A Study on the Evaluation of Strategic Plan of Academic Libraries - Focused on the Cases of National University Libraries in Korea - (대학도서관 전략적 계획의 평가에 대한 연구 - 국내 국립대학교 도서관 사례를 중심으로 -)

  • This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

Water Resources Assessment based on the Hydrologic Scenarios of the Sustained Drought in Han River (장기지속가뭄 수문시나리오에 의한 한강수계 수자원 평가)

  • 우리나라에서 장기지속가뭄의 사례는 문헌을 통하여 쉽게 찾아볼 수 있는데 "증보문헌비고"에 따르면 조선시대에는 100건 이상의 가뭄이 발생하였는데 평균 5년에 한번정도 발생한 것으로 나타났다. 이중 2년연속 가뭄이 15회, 3년연속가뭄이 4회, 4년연속가뭄이 1회 및 6년연속가뭄이 2회 기록되어 있다. 그러나 역사적 고증이 어려워 실제 가뭄사례는 더 심했을 것으로 판단된다. 본 연구에서는 장기지속가뭄에 대한 평가를 통하여 안정적 용수공급의 수준을 평가하고 용수공급부족 심도를 추정하기 위하여 한강수계를 대상으로 장기지속가뭄 수문시나리오를 개발하여 용수공급에 기여하고 있는 저수지 시스템에 적용하였다. 이중 장기지속가뭄수문시나리오는 한강수계를 팔당댐 상류에 대해 5개 소유역으로 구분하여 1,000년의 월 유량자료를 모의하여 30, 60, 90개월의 지속기간에 대해 50, 100 및 200년빈도에 대하여 개발하였다. 개발된 장기지속가뭄 수문시나리오에 대한 수자원평가는 화천, 소양, 충주, 충주조정지 및 팔당댐을 소유역과 수자원 시설물 구성요소로 하는 시스템을 만들어 팔당댐 기준 2011, 2016 및 2020년의 용수수요에 대하여 평가하였다. 평가모형은 동적 계획기법을 이용하였으며, 월 단위 운영을 실시하였다. 평가결과는 지속기간이 짧을수록 재현빈도가 길수록 용수공급측면에서 가뭄강도가 심한 것으로 나타났다.

A Study on the Effectiveness of Supply and Evaluation of Residential Intention for Long-term Secured Public Rental Housing (장기안심주택 공급 실효성과 거주의사 평가에 관한 연구)

  • This study is conducted to evaluate the supply effectiveness of the Long-term Secured Public Rental Housing (LSPRH) program implemented by the City of Seoul since March, 2012. To estimate the residential intention of potential applicants for the housing program, two logistic regression models of residential intention are estimated based on the residential characteristics of real residents. The purpose of this model estimation is to find out factors influencing the supply of LSPRH and thus to suggest the ideas for improving the effectiveness of the rental housing program operation. The analysis result shows that financial condition, income level, and public support are the major determinants for selecting LSPRH. It is also revealed that those who are currently living in rental housing or living in a house more expensive than those in nearby areas have higher residential intention for the LSPRH program. The result also presents that some problems associated with the traditional rental housing programs - such as visually recognizable low-quality exterior building design or the concentration of rental housing on limited spots - could be solved by this new type of public housing program. Lastly, one interesting finding different from previous research is that people with the intention to move into either traditional rental housing or LSPRH do not necessarily prefer a more spacious house than their current rental house.

  • 현재 이수측면의 수자원계획을 위한 기초자료로 장기적인 평균유출량이 사용되고 있으나 최근 기후변화, 엘리뇨, 라니냐 등의 전지구적 자연환경변화에 따라 강우 및 유출의 경향이 크게 변화하고 있으므로, 평균상태의 유출량만을 기반으로 수자원의 계획 및 관리를 수행하는 것은 다소 불확실성이 있다. 따라서 본 연구에서는 강우, 유출, 손실의 수문요소에 대한 경향을 분석하여 그 변동성을 고찰하고자 하였다. 본 연구에서는 금강, 섬진강, 영산강 수계의 소유역별(단위유역)로 $1966{\sim}2001$년 기간에 대해 관측강우자료와 PRMS모형을 통해 산정한 손실 및 유출량 자료를 바탕으로 각 수문요소의 변동특성을 분석하였다. 분석결과 일부 유역에서 4월 강수량 및 유출량 감소와 6월 강수량 및 유출량 증가 경향이 나타나 해당유역의 봄 가뭄 및 여름철 홍수피해 위험도가 증가하고 있는 것으로 판단된다. 향후 이를 토대로 해당유역의 수자원계획 및 관리시 평균상태의 유출량과 더불어 계절에 따른 피해위험을 고려한 계획이 수립된다면 보다 효과적이고 안전한 수자원대책이 마련될 수 있을 것으로 사료된다.

The Role of Information Communication Capital Stock to the increase of Productivity (정보통신자본의 생산성증가에 관한 고찰)

  • This Study is to show the impact of IT capital stock accumulation on the total factor productivity in 9 industries during 1980 through 2000. We construct the If capital stock using input and output table provided by Bank of Korea (2000). Using sequence testing methodologies, we investigate the nonstationary characteristics of the relevant data and test the cointegration relationship between total factor productivity and IT capital stock. Over the past two decades, IT capital stock contributed between 0.19 to 0.07 percentage point per IT capital stock on total factor productivity. Our empirical results, therefore, do not support Solow's IT paradox in using the long period panel data case in Korea.

