Moderating Effects of Social Support and Social Participation of the Relationship between Depression and Quality of Life of Elderly Victims of Disaster (재난피해 노인의 우울과 삶의 질의 관계에서 사회적 지지와 사회참여의 조절효과)

  • The purpose of this study is to elucidate the social welfare implications and to secure the quality of lives(QOLs) of elderly victims from disaster, and by analyzing the effect of depression on their QOLs and the moderating effects of social support and social participation. This study utilized data from the third year (2017) of the Long-term Investigation of Disaster Victims established by the National Disaster Management Research Institute(NDMI) in the Republic of Korea. The subjects were 666 elderly people aged 65 and over who had experienced disaster. The collected data were analyzed using SPSS 21.0 statistical package. The results were as follows: First, the depression of elderly victims of Disaster had a significant effect on the quality of life in the elderly. Second, the social support was found to have a moderating effect on the quality of life of elderly depression. Third, the social participation didn't show any significant moderating effect. But the social participation had a significant effect on the quality of life in the elderly. The results of this study suggest that in order to reduce the depression of elderly victims of Disaster and improve the quality of life, it is necessary to provide various types of psychological support services, to form a social support system and to activate social participation reflecting the disaster and characteristics of the community.

  • 통계청에 의하면 65세 이상 인구가 2024년 1,000만명을 도래할 것으로 예측하고 있으며, 노인인구 증가와 함께 노인치안 이슈들은 매년 증가하고 있다. 특히, 경찰청 자료에 따르면 최근 5년간 노인범죄피해는 매년 증가하고 있는 것으로 나타났다(경찰청, 2021). 치안서비스 대상에서 주요한 영역을 차지하게 될 노인을 대상으로 한 범죄예방정책을 마련하기 위하여 범죄피해노인의 특성에 관한 연구를 함에 있어 연도별 노인의 범죄피해영향요인의 차이가 있는지를 이 연구에서는 분석하고자 하였다. 따라서 이 연구에서는 한국형사·법무정책연구원의 2014년, 2016년, 2018년 전국범죄피해조사 2차 자료를 활용하였으며, 그 중 만65세 노인대상 자료만을 추출하여 2014년 1.921명, 2016년, 2,935명, 2018년 2,707명을 각각 최종분석에 활용하였다. Spss ver 21. 통계프로그램을 활용하여 로지스틱회귀분석을 실시하였으며, 연구결과 2014년에는 사회적 무질서 수준과 노인범죄피해와의 관계성이 높았다면, 2016년에는 물리적 무질서 수준과 노인범죄피해와의 관계성이 높았고, 2016년과 2018년에는 독거노인과 빈 집으로 가구가 노출되는 시간이 긴 정도가 노인범죄피해와의 관계성이 높은 것으로 볼 수 있었다. 이러한 연도별 노인 범죄피해 영향요인의 변화를 실증연구를 통해 검증함으로써 추후 노인범죄예방을 위한 정책마련의 자료로 활용하고자 한다.

  • 디지털과 인터넷의 발달로 재난안전 정보 서비스는 오프라인, 온라인 등 다양한 채널을 통하여 제공되고 있다. 특히, 재난안전과 관련된 정보는 재난 대비와 재난 피해에 영향을 미치는 점에서 재난안전 정보 서비스 제공은 중요하다. 그러나 노인은 오프라인과 온라인 정보 접근성에 있어 제한사항이 있다. 따라서 본 연구에서는 노인의 관점에서 현재 제공되고 있는 대비에 초점을 둔 재난안전 정보 서비스를 오프라인과 온라인으로 구분하여 현황분석을 하였다. 노인을 위한 재난안전 정보 서비스의 개선방안을 통하여 앞으로 재난안전 정책에서 나아가야할 방향을 살펴보고자 한다.

