New Businesses and Challenges related to Japan's Electricity System Reform (일본 전력시스템개혁에 따른 지능형 사업 발전과 도전과제)

  • The Japanese government has carried out the power industry reform in three phases to supply power stably, control the rise of electricity tariff, and expand consumer choices. The reform of the Japanese electric power industry fosters new kinds of businesses as well as changes the competitive structure in which the enterprises participating electricity business compete. However, for the power industry restructuring to be done smoothly, the accompanying tasks should be carried out. Korea has also been devoting a lot of efforts to cultivate various types of new industries based on the convergence of energy and information and communications technology. If there are the same kinds of new industries between the two countries, the progresses of the industries can be compared to each other over a period of time.

  • As the spread of DC power distribution systems increases, the occurrence of failures and fire accidents are also increasing. In particular, the ESS fire accident, which is a component of the smart grid, and the fire accident of the solar power system, which is a direct current system, are caused by problems in the electrical connection between system components as the supply of new and renewable energy rapidly increases and old facilities increase. An arc that can cause a direct fire by releasing the induced light and heat has been pointed out as one of the causes of fire. Therefore, the problem of such an arc defect is that it is impossible to block an arc accident in advance with the existing overcurrent circuit breaker and earth leakage circuit breaker. In this paper, we intend to develop a test equipment that satisfies international standardization and to develop a DC arc generator to protect against failure and fire caused by arcing.

Performance Analysis of a TransferJet System (TransferJet 시스템의 성능분석)

  • In this paper, BER(Bit Error Ratio) performances of the TransferJet system, which is the standard of a close proximity inductive wireless communication system, are presented and analyzed. Comparing to other wireless communication systems, the TransferJet system has some advantages such as short communication range(i.e., high security in the wireless communication environments), fewer effects of multipath distortion, and higher transmission rate. In order to demodulate the received signal, either SC(Soft-decision Combining) or HC(Hard-decision Combining) can apply to the despreader and demodulator of the receiver. When the spreading factor is more than 4, the SC scheme approximately has a minimum signal-to-noise ratio gain of 2 dB over the HC scheme. Moreover, from simulation results, we can conclude that the quantization bits of 3 bits are an optimum value for the SC scheme in the TransferJet system since the 3-bit quantization achieves nearly the performance as that attained by double-precision floating-point.

  • This paper implement Telemetry System which is used Bluetooth. This System propose system which can detect a total amount of gas, electricity or water without a motorman, at home. BlueTooth is a close range wireless communication technology which uses a wireless frequency 2.4GHz and has a high trust and self - error correction technology according to a low power consumption quality and a high-speed frequency hopping. This makes get a high trust concerning a data transmission than an existing modem. In addition, though wireless modem is restricted by a minimal of a wireless terminal, it will be possible to coincide with the function of the portable with the low power consumption quality by using Bluetooth. And as the system on a chip of module progresses, the possibility of the snail size is present. And, Motorman who use mobility of embedded system can detect detect a total amount of gas, electricity or water outdoor. Embedded system use ARM processor that is low power processor. So it ran use long time efficiently.

  • 전기사업법 제 66조 및 동법 시행규칙 제 35조에 따라 실시하고 있는 일반용 전기설비의 정기점검은 점검의 효율성을 향상시키기 위해 무정전으로 누설전류 및 절연저항 등을 측정할 필요가 있다. 본 논문에서는 누설전류, 절연저항 및 접지저항 측정기능을 갖고 휴대가 편리하며 PDA와 통신이 가능한 다기능 전기안전측정장치를 개발하였다. 개발된 시스템은 가정집, 사무실, 상가 둥에서 기존의 계측기와 비교시험을 통해 오차율이 ${\pm}5%$ 이하가 되도록 하였다.

