The objective of this paper is to develop an intelligent decision support system that is able to advise disaster countermeasures and degree of incidents on the basis of the collected and analyzed signs of disasters. The concepts derived from ontology, text mining and case-based reasoning are adapted to design the system. The functions of this system include term-document matrix, frequency normalization, confidency, association rules, and criteria for judgment. The collected qualitative data from signs of new incidents are processed by those functions and are finally compared and reasoned to past similar disaster cases. The system provides the varying degrees of how dangerous the new signs of disasters are and the few countermeasures to the disaster for the manager of disaster management. The system will be helpful for the decision-maker to make a judgment about how much dangerous the signs of disaster are and to carry out specific kinds of countermeasures on the disaster in advance. As a result, the disaster will be prevented.
Life Environment is rapidly changing and large scale disasters are increasing from the global warming. Although the disaster repair resources are deployed to the disaster fields, the prevention of the disasters is the most effective countermeasures. the disaster sign data is based on the rule of Heinrich. Automatic extraction of the disaster sign data from the web is the focused issues in this paper. We defined the automatic extraction processes and applied information, such as accident nouns, disaster filtering nouns, disaster sign nouns and rules. Using the processes, we implemented the disaster sign data management system. In the future, the applied information must be continuously updated, because the information is only the extracted and analytic result from the some disaster data.
Disaster sign data is confirmed data by the experts to the collected data from web and users. In this paper, we focused to make the risk scores to the data based on ontology technology. To analyse the data, first of all, we defined the ontological structure for 4 kinds of disaster types which consists of the bridges, workplaces, buildings, and walls. Base on the ontologies, collected the accidents examples, and then extract the risk rules from the examples. The rules are adjusted with frequencies and weights, and managed to the ontology DB. The rules apply to the disaster sign data, and then calculates the risk scores. It plays role of the index to the risk rates. The disaster sign data management system was implemented and the rules were verified to the system. Because the quality of the risk scores to the disaster sign data depends on the data of the accidents examples's qualities, we assure that the system's performance will be monotonic increasing following up the data upgrades. Continuously, data management is needed. Also the quality control of the rules are needed.

인공지능 기법의 급격한 발달에 따라 다양한 분야에서 인공지능 기법을 활용하기 위한 노력이 이루어지고 있다. 재난은 발생하기 전에 다양한 전조 현상을 나타내나 수많은 정보 속에서 전조 증상을 정확히 인지하는 것은 매우 어렵다. 따라서 인공지능은 방대한 사전 정보의 해석을 통해 재난 발생의 전조를 신속 정확하게 감지하는데 최적의 기술이다. 최근 OpenAI의 딥러닝 기반의 언어모델인 GPT(Generative Pre-trained Transformer)의 성능이 기대 이상을 나타내면서 많은 분야에서 GPT에 대한 관심과 실험이 시작되고 있다. 본 실험에서는 GPT를 이용하여 재난 검색 및 해석의 특징을 검토하여 보았다. 정확한 재난 기록은 정확한 재난 예측을 위해 반드시 필요한 자료이나 부정확한 재난 기록은 그 기록이 비록 방대하더라도 오히려 예측의 신뢰도를 크게 떨어뜨린 수 있다. 따라서 비지도학습 기반의 대화형 인공지능을 재난 검색에 활용하기 위해서는 인공지능 기법의 인지 특성을 반드시 가늠해 봐야 한다. 향후 보다 많은 연구자가 이에 관심을 가진다면 보다 정확한 인공지능 기반의 재난 탐지 기술의 개발이 가능할 것으로 기대된다.

