인과네트워크는 변수 간의 인과관계를 통해 현상을 이해하고 설명하는 체계이다. 이 네트워크는 이학 및 공학, 의학, 사회과학 등 여러 학문 분야에서 원인 변수와 결과 변수 간의 관계를 나타내어, 발생 가능한 현상의 원인을 예측하고, 그 결과를 설명하는데 사용되고 있다. 이를 다이어그램 형태로 표현하면 변수 간의 인과관계를 쉽게 입증할수도 있다. 특정 재난은 다양한 변수가 인과관계로 서로 연관되어 있기 때문에 인과네트워크의 적용이 가능한 분야이다. 따라서 이 네트워크는 재난 변수 간의 인과관계를 규명하여 재난의 확산 반응을 분석하고, 대응 시스템을 설계하는데 도움을 줄 수 있다. 실제로 지진, 정전, 테러, 화재 등의 인과관계를 규명하기 위한 재난 확산 모형에 대한 연구가 활발히 이루어지고 있다. 2003년 대구에서 일어난 지하철 화재는 여러 변수가 복합적으로 작용하여 일어난 재난이다. 또한 재난에 대응하는 인간 행동 및 인지 요인이 중요한 변수로 작용하였다. 따라서 이를 반영한 재난 확산 모형을 적용하여 실제 재난 상황을 재구성해 보고자 한다. 본 논문에서는 인과네트워크의 정의와 인과네트워크를 표현하는 4개의 방법론을 선별하여 각각의 특성을 살펴본다. 또한 이를 재난 분야에 적용한 인과네트워크 기반의 재난 확산 모형에 대한 연구 동향을 살펴본다. 마지막으로 2003년 대구 지하철 화재를 사례로 하여 재난의 확산과 대응체계의 인과관계에 대해 연구하였다. 이 때 인간 행동과 인지 분석 결과를 토대로 심층적인 접근을 시도해 보았다. 이를 통해 재난의 인과관계와 근본적 대응방안의 가능성을 타진해 보았다.

Drone light detection and ranging (LiDAR) is a state-of-the-art surveying technology that enables close investigation of the top of the mountain slope or the inaccessible slope, and is being used for field surveys in mountainous terrain. To build topographic information using Drone LiDAR, a preprocessing process is required to effectively separate ground and non-ground points from the acquired point cloud. Therefore, in this study, the point group data of the mountain topography was acquired using an aerial LiDAR mounted on a commercial drone, and the application and accuracy of the cloth simulation filtering algorithm, one of the ground separation techniques, was verified. As a result of applying the algorithm, the separation accuracy of the ground and the non-ground was 84.3%, and the kappa coefficient was 0.71, and drone LiDAR data could be effectively used for landslide field surveys in mountainous terrain.
In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.
The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.

Purpose: Natural Disaster has well formed framework more than social disaster, because natural disaster is controlled by one department, such as MOIS, but social disaster is distributed. This study is on the design of the integrated service platform for the social diaster data. and then, apply to the local governments. Method: Firstly, we design DB templates for the incident cases considering the incident investigation reports. For the risk management, life-damage oriented social disaster risk assessment is defined. In case of the real-time incident data from NDMS, AI system provides the prediction information in the life damage and the cause of the incident. Result: We design the structured and unstructured incident data management system, and design the integrated social disaster and safety incident management system. There are various types of disasters now, and accordingly it is practically difficult to manage all types of disasters effectively. If we are able to reconstruct the disaster event and investigate the cause, it may be possible to prepare the recurrence of similar patterns of disasters. The vehicle-based system equipped with state-of-the-art sensors has been proposed in order to reconstruct the disaster site as much as possible and help the disaster investigator to analyze the cause of the disaster by providing high-quality information. However, the data quality obtained from the sensors can be lowered due to unpredictable circumstances of disaster site. In this aspect it is essential to provide practical procedures that assess and analyze the performance of the equipment on site. In this paper, we selected critical elements of performance that can evaluate the vehicle-based image acquisition system, since it is the most critical piece of information in the disaster sites. The quality of the images obtained from vehicle-based image system was analyzed and verified on the test site. From the results of spatial resolution based on GRD(Ground Resolved Distance), we were able to identify maximum 5mm of spatial resolution at a distance of 70m distance. The result of field test is expected to be used for data acquisition plan in future disaster situations.

