A Study on the Probability distribution of Recent Annal Fluctuating Wind Velocity (최근 연최대변동풍속의 확률분포에 관한 연구)

  • This study is concerned with the estimation of fluctuate wind velocity statistic properties in the major cities reflecting the recent meteorological with largest data samples (yearly 2003-2012). The basic wind speeds were standardized homogeneously to the surface roughness category C, and to 10m above the ground surface. The estimation of the extreme of non-Gaussian load effects for design applications has often been treated tacitly by invoking a conventional wind design (gust load peak factor) on the basis of Gaussian processes. This assumption breaks down when the loading processes exhibits non-Gaussianity, in which a conventional wind design yields relatively non conservative estimates because of failure to include long tail regions inherent to non-Gaussian processes. This study seeks to ascertain the probability distribution function from recently wind data with effected typhoon & maximum instantaneous wind speed.

A Study on the Survey Methodology in Riverbed Private Use using Integration Drone Photogrammetry and Cadastral Information (드론 사진측량과 지적정보를 융합한 하천부지 점용 조사방법)

  • The riverbed areas have exposed to various natural disasters and the private use by neighboring residents have caused many problems. The research objectives are to survey the actual situation of riverbed areas in order to prevent landscape damage and private use. Drone and photogrammetry, orthophoto, DSM(Digital Surface Model), digital topographic map and cadastral information have been integrated by GIS technology. The flood and disaster vulnerable area has been surveyed and the land use and private use has been analyzed using cadastral information. The research results show that the analyzed data can be used for providing foundation data for management of river and also can be used for surveying actual situation of private use on the riverbed areas.

  • 최근에는 전 지구적으로 이상기후 현상이 빈번히 발생하고 있으며 이로 인해 과거와는 달리 예측하기 어려운 집중호우와 돌발강우에 따른 피해가 증가하고 있는 추세이다. 이러한 이상 강우현상에 의해 하천 및 주변의 내 외수의 수위 상승을 야기하며, 이로인해 제내지의 침수 위험성이 그 어느 때보다 높은 실정이다. 특히, 내수침수의 경우는 외수에 따른 범람보다는 내수배제 불량에 따른 침수 빈도와 범위가 증가되고 있는 상황이며, 이에 대한 대비가 절실히 요구되고 있다. 주기적으로 반복되는 내수침수에 의한 국민의 재산과 인명피해를 최소화하기 위해서는 침수피해 위험도가 높은 지역을 파악 관리하여야 하며, 지역의 주민에게도 지역의 특성을 주지시켜야 한다. 이와 함께 침수 발생시 피해 최소화를 위한 피난 경로와 피난 장소 등을 상세히 제공하여 신속한 재난 대처와 함께 인명과 재산의 피해를 최소화하여야 한다. 침수예상지도는 태풍이나 집중호우에 의한 침수 발생시 제방의 월류 및 붕괴, 내수배제 불량 등으로 인한 예상 침수지역을 강우빈도별로 나타내고, 침수면적과 깊이를 표현한 지도로서 방재형 국토관리의 정책결정과 침수 피해에 대한 대민 홍보의 수단으로 활용되고 있다. 국내에서도 홍수에 의한 피해가 나날이 커지고 국토의 개발에 따른 자연 재해가 많아짐에 따라 홍수에 의한 피해를 최소화하기 위한 노력의 일환으로 침수예상지도의 제작 및 관리 시스템의 필요성이 증대되고 있다. 본 연구에서는 지석천 유역의 태풍 및 집중호우에 의한 과거 침수실적을 조사하여 침수실적도를 작성하 였으며, 내 배수 불량에 따른 홍수빈도, 강우빈도별 침수예상도를 작성하였다. 이를 위해 현재 보편적으로 이용되고 있는 1차원 수리 수문 모델인 미 공병단의 HEC-HMS, HEC-RAS 모델과 내 배수 영향 검토를 위해 한국농어촌공사에서 개발된 GATE 프로그램을 이용하였다. 이렇게 계산된 연구 대상지역의 침수심과 침수면적을 GIS를 이용하여 침수예상도를 작성하였다.

Development and Applications of A Paternity and Kinship Analysis System Based on DNA Data (유전자 분석 자료에 의한 친자 및 혈연관계 분석시스템 개발 및 활용)

  • Recently, DNA data of missing person, killed person, and missing child continue to increase but most of statistical calculation for paternity confirmation is being done through manual methods or Excel. Therefore, we need development of a software which is able to facilitate both systematic management and effective analysis of Short Tandem Repeat (STR) derived from DNA data. Without extensive testing, through a twenty-month study was developed a web-based system which performs paternity analysis and kinship analysis easily based on the various options. The former uses an existing algorithm for paternity index and the latter does Identity by descent (IBD) formula. Due to our system validated over real datasets in terms of likelihood ratio and probability of paternity, it ensures increased reliability as well as effective management and analysis of DNA data in mass disaster. In addition, it includes advanced features such as an integrated environment, user-centered interface, process automation and so on.

