This presentation reviews international cases for earthquakes preparedness in Korean archives. Therefore, this presentation examines how the disaster plan of archives can be applied in earthquake preparedness and pays attention to four cases that could be used to prepare for earthquakes. Four cases are: protection of stacks in Japan, cooperative activities in Germany, unexpected disaster situations and business continuity plan in New Zealand, and risk assessment, cooperative activities, training in cultural heritage sector. If archives review real cases based on fundamental understanding of disaster plan, earthquakes preparedness plan could be established.

국내에서 다양한 규모와 종류의 화학사고가 지속 발생 중이며 이 중 초동대응 실패로 피해가 확산되는 경우도 발생하면서 이에 따른 화학사고 대응능력 향상에 대한 요구가 생기게 되었다. 그러나 이는 코로나 이전의 상황이며 2020년 이후에는 코로나 19로 인한 사회 여러 분야의 변화로 새로운 개념과 방법으로서 화학사고 대비와 안전에 있어 중요하게 고려할 사항이 생기게 되었다. 화학사고와 같은 특수 상황에 대비하여, 국가적으로 코로나 19 상황 하에서의 재난의료대응 인력에 대한 해당 재난 유형에 대한 교육훈련 프로그램 및 정책이 제공되어야 하며, 재난의료대응기관에서는 현장구조자 및 응급의료진 등 재난의료대응 전문 인력의 양성을 위한 코로나 19와 같은 신종 감염병을 대비한 상황 하에서의 지침 마련, 시스템 보완, 사전 교육이 시행되어야 한다.

As new disasters such as COVID-19, MERS, and earthquakes appear in modern society, the nation's ability to manage uncertain risks is becoming more important. The government is promoting a disaster safety management policy closely related to daily life by reinforcing on-site response capabilities. Therefore, in order to respond more effectively to disasters that have recently been enlarged, complicated, and delocalized, there is a limit to only disaster-related organizations in the public sector. It is necessary to check it and find ways to develop it. In the event of an unpredictable national disaster or infection, the government needs disaster safety management measures closely related to daily life. Accordingly, as an efficient response and strategy such as procedures and methods for funeral support at the scene of a national disaster were needed, a designated funeral home was introduced. In the event of a major disaster, a large number of casualties that exceed the daily work level of the relevant department occur and rapid changes in relief, medical care, funeral and administrative procedures occur accordingly. The purpose of this study is to derive basic operating directions and prompt funeral support plans for funeral homes designated for national disaster preparedness.

The aim of this research is to examine demand of disaster nursing education and core competencies of clinical nurses, and identify elements affecting their core competencies. The data analysis found that there was difference in demand of disaster nursing education(p=.036) depending on disaster experiences, and that there were differences in core competencies depending on age(p=.013), department(p=.007), experiences of disaster nursing education(p<.001), and consciousness of disaster preparedness(p<.001). In addition, it was identified that consciousness of disaster preparedness(p=.003) and experiences of disaster nursing education(p<.001) are the elements affecting core competencies in disaster nursing. It is expected that the findings of this research will be used as basic resources to improve the ability to quickly respond to disaster, and to explore development of education programs on clinical practices.

본 논문에서는 재난안전 대비 현장훈련시스템을 개발하기 위하여 현황을 분석하는 것이 목적이다. 현재 일반적으로 이뤄지고 있는 훈련은 실제 재난상황을 고려하지 않은 형식적인 훈련으로 재난유형 및 발생상황에 부적합한 훈련장소 및 시간에 실시하고 있다. 현재는 사전 공개된 훈련시나리오에 따른 연출된 보여 주기식 훈련으로 실제 재난상황이 발생할 때 의사결정 권한을 가진 지휘권자가 훈련에 불참하는 조직문화가 가장 먼저 해결되어야 하는 것으로 나타났다. 대형재난에 대한 대응능력을 강화하고 재난으로부터 국민을 보호하기 위한 안전훈련이 범국가적으로 진행되는 가운데 '안전한국훈련'을 에너지부분에서도 전국적으로 실시하고 있다. 미국, 일본의 재난대응훈련의 특징은 우리나라와 같이 평가지표 틀에 맞춘 시나리오를 개발하지 않고 있으며 시나리오 구성도 세분화하지 않고 단지 상황 설정과 대응 메시지, 돌발 메시지 등으로 위기대응 능력을 평가하고 있다는 것이다. 에너지산업 현장용 재난대비 훈련시스템 개발 및 구축은 국가안전 관리 측면에서도 매우 중요하다. 국가 차원의 종합 재난대응 및 인프라 제공을 위한 다수의 정보화사업이 추진되고 있으나 재난 정보를 활용한 사전 예방, 신속한 상황 전파, 정보공동 활용 및 대응 미진에 대한 종합적 진단이필요하다.