  • 본 논문에서는 재난 시 보다 안전한 생활을 할 수 있을 것인가에 관심을 가지고 있다. 재난을 당하기 전에 재난에 대해 미리알고 몸으로 체득하는 다양한 형태의 안전교육이 활성화 되고 다양한 프로그램이 개발되어 모든 사람이 동일하고 신속한 대처를 통해 피해를 최소한으로 줄일 수 있는 방법의 모델을 찾아 보고 안전 취약계층인 어린이, 장애인, 노인세대에 대한 안전교육이 강화되어야 하고 또한 주민들이 자발적인 교육을 통해 실질적인 재난 상황에 대처할 수 있는 다양한 교육 내용도 개발하고 다양한 계층별 교육 프로그램도 개발이 이루어져야 한다. 전문화된 안전교육 인원의 확보 전략과 전문인력의 적재적소에 배치될 수 있도록 활용계획 등 내실 있고 효과적인 프로그램도 가져야 한다. 특히 재난에 대처하는 안전문화로 발전은 지역사회 시민, 지방자치단체, NGO, 기업 등이 다양한 행동 주체로 의사 결정을 공유하고 상호조정과 협력하는 형태의 장기적인 네트워크를 지속적으로 구축을 통해 안전문화가 정착할 수 있는 토대를 마련할 수 있다.

The Role of Occupational Therapist in Disaster Management (재난상황에서 작업치료사의 역할에 대한 고찰)

  • Objective : In October 2016, the most powerful earthquake, magnitude 5.1 and 5.8 struck the city of Gyeongju in Korea. Although it did not take a toll, this implicates potential disaster in the future. Taking this earthquake, this paper considers the healthcare system responding to disaster in non-government organization and other countries, and investigates the roles of occupational therapist in disaster management. Methods : This paper reviews literature related to healthcare system and roles of occupational therapist in disaster response. Results : Humanitarian recovery mission of Red Cross impacted and facilitated the recovery of vulnerable population including children, elderly and people with disabilities in disaster response. It was also emphasized by occurring large population with disabilities after disasters so that the concept of rehabilitation and occupational therapist's role was required. Occupational therapy practitioners play an important role in the stage of disaster preparedness, response and recovery and their target population is children, elderly and people with disabilities. Conclusion : The most of NGO and counties take the concept of rehabilitation into healthcare system responding to disaster. However, the system in Korea stays in emergency level. It is important to take the humanitarian recovery and rehabilitation concept to disaster relief. the survivors would be able to return to their normalcy and health life.

A Study on the Coping Behavior of Older People in the Warning Phase of Disaster (재난 시 노인의 대처행동에 관한 연구)

  • The purposes of this study were to examine the coping behavior of the elderly in the warning phase of disaster and to explore factors influencing the coping behavior of the elderly. Data were collected from 130 senior citizens aged over 60 who are residing in Pyungchang and Injae of Kangwon province which had damaged by flood disaster in 2006. Perry & Lindell (1997)'s index, a series of six categories that represent coping behaviors which progressively approximate the action of evacuating in the warning phase of disasters was used. Results showed that respondents have high coping skills. Although Activities of Daily Living (ADL) has positive influence on the coping behavior, length of residence has negative effect on the coping behavior of the elderly. This finding proves the elderly are not uncompliant or uncooperative population in the warning phase of disaster. This result also emphasizes the importance of rapid and accurate giving of public warning system of disaster and necessity of prior notification of useful information about natural disaster and effective evacuation plan for the elderly.

