  • 2002년 7월 1일부터 시행되는 제조물 책임법에 대비하여 기업에서 준비하여야 하는 사항중에 가장 어려움을 느끼는 부분중의 하나가 제품의 안전성 평가 부문이다. 제품의 안전성 평가는 과거의 성능검사나 특성검사가 아니라, 사용자의 오사용으로 야기될 수 있는 위험성의 평가까지도 고려하여야 한다. 이에 대표적인 정량적 안전성 평가기법인 FTA(Fault Tree Analysis)를 사용하여 전기 밥솥에 대한 정량적 평가를 실시하여 보았다. 전기밥솥에서의 잠재위험 중 가장 피해가 클것으로 생각되는 화재를 정상사상으로 하고 이에 대하여 m.cutset 분석과 빈도분석 등을 시행하여 제품안전성평가의 과정과 분석방법들을 설명한다.(중략)

Prediction of Potential Habitat of Japanese evergreen oak (Quercus acuta Thunb.) Considering Dispersal Ability Under Climate Change (분산 능력을 고려한 기후변화에 따른 붉가시나무의 잠재서식지 분포변화 예측연구)

  • This study was designed to predict potential habitat of Japanese evergreen oak (Quercus acuta Thunb.) in Korean Peninsula considering its dispersal ability under climate change. We used a species distribution model (SDM) based on the current species distribution and climatic variables. To reduce the uncertainty of the SDM, we applied nine single-model algorithms and the pre-evaluation weighted ensemble method. Two representative concentration pathways (RCP 4.5 and 8.5) were used to simulate the distribution of Japanese evergreen oak in 2050 and 2070. The final future potential habitat was determined by considering whether it will be dispersed from the current habitat. The dispersal ability was determined using the Migclim by applying three coefficient values (${\theta}=-0.005$, ${\theta}=-0.001$ and ${\theta}=-0.0005$) to the dispersal-limited function and unlimited case. All the projections revealed potential habitat of Japanese evergreen oak will be increased in Korean Peninsula except the RCP 4.5 in 2050. However, the future potential habitat of Japanese evergreen oak was found to be limited considering the dispersal ability of this species. Therefore, estimation of dispersal ability is required to understand the effect of climate change and habitat distribution of the species.

  • 화학관련분야의 공정안전에 관하여 오랜 역사를 가진 AIChE는 관련산업분야의 안전규정을 예방적인 측면과 사고원인을 규명하기 위한 측면에서 근원적인 자료를 제시하였고 1955년 AIChE에 의해 설립된 CCPS(center for chemical process safety)는 이에 관한 기술적인 면에 더욱 발달된 정보를 제공하게 되었다. 이런 정보들 가운데 사업장의 위험물질이 지니고 있는 위험성을 어떻게 평가할 것인가에 관하여 CPQRA(chemical process quantitative risk analysis)방법이 제시되어 있다. 1) CPQRA는 양적인 의미에서 위험성의 정의, 분석, 평가, 통제 및 관리방법 등에 대비해 잠재적인 방법을 제시한 것이다.   • The decommissioning of nuclear power plants should be prepared by quantitative and qualitative risk assessment. Radiological and non-radiological hazards arising during decommissioning activities must be assessed to ensure the safety of decommissioning workers and the public. Decommissioning experiences by U.S. operators have mainly focused on deterministic risk assessment, which is standardized by the U.S. Nuclear Regulatory commission (NRC) and focuses only on the consequences of risk. However, the International Atomic Energy Agency (IAEA) has suggested an alternative to the deterministic approach, called the risk matrix technique. The risk matrix technique considers both the consequence and likelihood of risk. In this study, decommissioning stages, processes, and activities are organized under a work breakdown structure. Potential accidents in the decommissioning process of NPPs are analyzed using the composite risk matrix to assess both radiological and non-radiological hazards. The levels of risk for all potential accidents considered by U.S. NPP operators who have performed decommissioning were estimated based on their consequences and likelihood of events.

수질 및 대기 오염물질에 대한 건강 위해성 평가

  • 과거에는 환경오염에 의한 피해의 유무, 즉 인과관계를 규명하는 것이 일차적인 관심 대상이었다. 그러나 구체적이고 정량적인 정보를 요구하는 현대사회에서는 오염피해의 정도와 심각성을 평가하여 주민에게 알려 주어야 하며, 어느 정도의 오염수준을 우리사회에서 받아들일 수 있는가의 판단이 매우 중요한 문제로 떠오르게 되었다. 또한 복잡다기화 되어가고 있는 사회 현상속에서 이해관계와 불확실성으로 얽혀 있는 환경문제를 풀어나가기 위해서는 과학적이고 합리적인 방법론이 요구되고 있다. 이를 위해 제시될 수 있는 방법론이 위해성 평가(decision-making) 수단이나 연구의 한 분야로 지난 30여년 동안 비교적 빠르게 발전되어져 왔다. 우리나라의 경우도 이미 위해성 평가에 대한 연구가 계속 발전중에 있으며, 특히 수계에서 검출 가능하고 잠재적인 위해성을 지니는 수질오염물질에 대한 전반적인 위해성을 평가하여 우리나라 수질관리정책에 유용한 기초자료들을 지시한 바 있다. 본문에서는 수질중 chloroform을 대상으로 확률분포를 이용한 위해성 평가 방법론과 대기중 benzene을 대상으로 노출 허용량(margine of exposure) 접근법을 소개하고자 한다.

  • This study has suggested a decision method which determine optimum investment level for safety management by process risk assessment at gas governor station. Hazard and operability study(HAZOP), fault tree analysis(FTA) and consequence analysis(CA) were carried out and potential accident cost and benefit for safety management were estimated. As a result, we could be found the trend of safety cost and benefit by the nonlinear regression method and could be determined the optimum investment level for safety management from analysis of safety management cost and potential accident cost.

  • Exposure of nonsmokers to environmental tobacco smoke (ETS) has been claimed to be associated with an increased risk for lung cancer e. g., in the US, Europe, Japan and several Asian countries. The present paper reports on and discusses the scientific evidence available to date that can be used in order to assess this potential risk for Korea. Evidence related to three key steps in risk assessment, i.e., the characterization of a potential risk, data associating a response to a dose, and data characterizing actual exposures of people to ETS will be reviewed. The final assessment of the potential risk will be left to those qualified and commissioned with the task of risk assessment as a basis for public health policy in Korea.

Qualitative Hazard Analysis for a Batch Radical Reaction Process using HAZOP Method (HAZOP 기법을 이용한 회분식 라디칼 반응 공정에 대한 정성적 위험성 평가 방법 연구)

  • Potential fire, explosion and safety hazards exist in medium- or small-scale chemical plants using radical batch reaction processes due to the various conditions of materials, works or products. To minimize the potential damage, a study was conducted on qualitative hazard analysis using the HAZOP technique, which is a typical method for a qualitative risk assessment and analysis of the potential risks encountered in these chemical plants. For this purpose, a domestic chemical plant, which produces the acrylic resin by a radical batch reaction process, was selected and a risk assessment and analysis according to the procedure of HAZOP method was performed for the process. As the result of the study, to prevent the hazard, the input of inert gas and the installation of a pressure gauge were indispensable. In addition, the initiator and monomer should also be separated, and inhibiting substances and equipment are also necessary to prevent a runaway reaction.
