Damage on assets and lives caused by natural disasters can be minimized by the provision of early warning information and preventive activities. In this sense, the importance of a disaster early warning system continues to increase. This study specifies the kinds of early warning systems depending on the type of natural disasters such as typhoon, flood and heavy snow. The mechanism for information transmission and status of early warning operations are analyzed. Through this analysis, the urgent need to establish a national integrated early warning transmission system is emphasized. In addition, this study offers methods to prevent unnecessary overlapping of investments by establishing an organic mechanism among individual early warning systems. Based on the standardization of disaster-related information, this study also provides methods to improve the efficiency of disaster early warning systems by organizing a permanent team for handling the systematic management and operation of the system.

As global warming has caused the number of abnormal changes in climate to increase throughout the world, much damage has occurred recently in Korean Peninsula which results from unexpected heavy rains, landslides, and floods from typhoons. To prevent and cope with these annually repeated natural hazards, the overall improvements are needed, including systematic management of the existing natural hazard information and improvement of hazard information. In this study, multi-purpose hazard information map based on digital image was constructed as an effective way to enhance hazard management considering regional characteristics and hazard response capabilities in the field. Multi-purpose hazard information map with a new concept by fusion of geospatial information and hazard attribute information is able to support quick decision for hazard management making and development of hazard information system.

도시의 안전을 위해서 재해 발생시 대응 및 복구와 같은 사후처리도 중요하지만 재해에 취약한 지역을 사전에 파악하고, 예방적 차원에서 이러한 지역들을 체계적으로 관리하는 것이 점차 중요해지고 있다. 본 연구는 대도시 관리차원에서 필요한 방재지도의 유형 중 하나로 화재를 상정하여, 화재위험지역을 선정하는 기준을 설정하고 이 기준에 맞춰 서울시 종로구 창신동을 사례지역으로 하여 화재위험지도를 시범적으로 구축하는 것을 주요 내용으로 한다 화재위험지도성은 방재업무에 있어 지역성에 기초하여 취약지구를 사전에 파악하고 체계적으로 관리하는데 활용될 수 있으며, 나아가 지구단위계획 등의 도시계획업무에서 방재를 고려한 토지이용계획 수립 및 도시계획시설 배치 등에 활용될 수 있을 것으로 판단된다.

한국에서는 많은 산업재해로 인해 물질적 손실뿐만 아니라 국가 신뢰도에도 영향을 미치고 있어 선진국이 되기 위해서는 산업재해를 획기적으로 줄여야만 한다. 산업재해 예방을 위해서는 여러 방법 중 각 사업장의 안전관리를 담당하고 있는 산업안전관리자를 좀더 효율적으로 양성할 필요가 있다. 효율적인 안전관리자를 양성하기 위해서는 이들의 교육과목이 체계적으로 연구되어 각 과목들의 상대적 중요성의 분석이 필요하다. 본 논문에서는 이들 교과목의 상대적 중요도를 분석하였고 이의 타당성을 평가하였다. 안전관리자를 위한 상대적 중요도 분석은 AHP(Analytical Hierarchy Process)를 이용하였다. 분석결과 안전관리분야(W=0.355), 인간공학 및 시스템안전분야(W=0.242), 기계안전분야(W=0.13), 건설안전분야(W=0.12), 전기안전분야 (W=0.091), 화공안전분야(W=0.062)순으로 안전관리분야와 인간공학 및 시스템 안전분야의 상대적 중요성이 높게 평가되었다. 이러한 결과는 학교 교과목뿐만 아니라 산업안전공단이나 산업안전협회 등의 안전교육 계획수립 시에도 많은 도움이 될 것이다.

In accordance with the Act on Punishment of Serious Disasters, terminal operators are required to establish and operate a safety and health management system such as manpower and budget necessary for disaster prevention, and establish and implement measures to prevent recurrence in the event of a disaster. This is a study on how to use the port facility safety management system linkage to prevent safety accidents in port facilities due to the introduction of autonomous driving port equipment and to support decision-making promptly in case of safety accidents.
