Remote Sensing and GIS for Earth & Environmental disasters: The Current and Future in Monitoring, Assessment, and Management (원격탐사와 GIS를 이용한 지구환경재해 관측과 관리 기술 현황)

  • Natural and environmental disasters are recently increasing in frequency and complexity worldwide due to the rapid expansion of overpopulation, industrialization, and urbanization. Thus, analyzing past critical events/disasters in deep and preparing for future disasters in terms of risk identification, assessment and management are imperative requirements. In this special issue, we introduce several interesting studies covering disaster risk management and observation technologies for the heat waves, particulate matters, floods, drought, and earthquake using remote sensing and GIS performed by i-SEED (School of Integrated Science for Sustainable Earth & Environmental Disaster at Pukyong National University). We expect that the results of this special issue provide comprehensive information on the risk management and damage prevention of natural and environmental disasters and offer guidance on the application to future disasters to reduce their risks and impacts.

Slope Behavior Analysis Using the Measurement of GFRP Underground Displacement (GFRP 록볼트 계측을 통한 사면 거동 분석)

  • Although many researches related to monitoring and automatic measuring devices for early warning system during slope failure have been carried out in Korea and aboard, most of the researches have installed measuring devices on the slope surface, and there are only few researches about warning systems that can detect and warn before slope failure and disaster occurs. In this study, slope failure simulation experiment was performed by attaching sensors to rock bolts, and initial slope behavior characteristics during slope failure were analyzed. Also, the experiment results were compared and reviewed with varied slope conditions, i.e. shotcrete slope and natural slope, and varied material conditions, i.e. GFRP and steel rock bolt. This study can be used as a basic data in development of warning and alarm system for early evacuation through early detection and warning before slope failure occurs in steep slopes and slope failure vulnerable areas.

  • The disaster and safety R&D budget has continued to increase since 2008, but the fire safety R&D budget is a small part. Therefore, successful outcomes that could lead to the economic growth of the fire safety industry have not been achieved. This paper suggests a fire safety R&D budget expansion, reinforcement of R&D capacity, and performance growing plan by analyzing the factors that affect the performance of a fire safety R&D project. Empirical analysis was performed through one-way ANOVA and regression analysis using the statistical program, SPSS statistics 21.0. As a result, this study suggests that the continuous expansion of R&D funds and the securing of excellent trained research manpower will be necessary to obtain qualitatively superior patents and papers.

Emergency vehicle priority signal system based on deep learning using acoustic data (음향 데이터를 활용한 딥러닝 기반 긴급차량 우선 신호 시스템)

  • In general, golden time refers to the most important time in the initial response to accidents such as saving lives or extinguishing fires. The golden time varies from disaster to disaster, but is aimed at five minutes in terms of fire and first aid. However, for the actual site, the average dispatch time for ambulances is 9 minutes and the average transfer time is 17.6 minutes, which is quite large compared to the golden time. There are various causes for this delay, but the main cause is traffic jams. In order to solve the problem, the government has established emergency car concession obligations and secured golden time to prioritize ambulances in places with the highest accident rate, but it is not a solution in rush hour when traffic is increasing rapidly. Therefore, this paper proposed a deep learning-based emergency vehicle priority signal system using collected sound data by installing sound sensors on traffic lights and conducted an experiment to classify frequency signals that differ depending on the distance of the emergency vehicle.

  • As a method of predicting the displacement of river levee in advance, Differential Interferometry (D-InSAR) kind of InSAR techniques was used to identify weak points in the area of the levee collapes near Gumgok Bridge (Somjin River) in Namwon City, which occurred in the summer of 2020. As a result of analyzing the displacement using five images each in the spring and summer of 2020, the Variation Index (V) of area where the collapse occurred was larger than that of the other areas, so the prognostic sysmptoms was detected. If the levee monitoring system is realized by analyzing the correlations with displacement results and hydrometeorological factors, it will overcome the existing limitations of system and advance ultra-precise, automated river levee maintenance technology and improve national disaster management.

