medical handling for the victims of sexual crimes, and the role of nurses in the medical institutes is insufficient. In addition, the basis for the standard of operation regarding the initial response, evidence collection, pursuit of systematical evidence and data is not established even in the sexual assault counseling/advocacy center. Therefore, it is necessary to foster the sexual assault nurse examiner for the sexual crime victims, and to develop adequate training programs based on the present situation in Korea. Though the cooperation among government, medical institutes, and social movement groups, it is essential to initiate effective and publicly-trusted specialized training programs for forensic nurses who will be fully charged with the treatment of sexual crime victims. By introducing the sexual assault nurse examiner system, it can be possible to develop advanced treatment for the child or adolescent victims of sex crimes.

Study on the police's protection·support of victims-declaring the Victims Protection years (피해자보호원년을 선언한 경찰의 범죄피해자 보호·지원에 관한 연구)

  • South Korea's socioeconomic status is high enough to support services for the protection of crime victims. Until now, the Ministry of Justice was the only institution to protect and support the victims, but recently the national police is included. This is considered preferable, since the police is the one to contact the victims first- they can provide immediate support after the incident. Several limits in current laws and crime protection system exist. Therefore, given the importance of protecting victims, model of public-private joint forms should be considered. In premise of establishing a new relationship between the public-private joint system of justice and the maintenance, the range of police's involvement with crime supports will be determined. In the case of developed countries, the police and private organizations maintain close cooperation, appearing as substantial care and support for crime victims. Therefore this study reviews the problems in crime victim protection, assistance from the police stage, and suggest the improvements as follows. The first is to redefine the role of the police who first contacted in the crime victims protection support, the second is to establish a permanent cooperation framework, such as victims specialized police, victims protection agency, the third is to develop services for victim protection available from the police stage, and the fourth, opening Victim Support Center functioning as a temporary accommodation or safety zone for the personal protection of victims. The fifth is to regularize solution conference for victims' protection, and the sixth is to divide of roles in state organization government in charge of victim's protection and local government responsible for victim's support.

Basic Research for Preparation of a Disabled-Inclusive Public Disaster Management System (장애포괄적 재난관리체계 마련을 위한 기초 연구)

  • This research aimed to examine the problems in a current national emergency management system that does not consider the disabled in the face of manmade catastrophes and natural disasters, and to conduct an expert opinion survey to explore the direction of disabled-inclusive public disaster management system. As a result of the analysis, the respondents of the survey revealed a need for a designated government department for disaster management systems for the disabled and the experts preferred the Ministry of Public Safety and Security (50%) than the Ministry of Health and Welfare (37.5%). However, 12.5% of the surveyed experts perceived cooperation between the two Ministries, rather than selecting a certain ministry, as necessary to establish a disaster management system for the disabled. Additionally, the experts recognized the response period (43.8%) of the disaster management life cycle to be the most important phase. Thus, at the disaster response period, the experts suggested utilizing an emergency alarm system to effectively rescue the disabled in the face of disaster. Based on this discussion, the paper explores ways to establish a disabled-inclusive public disaster management system.