  • 현대사회의 산업 현장에서 기계가 사람들을 대체하면서 작업의 효율을 높이고 있다. 많은 산업 분야에서 사람들을 기계로 대체하고 있는데, 재해 및 사고 현장이나 위험 지역 조사 등에 대한 탐사 활동은 대부분 인력이 차지하고 있으며, 탐사 활동에 참여하는 많은 인력들은 2차, 3차 사고에 쉽게 노출되어 있으며, 그로 인한 인력소모가 심하다. 따라서 우리는 인력 투입 전 사고 및 재난 현장이나 위험 지역에 인력을 투입하기 전 피해를 최소화 하면서 탐사 인력에 대한 안전이 보장된 근무 환경을 개선 시키기 위해서 무인 탐사차량을 생각하게 되었다. 무인 탐사 차량에는 아두이노와 라즈베리파이를 메인으로 삼았고, 현장의 온도와 습도, 화재여부, 가스여부를 측정하기 위한 센서들은 아두이노에 연결하고, 카메라와 라이다센서의 경우 라즈베리파이에 연결을 하였다. 그리고 모든 데이터값은 블루투스와 와이파이 모듈을 통해서 수신받을 수 있게 프로그램을 구성하였다.

Remote Sensing and Geo-spatial Information Utilization for Managing Disaster in Korean Peninsula (한반도 재난 관리를 위한 원격탐사와 공간정보 활용기술)

  • The National Disaster Management Research Institute(NDMI) has been developed technologies for disaster management applicability as well as disaster monitoring and damage analysis based on various earth observation platforms such as satellites, drones, and disaster field investigation vehicles. In this special issue, recent research results related to the disaster site investigation, satellite-based disaster management technology, and disaster information analysis using GIS conducted by NDMI are described in detail. Based on such achievements in the research of earth observation, we will continue to make efforts to improve the integrated national disaster investigation, analysis, and monitoring technology by connecting with the existing geo-spatial information service technology and various information collected at the disaster site.

A Study on the Use of Drones for Disaster Damage Investigation in Mountainous Terrain (산악지형에서의 재난피해조사를 위한 드론 맵핑 활용방안 연구)

  • In the case of forest areas, the installation of ground control points (GCPs) and the selection of terrain features, which are one of the unmanned aerial photogrammetry work process, are limited compared to urban areas, and safety problems arise due to non-visible flight due to high forest. To compensate for this problem, the drone equipped with a real time kinematic (RTK) sensor that corrects the position of the drone in real time, and a 3D flight method that fly based on terrain information are being developed. This study suggests to present a method for investigating damage using drones in forest areas. Position accuracy evaluation was performed for three methods: 1) drone mapping through GCP measurement (normal mapping), 2) drone mapping based on topographic data (3D flight mapping), 3) drone mapping using RTK drone (RTK mapping), and all showed an accuracy within 2 cm in the horizontal and within 13 cm in the vertical position. After evaluating the position accuracy, the volume of the landslide area was calculated and the volume values were compared, and all showed similar values. Through this study, the possibility of utilizing 3D flight mapping and RTK mapping in forest areas was confirmed. In the future, it is expected that more effective damage investigations can be conducted if the three methods are appropriately used according to the conditions of area of the disaster.

Disaster Experiences and Perception of Older People in Gangwon Province: A Comparison of Elderly Men and Women (강원도 노인의 수해경험과 재해인식에 관한 연구 - 남성노인과 여성노인의 비교 -)

  • This study aimed at investigating elderly people's experiences and perception of flood disasters in Gangwon province, which is mainly devastated by flood disasters, and seeking to the coping strategy against vulnerability of disaster between elderly men and women. A total of 183 elderly people aged 60 and over who were directly or indirectly damaged by flood disasters of 2006 in Pyung-chang and In-je in Gangwon province were selected for this study. According to the study results, there were no statistical differences in disaster experiences between elderly men and women, however, a statistically significant difference was found in the perception of disaster among them. Although elderly women are more likely to perceive the possibility of secondary flood disasters than elderly men, elderly women are less knowledgeable than elderly men in disaster attacks and they have appeared to have low coping skills. This study showed that elderly women were more likely to live alone than elderly men and they have low income comparing to the elderly men. In conclusion, elderly women should be considered as a most vulnerable group to the disaster and gender-based approach is necessary to take measures in disaster prevention.