실시간으로 수집되는 사고 정보를 분석하여 해당 사고에 대한 분석적이고 예측적 서비스를 제공하는 것은 중요하다. 특히 발생이 진행 중인 사고에 대한 원인과 피해에 대한 규모 예측은 대응에 강도를 가늠할 수 있는 체계로 재난 발생에 대한 예측과 발생 초기 재난에 대한 분석을 위하여 뉴스 정보와 국민재난안전포털의 안전관리일일상황 정보를 분석할 필요가 있다.
재난은 다양한 원인에 의하여 예측 불가능하게 발생되고 있다. 정보화의 진전에 따라 네트워크는 모든 경제활동의 근간이 되어 있으며, 재난이 발생하면 재난복구 및 구난 활동 등에 통신기능의 활용도가 더욱 높아진다. 특히 통신 장애를 일으키는 통신재난이 발생하면 그 파급효과는 빠르고 넓게 확산되는 경향을 보인다. 본 고에서는 통신망을 이용한 비상통신서비스, 재난복구 및 구난활동 등을 위한 ITU-T의 관련기술 표준화 동향을 살펴본다.

최근 불안정한 기후로 대규모 재해재난이 자주 발생하고 있으며, 인적·물적피해도 크게 늘어나고 있다. 단적인 예로 경북 포항 지하주차장 침수 피해 및 포항제철소 고로 3기 가동 중단은 기록적인 폭우와 만조와 겹친 냉천의 범람이 주요 원인으로 지목되고 있다. 하지만 사전에 충분한 예방, 대비를 했더라면 인적·물적 피해를 최소화 할 수 있었을 것이다. 재난 및 안전관리기본법에서는 국가와 지방자치단체가 재난이나 그 밖의 각종 사고로부터 국민의 생명·신체 및 재산을 보호할 책무를 지고, 각종 사고를 예방하고 줄이기 위하여 노력하도록 하고 있다. 또한 재해경감을 위해 예방, 대비, 대응, 복구에 대한 의무를 부과하고 있다. 따라서 이번 경북 포항 침수피해의 문제점을 살펴보고 재난 및 안전관리기본법에서 규정하고 있는 예방, 대비, 대응, 복구 차원에서 피해 최소화를 위한 재난 대응방안을 모색하고 개선하는데 있다.

우리나라는 현재 재난의 유형을 자연재난과 사회재난으로 구분하여 관리하고 있다. 하지만 최근 재난 사고 사례를 살펴보면 단일재난으로 인한 피해보다 자연재난이 발생한 이후 사회재난으로 재난이 전파되는 복합재난의 형태가 종종 나타나고 있다. 복합재난은 단일 재난에 의한 피해(인적, 물적) 보다 크게 나타나고 복합재난의 발생원인 및 전파과정을 분석하기 어려워 이에 대한 다각적인 분석과 동시에 재난상호간의 연관성을 도출하는 연구가 필요한 시점이다. 과거 재난사고정보를 분석하는 연구는 일반적인 통계기법을 활용한 분석에 머물러 있으며 수집된 재난사고사례가 많지 않아 분석에 신뢰성을 보장할 수 없었다. 이에 본 연구에서는 복잡하게 나타나는 재난 사고를 분석하기 위하여 최근 각광받고 있는 인공지능 분석기법을 연구에 고려하였다. 본 연구의 과정은, 첫째로 재난사고정보 분석에 인공지능을 활용한 사례를 조사하고 여타 연구분야에서 적용되고 있는 인공지능 분석기술을 재난사고정보 분석에 활용할 수 있는 방안을 모색하였다. 둘째로 수집가능 한 재난사고정보를 수집하고 인공지능 모형에 적용가능 한 형태로 변환하는 과정을 수행하였다. 셋째로 변환된 재난사고정보를 대표적인 인공지능 알고리즘을 활용하여 다양한 질문(목적)에 부합하는 재난사고정보 분석모형을 구축하고자 하였다. 마지막으로 다양한 인공지능 알고리즘을 적용한 모형의 신뢰성을 비교하였으며 이를 통하여 재난사고정보 분석에 적용가능 하며 질문(목적)에 부합하는 최적 인공지능 알고리즘을 도출하고자 하였다.
