Study on the Field Perceptions on Self-Support Performance Indicators using ISA(Importance-Satisfaction Analysis): Focusing on Regional Types (ISA 기법을 활용한 자활사업 성과지표에 대한 현장 인식 연구 : 지역 유형을 중심으로)

  • Korea's self-support program has constituted one of the most important workfare policy for the past 25 years. However, many pointed out the lack of field perceptions in the performance indicators of self-support program, such as overemphasis on the economic performance and uniform application regardless of regional types. This research intends to derive policy implications to improve performance indicators of self-support program by analyzing field perceptions, utilizing ISA(Importance-Satisfaction Analysis) method. Analysis on the difference between importance and satisfaction shows that the procedure was perceived more important than the consequences. It also reveals that current indicators were not satisfactory enough to reflect field practices. Finally, ISA matrix classified indicators into keep, improve, policy reconsideration area, and obvious differences were found by regional type. These findings suggest the importance of field-orientation in performance indicators, and by which, can serve as an exploratory study for the improvement of performance indicators.

The Difference of Staff Perceptions in Performance Evaluations at Local Self-Sufficiency Centers (지역자활센터 성과평가에 대한 실무자의 인식 차이에 관한 연구)

  • Under the goal of investigating the difference of staff perceptions in performance evaluations at local self-sufficiency centers, this study set out to examine whether differences would be found between team leaders or those in higher positions and the common staff in criteria, procedures, implementation, rewards, and feedback of performance evaluations. For that purpose, the investigator conducted a survey by mail with staff working for local self-sufficiency centers in 15 cities and provinces across the nation from September 6 to 30, 2010. Of 672 questionnaires that were distributed, 439 were returned. Of these, a total of 432 were used in latent mean analysis. The major findings are as follows: first, the staff at local self-sufficiency centers had a relatively negative perception of performance evaluation in terms of rewards for evaluation results. Secondly, the team leaders or those in higher positions had a more negative perception of performance evaluation in terms of evaluation criteria and rewards for evaluation results than common staff. Based on those findings, the study offered some implications with regard to performance evaluation systems at local self-sufficiency centers.

A Study of Labor Entry of Conditional Welfare Recipients : An Exploration of the Predictors (취업대상 조건부수급자의 경제적 자활로의 진입에 영향을 미치는 요인에 관한 연구)

  • This paper examines the labor entry of conditional welfare recipients. This paper focuses on two questions. First, what is the percentage of conditional welfare recipients who have labor entry? Second, what are the predictors in the labor entry and the duration to the entry? Using Data about 917 welfare recipients who participated in the self-sufficiency programs of the Offices for Secure Employment in Seoul, this paper attempts to answer the above questions. Logistic regression analysis and survival analysis are adopted to identify variables predicting labor entry of conditional welfare recipients. This paper also utilizes a multiple imputation method to deal with the limitation of data by the missing values in some variables. The major findings are as follows: about 43.8% of the conditional welfare recipients have successful labor entry; and in the labor entry and the duration to the entry, gender, household, information and referral services for employment, health and willingness for self-sufficiency are the predictors that are statistically significant. Among these variables, health and willingness for self-sufficiency are more noticeable; it is recognized that programs to care for health of welfare recipients who want to have the labor entry and counseling programs to strengthen welfare recipients' willingness for labor entry are very important for them to be successful in the labor entry. This paper provides a basic knowledge about realities of the conditional welfare recipients' labor entry, identifies research areas for further research, and develops policy implications for their self-sufficiency.