  • The paper is basically attempted to reveal the factor price equalization(FPE) on Korea, United States, and Japan by the ARDL-bounds testing. Wage-rental ratio and relative commodity prices between Korea, United States, and Japan are analyzed by employing equality and convergence frameworks. Empirical evidences are shown that necessary and sufficient conditions for the FPE seems to be easily satisfied in a small country such as Korea rather than large ones as like United States and Japan. And, the FPE is more easily achieved by a nominal term rather than the real term. Due to the fact that an error correction term in the Error Correction Model is insignificant, direct mobility of labor and capital between the countries is not that effective to a short run adjustment. It implies that the FPE is in general going through a long run path. It also has to be mentioned that a trade policy has to selectively implemented depending on the weight of trading volumes and it has to be build up by a long run basis.

  • From the continuous long-term rainfall-runoff standpoint, the urbanization within a watershed causes land use change due to the increase in impervious areas, the addition of manmade structures, and the changes in river environment. Therefore, rainfall-runoff characteristics changes drastically after the urbanization. Due to these reasons, there exists the demand for rainfall-runoff simulation model that can quantitatively evaluate the components of hydrologic cycle including surface runoff, river flow, and groundwater by considering urban watershed characteristics as well as natural runoff characteristics. In this study, continuous long-term rainfall-runoff simulation model SWAT-SWMM is developed by coupling semi-distributed continuous long-term rainfall-runoff simulation model SWAT with RUNOFF block of SWMM, which is frequently used in the runoff analysis of urban areas in order to consider urban watershed as well as natural watershed. The coupling of SWAT and SWMM is described with emphasis on the coupling scheme, model limitations, and the schematics of coupled model.

Development of a numerical modelling technique for evaluation of a long-term chemical deterioration of tunnel shotcrete lining (터널 숏크리트 라이닝의 장기 화학적 열화 손상 평가를 위한 수치 모델링 기법 개발)

  • In this study, a new concept for simulating a physical damage of tunnel shotcrete lining due to a long-term chemical deterioration has been proposed. It is known that the damage takes place mainly by internal cracks, reduction of stiffness and strength, which results mainly from volume expansion of the lining and corrosion of cement materials, respectively. This damage mechanism of shotcrete lining appears similar in most kinds of chemical reactions in tunnels. Therefore, the mechanical deterioration mechanism induced by a series of chemical reactions was generalized in this study and mathematically formulated in the framework of thermodynamics. The numerical model was implemented to a 3D finite element code, which can be used to simulate behaviour of tunnel structures undergoing external loads as well as chemical deterioration in time. A number of illustrative examples were given to show a feasibility of the model in tunnel designs.

Operation Availability Analysis Model Development for High Altitude Long Endurance Solar Powered UAV (고고도 장기체공 태양광 무인기의 운용 가용성 분석 모델 연구)

  • High Altitude Long Endurance(HALE) solar powered UAV is the vehicle that flies for a long time as solar power energy sources. It can be used to replace satellites or provide continuous service because it can perform long-term missions at high altitudes. Due to the property of the mission, it is very important for HALE solar powered UAV to have maximum flight time. It is required for mission performance to fly at high altitudes continuously except a return for temporary maintenance. Therefore mission availability time analysis is a critical factor in the commercialization of HALE solar powered UAV. In this paper, we presented an analytic model and logic for available time analysis based on the design parameters of HALE solar powered UAV. This model can be used to analyze the possibility of applying UAV according to the UAV's mission in concept design before the UAV detail design stage.

  • 최근 연안 해역에서의 표사문제는 사회적인 문제로 관심의 집중이 되고 있다. 특히 자연 환경 변화와 연안 구조물 건설과 같은 인위적 환경변화가 복합적으로 작용하여 연안에서의 침식이 가중되고 있으며 이에 따라 해안표사, 연안 생태환경 및 연안방재에 심각한 상태에 이르고 있다. 따라서 환경적인 측면뿐 아니라 이용자의 측면에서 장기적인 해빈보전 계획의 수립이 불가피한 실정이다. 장기적인 해빈보전계획을 수립하기 위해서는 연안해역 자체의 표사 변동 뿐만 아니라 연안으로 유입되는 표사의 공급원을 파악하는 것이 중요하다. 따라서 하천에서 연안해역으로 공급되는 유사량을 예측하고 유사가 어떻게 연안해역에 표사로 이송되어 가는가를 파악하는 것은 연안표사문제를 이해하는데 중요한 요소라 할 수 있다. 본 연구에서는 강릉 남대천하구역에서 유출되는 하천유사량을 혼합입경의 관점에서 검토하여 도류제 설치에 따른 하구역에서의 지형변동 및 하구폐색현상을 해석하였으며, 하천으로부터 공급되는 유사량을 고려하여 강릉 남대천과 인접한 남항진해수욕장 인근에서의 장기적인 해안선변동 특성을 고찰하였다.