여러 가지 예측하기 힘든 요소에 의해서 발생되는 재난을 미리 감지하는 것은 매우 어려운 일이다. 특히, 일부라도 예측할 수가 있는 자연재난이 아닌 복합재난의 경우, 측정될 수가 있는 정형적인 데이터가 존재하지 않기 때문에 재난을 예측하기 위한 데이터가 없는 것이 현실이다. 본 논문에서는 재난에 대한 전조를 감지하기 위해 소셜미디어에서 사람들이 직접 생성하는 소셜 빅데이터를 활용하여 재난과 관련된 메시지의 감성이 재난전조와 연관성이 있다는 것을 알아보고자 한다. 그래서 실제 사람들이 작성한 재난과 관련된 트윗을 수집하고 감성분석하여 재난발생 전후의 감성변화를 분석하였다.

사물 인터넷을 기반으로 지하철역사의 재난 전조를 조기에 발견하고 승객들에게 피난을 유도하는 지하철 재난전조 감지 시스템 개발에 있어서 재난 발생시 상황대피 유도방법과 정확한 재난 위치 알림 및 대피경로 안내는 재난 상황에 빠른 대피와 인명피해를 최소화 할수 있는 매우 적극적인 대안이 될 수 있다. 따라서 본 연구에서는 대피를 가장 효율적으로 유도할 수 있는 재난대응 EL Display 통합 보드를 개발하였으며 이를 현장 실험을 통해 실제 활용성에 대한 검토를 실험하였다. 특히, EL패널을 재난 대피유도용으로 활용한 사례가 없어 현장적용테스트를 거쳐 그 활용 가능성을 검증하였다.

Notifying emergency evacuation methods, accurate disaster location and evacuation route guidance can be very active alternatives to quickly minimize evacuation and casualties in disaster situation in the development of subway disaster prevention detection system that detects the disaster signs at the subway station early on the basis of Internet of things and leads passengers to evacuate. It's not easy to ensure perfect functioning of fire fighting facilities and equipments due to underground space structure with narrow exits. Therefore, we developed disaster provision EL Display integrated board that can induce the most efficient evacuation and the field experiment was conducted to examine the practical application in this study. Especially the applicability was verified by field application test because there is no case in which EL panels are used to evacuate disasters.

재난은 사전 경고도 없이 빈번하게 발생하는 자연 재해, 교통사고, 그리고 범죄와 같은 사회적 재난이다. 재난을 충분히 대비 할 수 있고 피해를 줄일 수 있는 한 방안으로 통신기술 연구가 활발히 진행되고 있다. 허버트 윌리엄 하인리히는, 큰 사고는 우연히 또는 어느 순간 갑작스럽게 발생하는 것이 아니라 그 이전에 반드시 경미한 사고들이 반복되는 과정 속에서 발생한다는 것을 실증적으로 밝힌 것으로, 큰 사고가 일어나기 전 일정 기간 동안 여러 번의 경고성 징후와 전조들이 있다는 사실을 입증하였다. 때문에 언제 어디서나 일어날지 예상 할 수 없는 상황에서 재난 재해를 대비하기 위한 방안이 필요하다. 본 논문에서는 사용자가 특정 건물이나 위치에서 재난감지장치 센서를 배치하여 현재 상황을 정보를 표현하고, 임베디드 상황 정보 분석과 해석을 통해 구현 하고자 한다.

최근 모바일 인터넷과 소셜미디어 등장으로 데이터가 폭발적으로 증가하고 있으며, 이를 활용하여 정치 사회 경제 등 제반 이슈와 연계된 분석 예측의 중요성이 날로 증가하고 있다. 특히 모바일 기기의 이동성 위치기반 실시간 등의 특징은 재난안전 관리에 유용한 수단이 되고 있으며, 재난발생시 비상정보 획득 및 공유의 매체로 활용되고 있다. 본 논문은 인터넷에 존재하는 재난관련 언론보도, 민원, 제보 등의 비정형 데이터를 분석하여 재난전조(前兆)를 사전에 파악하고 위험요소를 제거하는 체계에 대해 소개하고 이 체계를 효과적으로 운영하기 위해 도입되어야 할 정보기술과 발전방안을 제안한다.
