IMF이후 건설 물량 감소에 대비하여 재해율은 증가 추세에 있고, 오히려 재해 강도율은 높아져 중대사고가 많이 발생하고 있는 추세이며, 건설업체에서는 안전관리에 대한 비용을 더욱 아끼려고 하고 있고, 비용 절감을 위해 재해예방을 위한 안전시설 비용이나 안전활동 비용을 투자하지 않고 있다. 따라서 본 연구에서는 노동부와 한국산업안전공단 및 재해예방 인력을 활용하여 안전 순찰 점검활동을 지원함으로서 각종 증대재해 위험요소를 사전에 제거함으로써 재해로 인한 손실을 최소화하여 국가 경제발전에 기여하고자 한다.

Purpose: Suggests measures to improve the construction company's safety management system according to the enforcement of the Severe Accident Punishment Act. Method: The effectiveness of practice-oriented disaster prevention activities was analyzed through safety and health diagnosis of the level of safety and health management system for the countermeasures against the Severe Accident Punishment Act implemented at the construction site and headquarters. Result: The effect of reducing the accident rate and the advancement of the safety and health management system were analyzed by linking the Severe Accident Punishment Act with the safety and health management system, and a plan to improve the safety and health management system was presented through the analysis of the comprehensive results of safety activities before and after the implementation of the Severe Accident Punishment Act. Conclusion: The effect of practical performance measurement was manifested through the improvement of business owners' awareness, the expansion of investment for disaster prevention, and the quantification of disaster prevention activities according to the enforcement of the Severe Accident Punishment Act.

대한민국은 노인인구 증가와 출생율 감소로 인해 생산인구가 고령화되고 있으며 청장년 근로자에 비해 상대적으로 신체적, 심리적으로 산업재해에 취약한 중고령 근로자의 안전은 재해율을 상승시키는 주요 원인으로 꼽힌다. 본 논문에서는 근로자건강검진을 표본으로 하여 신체기능의 특징과 심신기능 변화에 따른 중대재해 원인을 파악하고 재해예방 3E 이론에 따른 대책을 마련하여 건설현장 중고령 근로자의 재해예방 방법을 구축하였다. 분석결과를 토대로 기술적인 측면에서 추락재해예방을 위한 안전난간, 다기능성 강선형 비계, 수직비계 등의 개발을 통해 위험 작업을 간소화하여 재해 가능성을 낮추는 방법을 도출하고 관리적 측면에서 재해정보 관리시스템을 통한 재해정보 관리방안을 제시하였다. 또한, 교육적인 방법으로는 중고령 근로자만을 대상으로 하는 별도의 특별교육과 감독을 제안하였다. 본 연구를 지속적으로 발전시켜 효율적이고 체계적인 안전관리대책을 마련한다면 건설재해예방에 크게 기여할 것이다.

UN은 1990년대를 전세계적인 자연재해 감소를 위한 10년(IDNDR)으로 지정하고 이러한 취지로 제네바에 사무국을 개설했다. 그에 대한 반응으로 국제 과학 연합회는 IGU를 통해 여러 지역에서의 지리적 연구를 지원하고 있다. IGU는 1992년에 개최된 제 27차 IGC에서 자연재해연구 분과를 개설하여 지리학에 있어서 새로운 기술을 개발하는데 강조를 두는 다양한 자연재해 프로젝트에 지리학자들을 포함시키려는 노력을 시작했다. 지리학자들은 IDNDR에 중요한 공헌을 하고 있는데, 특히 재해 관리를 위한 GIS의 영역과 지도화와 재해 평가를 위한 원격탐사, 재해 반응에 대한 GPS의 이용 등이 이에 포함된다. 지리학자들은 지도화와 재해를 경감시키려는 노력에 중요한 역할을 하고 있으며, 이미 재해를 입은 지역에 대해 복구 계획을 세우고 있다. CONAHA는 2000년에 서울에서 개최되는 제 29차 IGU에서 UN에 의해 시작된 안건을 지지하게 됨으로 그 역할을 마무리하게 될 것이다. 영구적인 공헌 중에는 1998년에 산악 재해에 관한 발간을 시작으로 자연재해에 관한 책 시리즈와 UNESCO에 의해 발간된 Life Systems 백과사전 내용 중 자연재해에 대한 부분이 포함된다는 것이다

Whenever several natural disasters hit Korea with huge damage of property loss and death toll, government spends huge sums of money for rehabilitation of devastated areas every year. It's time to discuss about a natural disaster insurance, which is a long-term as well as precautionary measure. It is advisable to discuss government involvement through the natural disaster insurance, implementation of countermeasures against natural disasters. The natural disasters insurance have to executed as follows, 1) introducing natural disaster insurance with characteristics of social welfare, which makes fast recovery and anxiety reduction in the low-income bracket. 2) advisable to mix the methods of microinsurance including the natural disaster and index insurance.

IMF이후 건설 물량은 감소하고 있는 경향이나 재해율은 그다지 감소하지 않고 있고 여전히 중대재해는 계속 발생하고 있는 추세이며, 건설업체에서는 안전관리에 대한비용을 더욱 아끼려 하고 있어 비용절감을 위해 재해예방을 위한 안전시설 비용이나 안전활동 비용을 투자하지 않고 있다. 따라서, 본 연구는 중·소규모 건설현장 안전점검의 실태를 조사 분석하여 문제점을 도출하고 효율적 운영방안을 제시하는 것으로 하였다 현행 안전점검의 실태조사를 위하여 안전점검의 관계담당자인 전국의 노동부 지방노동관서 근로감독관, 한국산업안전의 각 지역본부 및 지도원 기술직원, 안전점검대상 건설현장 관계자에게 각각 설문 조사지를 배부하여 실태를 조사하고 분석하였으며, 또한 노동부의 최근 년도인 1999년, 2000년도의 재해발생통계 및 안전점검실적 자료, 대한건설협회의 최근 년도별 건설공사 수주금액, 공사규모별 현황 및 외국의 건설현장 안전점검사례를 수집하고 분석하였다. 이러한 실태조사 등 수집된 자료분석 및 각종 참고문헌 연구를 통하여 안전점검의 대상현장을 선정하는 기준과 위반사항에 대한 행정 및 사법조치 기준에 대한 문제점을 제시하고 이러한 문제점에 대하여 효율적인 개선대책을 제시하였다.

Government needs a risk assessment method that is effective in preventing accidents as a part of the three principal projects of the government for protecting the people's lives for establishing preventative measures to prevent accidents in the construction sites, which accounted for more than half of all accidental mortality accidents, and promote the safety-oriented culture for making fundamental changes. Accidents at the medium and small sized construction sites accounted for 88.9% of the total construction accidents. The data indicates that improper management and lack of advanced safety measures due to the absence of a safety supervisor are the biggest problems. It is believed that active measures to evaluate and prevent risks at construction sites are necessary for preventing accidents in the medium and small sized construction sites. The objectives of this study is to identify the key risk items of common accident causes and propose a practical, preemptive, and improved risk assessment method by evaluating the problems in the safety management of construction sites for reducing the accident rate in the medium and small sized construction sites.