  • Context-aware is the core in ubiquitous environment of sensor network to support intelligent and contextual adaptation service. The new context information model is demanded to support context-aware applications. The model should not depend on a specified application and be shareable between applications in the same environment. Also, it should support various context representation and complex context-aware. In this paper, we define the context information according to context-aware process. Also we design the knowledge of domain as well as applications using ontologies and rules. The domain spatial ontology and application knowledge are represented using the spatial object model and the rules of expanded ontologies, respectively. The expression of abundant spatial ontology represents the context information about distance between objects and adjacent object as well as the location of the object. The proposed context information model which is able to exhibit various spatial context and recognizes complex spatial context through the existing GIS. This model shows that it can adapt to a large scale outdoor context-aware applications such as air pollution and prevention of disasters as well as various context-aware applications.

  • A primary task of fire department is maintaining public safety, system maintenance and welfare improvement by protecting life, body and property of a people through prevent and extinguish of the fire in emergency. Rescue part of those affairs has supported by the people but affairs related to the fire examination and investigation could not get it. Although fire examination is a very important part of fire department administration, it has been understood indifferently due to lack of awareness and concern. There are no scientific fire examination because of lacking education study and the whole responsibility capacity about it. There are many things have to be improved at fire examination and investigation system in Korea. Especially, establishment of the whole responsibility post is urgent through assuring professionals to improve accuracy of fire examination and investigation. Equipment which can do scientific fire examination and investigation have to be fully furnished. Efficiency of fire examination and investigation has to be increased through improving law related to fire examination and investigation, giving rescuers investigation right. Through this, it systematically have to be good for fire prevent.

Vehicular Collision Risk Assessment on the Highway Bridges in South Korea (국내 고속도로 교량의 차량 충돌 위험도 평가)

  • Vehicle collision to bridges has been known as one of the causes of bridge collapse, and the emergency plans and disaster management has been recently emphasized to secure public safety. This study conducted risk assessment of vehicular collision to bridges for highway bridges in Korea. Risk assessment consists of three steps; preliminary risk analysis(PRA), simplified risk analysis(SRA) and detailed risk analysis(DRA). The PRA firstly screens out the possibility of occurrence of the event. The SRA identifies influencial factors to risk of the event and evaluates risk scores to determine risk levels and necessity of DRA that investigates the risk of the bridge in detail. This study focuses on the methodology of the risk assessment, especially the SRA, and the stratification methods which evaluate risk levels of vehicular collision. The analysis results were compared to the reported vehicular collision accidents. The proposed method can be utilized in similar disaster management area.

A Study on the Disaster Prevention Plan to minimize the School Damage in the Earthquake Disaster (학교 지진피해 최소화를 위한 방재대책 개선에 관한 연구)

  • School is a place to be done the education of Disaster Prevention and to be established the function of Disaster Prevention and seismic performance to secure the safety of children as well as emergency evacuation facilities for local communities in case of disaster. To improve the ability of Earthquake Disaster Prevention for students and teachers schools have to put the Earthquake Disaster Prevention on the subjects, for an example ethics, social study, science and gym and make a plan to efficiently manage school disaster prevention facilities. Seismic retrofitting on school facilities have to be established with the method of construction for steel bracings and seismic shear walls choosing old architectures first which is not the design with the seismic performance considering educational environmental aspects, and reconstruction of old architectures to get the agreement of societies. Furthermore, there is great demand for the effective, efficient and systematic improvement of school facilities for the use of shelters to be disaster prevention facilities.

Time-Space Variability Analysis for the Weekly Passenger Flow of the Seoul Subway System: Based on Dynamic Visualization Methods (서울 대도시권 지하철 통행흐름의 요일 간 변이성 분석: 동적 시각화방법을 토대로)

  • This study analyzes the time-space variability for the weekly passenger flow of the Seoul Subway system based on the dynamic visualization methods. For the purpose, we utilize one-week T-card transaction databases. By applying data mining algorithms, we extract passenger data for edge flows, on/off passengers at each subway station per minute interval time. It is practically intractable to analyze such spatio-temporal passenger flows by general statistical techniques. We employ dynamic visualization methods to analyze intuitively and to grasp effectively characteristics of the diurnal passenger flows on the Seoul Metropolitan Subway system during one week. As the result, we found that substantial differences exist on the spatio-temporal distribution patterns among days as well as between weekdays and weekend. We also investigates the time-space variability among eight major centers, and we found wide differences in their spatio-temporal distribution patterns.

The 2014 Eruption and Precursors of Ontake Volcano, Japan (일본 온타케 화산의 2014년 분화와 전조현상)

  • Ontake Volcano, Japan, began to erupt without any precursors on September 27, 2014, at 11:52 AM, and it caused many losses of life. Although Japan's preparation manual and prevention for volcanic eruptions and volcanic hazards has been well established, it could not prevent damage due to the sudden eruption of the volcano. Soon after the eruption, however, Japan Meteorological Agency (JMA) led many organizations and institutions, including JMA's Volcanic Eruption Prediction Liaison Council, Meteorological Research Institute (MRI) and National Agriculture and Food Research Organization and they understood the eruption situation quickly and shared the information based on their close cooperation and contact systems. Through these efforts, JMA published the unified result to the public, informing the public of the situation around the volcano and about the eruption and of how the residents and climbers around the volcano should react to the volcanic hazards caused by the eruption. The Korean Government can learn how to respond to a future eruption of a volcano, such as Mt. Baekdu which has the potential to erupt in the foreseeable future.
