This study was intended to investigate the long-term preservation policy of electronic records published abroad to derive and compare the policy elements necessary for policy establishment. The U.S., Canada, United Kingdom, Australia, and Switzerland archives were selected, which officially announced the e-Record Preservation Policy. Research and analysis of the long-term preservation policies of the five selected countries resulted in six main policy elements. These six policy elements are preservation scope, long-term preservation strategy, risk management, integrity assurance methods, preservation infrastructure, and reference models. We compared and analyzed five long-term preservation policies through policy elements and found six implications as a result. The implications were focused on establishing a long-term preservation strategy in line with the actual state of the institution and using long-term preservation policies outside of the country as advanced cases for various types of electronic records.

디지털화의 눈부신 발전으로 인해 대부분의 기록물들은 종이 위주의 생산방식에서 전자문서방식으로 패러다임이 변하고 있다. 이에 따라 정부적인 차원에서 이러한 전자문서에 대한 장기보존에 대한 연구가 요구되고 있으며, 이미 많은 국가에서 표준을 정의하여 기록물에 대한 장기보존 기법에 대한 연구가 활발하게 진행되고 있다. 이들 시스템의 대부분은 IS014721 표준으로 지정된 디지털 객체의 장기보존을 위한 참조모델인 OAIS(Open Archival Information System) 정보패키지 개념으로 사용한다. 이 정보패키지 방법은 보존하고자 하는 콘텐츠에 메타데이터를 두어 콘텐츠와 함께 인캡슐레이션을 함으로써 보존 및 활용을 가능하게 해준다. 그러나 기존에 연구는 장기보존에 관한 시스템 설계가 대부분이었고, 실제로 패키지를 구성하고 저장하는 방법에 대한 연구는 미진한 실정이었다. 따라서 본 논문에서는 멀티미디어 기록물을 위한 장기 보존 패키지를 설계 및 적용 하고자 한다. 이를 위하여 OAIS 참조모델을 기반으로 장기 보존을 위한 대용량 비디오 관리 시스템의 보존 정보 패키지의 구조를 제안 하였다. 장기보존 패키지는 기록물 그 자체와 기록물을 보존하기 위한 정보, 기록물을 설명하기 위한 정보를 저장한다. 또한, 추후 활용과 배포를 위하여 기록물 패키지의 정보를 저장하는 Meta-AIP와 실제로 기록물을 저장하는 Real-AIP로 구성되어 있다. 또한, METS를 이용한 실제 패키지의 예를 보임으로써 비디오 기록물 관리시스템에 적용 가능 함을 보였다.

Web records is valuable information to preserve, because it can be used as a legal evidence about business or e-commerce of a public institution, but it is easily disappeared because of its volatile characteristic. Therefore, archival information package should be defined for long-term preservation. Web records can be stored in the archival information package for electronic records, because web records is a kind of electronic records. However, the NEO(NARS Encapsulation Object), the archival information package for electronic records in Korea, can't able to store web records, because it was developed without consideration of the characteristic of web records. In this paper, we define extended NEO based on the analysis of KoSurWeb and KoDeWeb, that archival information package for document of surface and deep web as well as the NEO. Web records can be preserved and utilized along with electronic records by using the extended NEO. Also it can be used for record and legal evudence by archiving web records of public institution about e-commerce.

The purpose of this study is to analyze the current state of long-term preservation policy for electronic records in Korea and to present future tasks. Although the current electronic record long-term preservation policy is not clearly codified, it can be said to consist of technical elements such as digital signature, hash, preservation format, and long-term preservation package. Each technological element was considered in order, and the limitations of the current policy and technology in the changing digital environment were analyzed and alternatives were presented.

현재의 고도 디지털 정보화 사회에서는 많은 자료들이 디지털로 생산, 관리, 이용, 보존되고 있으며 이들의 안전한 장기보존은 역사의 연속성 측면에서 매우 중요한 문제이다. 공공기관, 민간기업 등 대규모 조직에서는 조직의 연속성을 보장하기 위해 이런 디지털자료의 보관을 위해 많은 노력을 기울이고 있으나 개인의 디지털 자료는 영속성 있게 보관하기가 매우 어렵다. 이 논문에서는 개인이 소유한 디지털 유산도 안전하게 장기보존될 수 있어야 한다는 필요성을 제시하고 이를 위해 필요한 정책적, 기술적 방안들에 대해 검토해 보고자 한다.

The purpose of this study is to present some basic information essential for planning long-term preservation of digital audio files, which have been collected through 'Cultural Archetypes Digitization Project' by the Korea Culture & Content Agency. Needs and limitations of digitization of audio resources for their long-term preservation, digital audio archiving models(OAIS Reference Model and AHDS Model), some technical principles for audio digitization and preservation, preservation metadata and storing media for digital audio files were discussed. Compliance to the requisites listed in Audit Checklist for the Certification of Trusted Digital Repositories of RLG & NARA was suggested. It was also recommended to review the appropriateness of collaborating on digital preservation project with other institutions.

본 논문에서는 전자기록의 장기보존전략을 선정하기 위해 전자기록 위험평가를 위한 위험요소 평가 방안을 제안한다. 이 방안은 전자기록의 포맷 정보를 기반으로 전자기록의 위험도를 평가하여 향후 장기보존을 위한 전략을 제시하므로 30년 이상의 준 영구 보존이 필요한 장기보존 전자기록에 대한 위험도 평가에 적합하다. 따라서다양한 소프트웨어를 사용하여 생성되는 전자기록을 단지 저장하는 것이 아니라 향후 활용이 가능하도록 전자기록물의 장기보존 전략 수립에 활용이 가능하다.

Along with the changing computing environment, the production of public documents is moving to G-Cloud and On-nara System, which are re-engineered on G-Cloud. In this process, it is predicted that the Open Document Format (ODF) will replace the proprietary document format, HWP, and will become widely used in the near future. To preserve digital records produced in ODF, this study reviewed the current long-term preservation strategies and identified considerations for new formats. For ODF source files, it is suggested to eliminate the conversion to PDF/A-1 and preserve the documents in the extended ODF with added metadata of records management. Moreover, ODF is presented as an alternative format for preserving proprietary formats. Finally, this study reviewed the current long-term preservation format, i.e., NEO, and suggests a zipped BagIt package, which has an ISO 21320 specification.

Assuring that the integrity of digital contents is reliably maintained is an important component of long-term digital preservation. The purpose of this study was to examine and analysis the best practices of digital preservation policy and provide the basis theory for establishing a preservation policy for maintaining the integrity of digital contents. In order to achieve the purpose of the study, we examined the digital archiving practices for maintaining the integrity of digital contents. Especially, we focused on the storage media and file formats, the media and format conversion, disaster prevention and recovery, management and handling, inspection and monitoring, and security policies.