  • 포항 가속기연구소(PAL)에서는 포항방사광가속기(PLS)가 가동을 시작한 1994년 이후 현재까지 사용되어 온 기존의 제어 시스템을 새로운 환경인 EPICS(Experimental Physics and Industrial Control System) 시스템으로 개발하고 있다. EPICS 시스템의 구성은 IOC(Input/Ouput Controller) 와 OPI(Operator Interface)의 2-Layer로 구성되며 이는 MIU(Machine Interfaces Unit), SCC(Subsystem Computer Control System) 그리고 HMI(Human Machine Interface)로 이어지는 기존의 3-Layer 단계 중 SCC단계를 줄여 2-Layer로 구성된다. 이들 두 계층간의 통신은 Client(OPI)/Server(IOC) 구조의 Channel Access를 통해서 이루어진다. 개발중인 EPICS 시스템은 Open Architecture 구조로 IOC와 OPI 각 부분에서 개발시에 사용된 운영체제나 Hardware 를 사용하지 않고 다른 운영체제나 Hardware를 사용하더라도 하나의 공통부분 즉, Channel Access만 있으면 이를 통해 서로 다른 Subsystem IOC의 데이터를 Access할 수 있다. 전체 EPICS 제어시스템 중 저장링 운전의 핵심이 되는 BPM(Beam Position Monitoring) 및 MPS(Magnet Power Supply) 시스템은 IOC부분에 MVME5100(Target Machine) 보드와 vxWorks(Operating System)를 이용하고 OPI부분에는 SUN Workstation(Host Machine)와 Solaris(Operating System)을 사용하여 개발하고 있다. 본 논문에서는 IOC 및 OPI의 설치 절차와 설치 방법에 대해 기술하였다.

  • 기업 네트워크에서 안전하고 효과적이며 안정된 망 운영관리 환경 제공은 당면한 중요과제이며 기업 경쟁력의 핵심인 정보기술을 통한 생산성과도 연계성을 갖고 있다. 이러한 필요에 맞추어 많은 네트워크 관리 시스템들이 개발되어 상용화 되었으나 이들 관리시스템들은 트래픽 모니터링에 의한 통계값 제공과 같은 단순 평면적인 관리 기능만을 제공할 뿐 네트워크의 특성과 환경에 따른 분석, 진단 기능은 제공하지 못하고 있다. 또한 현재의 네트워크 환경은 다양한 통신장비와 서비스들의 개발에 따른 망 구성 요소의 이질성과 복잡성이 증가하고 있으며 이는 전문적인 네트워크 운영관리와 분석기술을 요구하고 있다. 이는 관리자에게 네트워크가 점점 다양화, 복잡화 되는 환경에서 부담으로 작용할 뿐 아니라 결과를 도출하는데 많은 시간과 비용이 소요된다. 따라서 기존 네트워크 관리 시스템의 한계를 극복하고 네트워크 환경 변화를 수용, 관리자의 운영경험지식을 데이터베이스화하여 지능적인 네트워크의 분석과 진단이 가능한 시스템의 개발이 필요하다. 본 논문은 이러한 시스템 구축의 전제조건으로 네트워크 운영경험 데이터베이스를 구축하여 이를 통한 네트워크 환경 변화를 수용할 수 있는 임계값 최적화와 향후 한국전력 사내 데이터통신망의 지능화된 분석과 진단을 위해 활용하게 될 지식 발견 시스템을 설계 및 구현하였다.

Sea-Experiment Test of a Shipborne Ad-Hoc Network (SANET) for Maritime VHF Digital Data Communications (해상 초단파 대역 디지털 데이터 통신을 위한 선박 애드혹 네트워크의 실해역 실증 연구)

  • Several VHF bands for the use in analog communications has been changed to those for the use in new maritime digital communications by WRC-12. ITU-R M. 1842-1 has been also standardized, recommending the characteristics of maritime digital communication systems. In addition, a Shipborne Ad-hoc Network (SANET) has been introduced by IMO in order to provide ships, which cannot be connected to a shore directly, with maritime digital data exchange services with the help of ad-hoc communication. In this paper, several functionalities of the SANET, including channel access, route determination to a shore, and data exchange, are verified via sea trials. It is expected that the SANET can be applicable to collecting and analyzing maritime information, facilitating the entry and departure of vessels, and the communication infrastructure of e-navigation.

  • Vehicle location detection and wireless communication method have be designed along the same lines as GPS, CDMA and WLAN, which is based upon the selecting factors such as state-of-art technology trend, accuracy, stability, and economic feasibility, in order to select the optimum method of information communication networks for integrated "Transportation-Power-Facilities" on the electric bus. In addition, the key features of each alternative for an efficient linkage have been review and the integration methodology for linking among Transportation Charging Center, Transportation(ITS, BIS) Center and smart Grid Center has been drawn up based on a technical level of difficulty of each alternative, political and administrative difficulties, and expense justification.

  • The earth resistance is a essential basic factor of the performance of the earth. The earth enables system to be operated in a stable way not only against thunderbolts, unexpected transitional currents, the inflow of voltages and electric noises but also protect human life from electric shocks. In a domestic case, there is a technique criterion about earth technique but it falls short of reality since the content is very limitted, which causes a lot of problems to establish communications facilities. This paper gives the results through actual measurement or the earth resistance as reffered date in a way to improve these problems.