  • In spite of various safety measures, coastal safety accidents continue to occur, so this study focused on using drones as countermeasures. Municipalities that already have coasts have begun operating unmanned multicopters for coastal safety management. In particular, by connecting an unmanned multi-copter to the currently applied smart city safety net system, it is possible to transmit real-time images of the scene in case of emergency in the coastal area to the local government safety information center. It is also expected to contribute significantly to strengthening safety management in coastal waters through a more rapid response to safety accidents. Therefore, in this paper, we propose the use of drones as an alternative to the limitations of the domestic coastal safety system by investigating the state of coastal safety accidents and analyzing the state of domestic coastal safety systems. In addition, it is expected to be a key breakthrough in the coastal area safety system by proposing a model linking the Korean K-Drone system.

  • The rapid development of information technology is making large changes in our lives today. Also the infrastructure and services are combinding with information technology which predicts another huge change in our environment. However, the development of information technology brings various types of side effects and these side effects not only cause financial loss but also can develop into a nationwide crisis. Therefore, the detection and quick reaction towards these side effects is critical and much research is being done. Intrusion detection systems can be an example of such research. However, intrusion detection systems mostly tend to focus on judging whether particular traffic or files are malicious or not. Also it is difficult for intrusion detection systems to detect newly developed malicious codes. Therefore, this paper proposes a method which determines whether the present network model is normal or abnormal by comparing it with past network situations.

Doppler Spectrum Estimation in a Low Elevation Weather Radar (저고도 기상 레이다에서의 도플러 스펙트럼 추정)

  • A weather radar system generally shows the weather phenomena related with rainfall and wind velocity. These systems are usually very helpful to monitor the relatively high altitude weather situation for the wide and long range area. However, since the weather hazards due to the strong hail and heavy rainfall occurring locally are observed frequently in recent days, it is important to detect these wether phenomena. For this purpose, it is necessary to detect the fast varying low altitude weather conditions. In this environment, the effect of surface clutter is more evident and the antenna dwell time is much shorter. Therefore, the conventional Doppler spectrum estimation method may cause serious problems. In this paper, the AR(autoregressive) Doppler spectrum estimation methods were applied to solve these problems and the results were analyzed. Applied methods show that improved Doppler spectra can be obtained comparing with the conventional FFT(Fast Fourier Transform) method.

Research on the Production of Risk Maps on Cut Slope Using Weather Information and Adaboost Model (기상정보와 Adaboost 모델을 이용한 깎기비탈면 위험도 지도 개발 연구)

  • Recently, there have been many natural disasters in Korea, not only in forest areas but also in urban areas, and the national requirements for them are increasing. In particular, there is no pre-disaster information system that can systematically manage the collapse of the slope of the national highway. In this study, big data analysis was conducted on the factors causing slope collapse based on the detailed investigation report on the slope collapse of national roads in Gangwon-do and Gyeongsang-do areas managed by the Cut Slope Management System (CSMS) and the basic survey of slope failures. Based on the analysis results, a slope collapse risk prediction model was established through Adaboost, a classification-based machine learning model, reflecting the collapse slope location and weather information. It also developed a visualization map for the risk of slope collapse, which is a visualization program, to show that it can be used for preemptive disaster prevention measures by identifying the risk of slope due to changes in weather conditions.

A Study on the Path Loss of Underwater Acoustic Channel Based on At-sea Experiment at the South Sea of Korea (남해 실해역 시험 기반 수중음향채널 경로손실에 관한 연구)

  • Recently, studies on underwater communication, related to the development of underwater resources, disaster monitoring and defense, have been actively carried out. In the design of wireless communication systems, path loss is the most important information to derive a link budget that is required to guarantee communication reliability by calculating received power level for the given communication link. The underwater acoustic channel have different characteristics according to geographical location and relevant environmental factors such as water temperature, depth, wave height, algae, and turbidity. Subsequently, many research institutes aiming to develop underwater acoustic communication systems are researching actively on the underwater acoustic channels in various sea areas. In Korea, however, studies on the path loss of the acoustic channel are still insufficient. Therefore, in this study, the path loss of the acoustic channel are studied based on measurement data of the at-sea experiment conducted at Geohae-do, southern sea of Korea.
