올해도 계속된 '안전불감증으로 인한 참사' 2013년 주요 안전사고 총정리 - 사후약방문(死後藥方文) 반복, 선제적 예방조치 필요

  • 박근혜 대통령은 지난 11월 12일 열린 소방의 날 기념식 행사에서 최근의 사고현황에 심각한 우려를 표명하며, 이를 개선하기 위해 전력을 다하겠다고 천명했다. 당시 박 대통령은 "최근 빈발하고 있는 유해화학물질 누출사고를 비롯해 각종 재해에서 보듯이, 현대사회의 재난은 한 번 발생하면 피해규모가 매우 크고 돌이키기 힘든 고통을 초래하는 경우가 많다"면서 "국민 안전을 더욱 튼튼하게 지키는 안전관리 시스템을 구축해 나갈 것이라고 밝혔다. 이처럼 아직도 우리나라의 안전수준은 대통령이 우려를 표명할 정도로 심각성을 드러내고 있다. 해가 지나면서 조금씩 개선되는 양상을 보이고는 있지만, 선진국 수준의 안전문화는 여전히 우리에게 먼 얘기라고 할 수 있다. 올해 발생했던 수많은 재해와 사건사고가 이를 증명한다. 희망찬 기대를 안고 시작했던 2013년이었지만, 다양한 사건사고로 인해 연일 '안전불감증'이라는 단어가 끊임없이 회자됐다. 우리 안전문화의 현주소를 되짚어보고, 이것이 안전 선진국으로 가는 계기가 되길 바라면서 부실한 안전관리, 미흡한 안전의식이 원인이 되어 발생했던 2013년도의 주요 재해를 모아봤다.

Analysis of the Effectiveness and Feasibility of Accident Analysis Policy for Construction Safety from the Perspective of System Safety (시스템안전 관점에서의 건설안전 사고분석 정책의 효과성 및 타당성 분석)

  • Purpose: The construction industry is a complex mechanism in which multiple processes are carried out at the same time, and the frequency and severity of accidents account for a higher proportion than other industries, and the accident fatality rate also accounts for more than 50% of all industries. In order to reduce such accidents, the government's disaster investigation method analyzes the limitations from the system safety point of view and proposes improvement plans. Method: The main contents of the government's serious accident investigation were identified, and the effectiveness/adequacy was analyzed from the system safety point of view. Result: Disaster investigation and analysis techniques tailored to violations and compliance were limited in providing fundamental solutions, and alternatives for accident prevention were possible for each component of the system when safety constraints, controls, and hierarchical interactions were combined. Conclusion: When combining the disaster investigation and analysis method from the current accident analysis method from the perspective of system safety, it is possible to identify the problems of interaction by class and communication process, so it is possible to suggest alternatives to prevent accidents from an integrated perspective.

  • All kinds of disasters are occurring for several reasons in modern cities. So, We need the disaster management system to deal with them at this point that Those disasters are getting larger and more frequent. We organized the database into three categories; the traffic accident database on traffic accidents that is recognized as a typical disaster resulting from vehicles's increasement rapidly in modern urban life, the gas explosion disaster database on gas explosion that causes to fatal damage through broad areas, and the bridge management database that contains bridge resource information and repair record. In this study, we developed the Disaster Management System using the wireless internet GIS that can access the database and identify field information for the accident area in emergency situation as well as can modify and update the database in field directly, so that can cope with the disaster situations effectively.

  • 최근 들어, 여러 곳에서 산업재해가 발생하여 심각한 인명피해와 경제적인 손실을 불러오고 있다. 산업재해의 발생빈도를 최대한 줄이기 위해서는 산업재해의 원인이 되는 다양한 요소들을 파악하여 원인을 차단하는 것이 필수적이다. 본 논문은 여러 산업재해 간 유사성이 존재한다는 사실에 기반 하여 산업재해 빅 데이터 분석을 통해 사고를 일으킬 수 있는 원인을 파악하여 잠재적인 사고의 발생을 예방하고, 위업요인을 예측할 수 있는 효율적인 산업재해 빅 데이터 활용방법을 제시한다.

Real-time Fall Accident Prediction using Random Forest in IoT Environment (사물인터넷 환경에서 랜덤포레스트를 이용한 실시간 낙상 사고 예측)

  • As of 2023, the number of accident victims in the domestic construction industry is 26,829, ranking second only to other businesses (service industries). The accident types of casualties in all industries were falls (29,229 people), followed by falls (14,357 people). Based on the above data, this study attaches sensors to hard hats and insoles to predict fall accidents that frequently occur at construction sites, and proposes smart safety equipment that applies a random forest algorithm based on the data collected through this. The random forest model can determine fall accidents in real time with high accuracy by generating multiple decision trees and combining the predictions of each tree. This model classifies whether a worker has had a fall accident and the type of behavior through data collected from the MPU-6050 sensor attached to the hard hat. Fall accidents that are primarily determined from hard hats are secondarily predicted through sensors attached to the insole, thereby increasing prediction accuracy. It is expected that this will enable rapid response in the event of an accident, thereby reducing worker deaths and accidents.

  • According to the recent "Status of Industrial Accidents at the End of December 2020" released by the Ministry of Employment and Labor, each industry is subject to industrial accidents. The number of accident deaths by construction industry, accident deaths by accident type fell, and accident deaths by workplace size were 5 to 49, indicating that most accident deaths occurred due to falling accidents at small construction sites. Therefore, urban living houses are small construction sites, and the probability of falling accidents is very high. Fall simulation training for disaster occurrence is conducted mainly by large construction ordering organizations in the public sector, and it is the first case in Korea that a housing construction company has conducted at a small construction site. This study analyzed and presented the definition, construction characteristics, and safety management status of urban living houses, and developed and spread an emergency relief procedure manual in the event of a fall accident to minimize deaths.

  • Construction workers occupies only $10{\%}$ of the entire industry, but the $30{\%}$ of the critical accidents in whole industry occurs in construction industry. Since there are many dangerous process and lack of safety information measures in the construction industry, both short and long term operation in education, training, and information are necessary. Examples for existing accidents in construction sites will be very useful for preventing accidents. And if the research for individual accidents perfectly achieved, it will give valuable information to construction sites which will be very useful for preventing accidents. The object of this study is to develop construction safety information system to give safety information to construction process by work field. The data base are made from 860 major accidents mostly in buildings and apartments in year 1999 through 2000(KOSHA).

A Study on Risk Factors and Analysis Methods for Identifying Hazardous Zones of Safety Accidents on Community Roads (생활도로 안전사고 위험요인 및 위험구간 분석방안 연구)

  • Community roads pose risks for traffic accidents, falls, crimes, and disasters, threatening pedestrian safety. However, current road management and safety systems primarily focus on arterial roads, and fail to adequately consider the unique characteristics of community roads. This study presents a methodology to more effectively predict various pedestrian accidents on community roads by categorizing risk zones based on a distribution of risk factors. Through field surveys, key risk factors for each type of accident were identified, and the frequency of these factors was used to classify risk zones, which were then visually represented using GIS. Applying this methodology to Seoul's Seocho 1-dong, a comparison with actual accident data revealed a partial correlation between the predicted risk zones and actual locations of traffic and disaster-related incidents, thereby validating the methodology. This study is expected to serve as a policy tool for preventing accidents and enhancing safety on community roads.