디지털과 인터넷의 발달로 재난안전 정보 서비스는 오프라인, 온라인 등 다양한 채널을 통하여 제공되고 있다. 특히, 재난안전과 관련된 정보는 재난 대비와 재난 피해에 영향을 미치는 점에서 재난안전 정보 서비스 제공은 중요하다. 그러나 노인은 오프라인과 온라인 정보 접근성에 있어 제한사항이 있다. 따라서 본 연구에서는 노인의 관점에서 현재 제공되고 있는 대비에 초점을 둔 재난안전 정보 서비스를 오프라인과 온라인으로 구분하여 현황분석을 하였다. 노인을 위한 재난안전 정보 서비스의 개선방안을 통하여 앞으로 재난안전 정책에서 나아가야할 방향을 살펴보고자 한다.

전 세계적으로 홍수, 태풍, 폭설 등 기상이변에 따른 자연재난이 빈번히 발생하고 있으며, 국내의 경우 연간 약 5천억원 이상의 피해가 발생하고 있다. 미국 및 일본 등의 방재 선진국의 경우 재난 발생 전에 대비하는 재난관리가 중심을 이루고 있으며, 국내에서도 피해가 발생하기 전에 신속하게 재난피해를 예측 및 대비한다면 인명과 재산피해를 최소화 할 수 있을 것이라 판단된다. 따라서 본 연구에서는 신속하게 재난 피해를 예측하기 위해 기존에 함수 개발시 활발하게 사용되었던 다중회귀분석과 최근 이슈가 되고 있는 머신러닝(기계학습)을 활용하여 호우로 인한 피해를 사전에 예측하는 함수를 개발하였다. 행정안전부에서 구축하고 있는 재해연보 자료를 종속변수로 활용하였고, 기상요소 및 사회 경제적 요소를 설명변수로 사용하였다. 본 연구에서 개발된 호우피해 예측함수를 이용하여 호우피해를 예측하고, 이를 기반으로 사전 대비 차원의 재난관리를 실시한다면 자연재난으로 인한 피해를 줄이는데 큰 도움이 될 것으로 판단된다.

As recent Jecheon and Milyang fire cases show, the need for fire disaster training to prepare for a fire disaster continues to grow. In the event of a disaster, people become mentally confused and are called disaster personalities. In order to survive in a disaster, it is necessary to develop the power to overcome the disaster personality by experiencing the disaster situation in advance. Therefore, training to overcome disaster personality is needed, and virtual reality can be a good training means in that it can experience without physical space. In addition, periodic actual disaster evacuation drills should be carried out to compensate for the shortcomings of virtual reality. In order to introduce fire disaster drill using virtual reality and to spread it to the public, the Korea National VR project should be introduced which benchmarked national PC project which succeeded in the past informatization project. Besides, the Korea National Safety Point system should be integrated to cover disaster preparedness training and building reinforcement. If the national VR project and the national safety point system are introduced successfully, Korea will be the basis for escaping the disgraceful nickname of 'disaster republic'.

재해나 재난이 발생하면 물리적 피해는 지리적 지역을 중심으로 한정적으로 발생하나, 통신재난의 경우 일시적 트래픽 폭주 현상은 전국적인 피해를 입히기도 한다. 또한 이로 인하여 재난 대응체계에 치명적인 손상을 입혀 인명이나 재산상의 피해를 늘리기도 하고, 재난 복구에 차질을 빚게 하기도 한다. 본 고에서는 미국의 국가안전 및 비상대비 통신 프로그램에 대하여 정책적인 측면, 추진 조직 측면과 현재 운용중인 서비스 측면으로 나누어 운용 실태를 살펴보고자 한다.
