Currently we have an electro-optical space object monitoring system (OWL-Net) developed by the Korea Astronomy and Space Science Institute as the only ground-based on orbit space object tracking capability in Korea. This system can produce the ephemeris of domestic satellites and survey the geosynchronous orbit region. As the number of observation objects increases and the operation condition get worse, a low budget dedicated monitoring telescope capable of full time geosynchronous orbit region survey can support an effect operation of the OWL-Net. In this study, we analyze the requirements of a low-budget dedicated optical monitoring system for geosynchronous orbit region without the degradation of observation quality to increase the risk of corrupted ephemeris.

2006년 사회복지 · 보건분야 재정지출이 55조원 규모로 정부 총지출 221조원에서 복지재정이 차지하는 비중이 25%에 이른다고 발표되었다. 정부예산정책처에 따르면 2006년 보건복지부 소관 예산은 10조3,88억 원으로 2005년 비해 12.7% 증가하여 이는 정부 예산 증가율의 2배에 해당된다. 그러나 이는 과거 ‘SOC분야’의 주택부문이 복지분야로 분류체계가 변하면서 발생한 통계적 수치 변화에 불과하다. 2006년 기준으로 12조 1,496억 원 규모의 건설교통부 소관 주택부문 재정이 복지 분야로 포함되었으며, 이로 인해 2006년 예산이 획기적으로 늘어난 것처럼 보이는 것일 뿐 사실상 사회복지 · 보건 분야 재정지출은 12조1,496억 원을 제외하면 42조5,042억 원이다. 정부는 이를 통해 국민기초생활보장의 내실화의 차상위 빈곤계층 지원을 통한 사회안전망의 확충, 저출산 · 고령사회에 대비한 투자 확대 및 공공보건의료 기반을 강화해 ‘사회양극화’를 해소하겠다고 하고 있지만, 여전히 소득보장 기능이 미흡하고 지역 간 복지 불평등 문제를 심화시키며, 재원조달방안이 없는 등 여러 문제점을 안고 있다.

국토해양부(장관 정종환)는 지난5월 26일 송도국제도시 연세대학교 캠퍼스에서 국토해양부 장관, 녹색성장위원회 위원장, 연세대학교 김한중 총장 등이 참석한 가운데 "저에너지 친환경 공동주택(그린홈 플러스 G-home)"모델 개관식을 개최했다. 그린홈 플러스는 정부가 R&D 예산을 지원하여 산 학 연 합동으로 추진한 "저에너지 친환경 공동주택 기술개발"의 연구 성과물로서, 국내 최초로 공동주택에 저에너지 친환경 주택 기술을 적용하여 건축한 모델이라는데 의의가 있다.

Band Wittgenstein is a relatively band-shaped team since Shin Hae-Chul's previous big band "Next." The album, which features Shin Hae-Chul's unique lyrics and specific concepts, is also similar to the Next albums. However, there is a difference in sounds used on the album that are properly fused sampling based work and computer music. This album is a low-budget home recording album produced at a total cost of 3 million won. Shin Hae-Chul was in charge of the main vocals and programming, and all of the works were done together by the band members. In this album, Shin Hae-Chul focused on teamwork rather than producing his own music. The low budget could have been a constraint on music production, but it must be highly appreciated for it being a novel attempt. Musicians who create music always create conflicts between their favorite music and popular ones. However, without creative efforts, there is no evolution or development in the music industry. It is clear that constant changes can continue to develop musical ability, which leads to the development of Korean pop music.

The purpose of this study is to propose an effective PR plan for government policies in order to make the people aware of the importance of the fertility rate by seeking strategies to counter the low fertility rate. Focus group interviews were conducted with 6 experts with high expertise in government policy advertising and public relations among advertising and public relations academics and practitioners. It was found that low fertility PR strategy raised the problems of integrated public relations and budgeting. PR message strategy was lacked a creative approach suitable for the target, and the media strategy did not reflect the characteristics of the younger generation. Based on these research results, an improvement plan for government PR to counter the low fertility was proposed, and it is expected that it will be used for policy making in the future.

휴대용 SAM은 최전방 야전부대와 병행하여 차량 또는 도보로 기동하면서 일정한 사하지점에서 운용병이 직접 휴대하여 운용되므로 진지선정이 용이하고 관심공역에서 명중률이 높아 거점 및 기동방어로, 저고도로 침투하는 항공기를 효율적으로 대처할 수 있는 우수한 방공무기로 평가받고 있다. 따라서 세계 선진국가에서는 방위예산의 삭감에도 불구하고 휴대용 SAM 개발 및 배치를 계속 추진하여 효율적인 지근거리 방공 무기체계로 적극 운용한고 있는 실정이다

공중보건치과의사 및 공직치과위생사들이 사재를 쏟아 부어 겨우 행사를 마무리하는 경우도 종종 생기게 되는데 이러한 현상은 결국 일선에서의 참여 의욕저하라는 근본적인 문제점을 초래할 수밖에 없다. 따라서 보건복지부에서 관련지침을 내려보내 줌으로써 각 보건소 및 보건지소의 예산에 적정 수준의 구강보건사업비가 책정될 수 있도록 하거나, 치협이 각 지역의 치과의사회에 대하여 적극적으로 업무 협조 요청을 함으로써 매년 일정수준의 구강보건사업비를 지원할 수 있도록 이끌어내야 한다.

한전 전력연구원은 최근 서울대 기초전력공학공동연구소와 공동으로 원자력발전소 중$\cdot$저준위 방사성폐기물의 처리$\cdot$처분에 사용하기 위한 고건전성 용기를 개발했다. 93년 4월부터 95년 1월까지 총 3억2천만원의 예산을 들여 개발한 이 용기는 국제기준에 부합하는 내구수명 3백년 이상의 고건전성 용기로서, 이 용기의 개발로 제조기술 국산화를 통한 기술자립과 수입대체에 따른 외화절감은 물론, 연간 약 450드럼의 폐기물발생량이 절감될 것으로 기대된다.

소프트웨어에 대한 요구사항이 증가하고 그 규모가 점차 거대 복잡해짐에 따라 소프트웨어의 재사용은 주목할만한 이슈로 부각되고 있으며 많은 기법이나 지침이 제안되고 있다. 특히 저 예산으로 짧은 개발 기간 동안 기존의 시스템을 버리지 않고 새로운 시스템을 구축하려는 기업들의 요구에 맞게 최근 EJB기반의 컴포넌트 개발은 재사용성을 확보할 수 있는 가장 주목받는 방안으로 제시되고 있다. 본 논문에서는 사원정보관리 어플리케이션에 EJB를 적용해 컴포넌트로 함으로써 컴포넌트 개발 시 실무적인 유용성을 검증해 본다.