The History of Conflicts between Social Movements and Social Welfare -A Case Study of Self-Sufficiency Promotion Centers in South Korea- (사회운동조직의 사회복지제도화와 미시저항 -지역자활센터의 사례를 중심으로-)

  • The aim of this study is to demonstrate how Self-Sufficiency Promotion Centers (SSP Centers) run by social movement groups have struggled to defend their voluntary identities in conflict with SSP Centers operated by professional social welfare centers. Since political democratization, social movement groups have been increasing invited to run frontline public welfare agencies in South Korea, and Self-Sufficiency Program is one of the representative policies in which social movement groups have actively partaked. But many critical scholars have warned that such institutionalization of social movements into social welfare system is likely to dampen their voluntary nature and force them to render their hegemonic power to professional social welfare institutions. In contrast to the critical viewpoint, however, this study unveils how social movement-based SSP Centers have strived to tackle the professionalization pressure by deploying various survival strategies at the micro level. Through a historical discourse analysis on the frontline conflicts between social movement-based and social welfare-based SSP Centers, this study contends that social movement groups in Self-Sufficiency Program can still maintain their traditional spirit despite the obvious professionalization phenomenon.

A Qualitative Study on the Drinking Experience of Participants in Self-Sufficiency Program with Alcohol Problems (음주문제가 있는 자활근로사업 참여자의 음주경험에 관한 질적연구)

  • This study attempted to understand the meaning and nature of the drinking experience of participants participating in self-sufficiency program with alcohol problems. For this, data were collected by conducting in-depth interviews with seven problem drinkers currently participating in the self-support work project at the local self-support center. It was analyzed by a phenomenological analysis method. As a result of the study, 26 topics, 7 thematic vowels, and 3 categories were derived. The essential meaning of the study participant's drinking experience is as follows. It turned out to be 'a sense of accomplishment and belonging to job performance', 'extension of work life', 'maintaining social relations', 'weekly control drinking for self-support', 'minimum effort not to damage the working environment', 'self-criticism and reflection on absence from work resulting from heavy drinking', 'self-awareness of drinking problems. Through the analysis, the participants drank with a sense of accomplishment and a sense of belonging to job performance, and drinking was considered to extend their work life and maintain social relationships. At the same time, on weekdays when participating in self-support work projects, they we refrain from drinking in their own way and make minimal efforts not to interfere with the working environment under a hangover. The Absent from work due to heavy drinking led to self-reflection and furthermore, it was confirmed that they were aware of their problem drinking.

Collision between Welfare and Work in a South Korean Welfare-to-Work Program (사회복지와 노동시장의 연계가 초래한 근로연계복지의 딜레마 -자활사업의 사례를 중심으로-)

  • This study aims to analyze fundamental dilemmas of welfare-to-work programs, which aim to introduce labor market principles to the welfare system. Through a qualitative case study of a South Korean welfare-to-work program (the self-sufficiency program), this study demonstrates that various institutional problems are an inevitable consequence of such welfare-to-work programs because they have tried to combine two contradictory values and principles of the labor market system and the social welfare system in one policy. The analysis of the collisions between social welfare and market labor in the self-sufficiency program suggests that not only institutional reforms, but also profound debates on the values and principles underlying welfare-to-work programs are necessary to solve the phenomenal conflicts and problems with such programs.

  • Self-sufficiency (SS), which is often used in the social welfare policy of the American welfare system, is an important concept in the field of social welfare and has been studied so much. Among such studies there are also studies on how the employment hope scale and the perceived employment barrier scale, which the psychological SS (PSS) consists of, affect the economic SS (ESS) for low-income job seekers in the United States. These studies are generally conducted using survey data, which are mainly analyzed by structural equation model (SEM) in the field of social science field. In the survey data, the number of measurement variables is generally large and there is a correlation between variables. In such cases, Principal Component Analysis (PCA) can be used. The purpose of this study is to compare the results of SEM and PCA on the survey data mainly dealt with in the social science field. We compare the performance of the two analyzing methods through a small simulation study. We also analyze a real survey data of the ESS and the PSS by using these two methods and compare the results.

A study on the Application of Housing Welfare Service in Self-sufficiency Assistance Program (자활분야의 주거복지서비스 변화와 함의)

  • Housing benefits service that was implemented according to the National Basic Livelihood Security Act in 2002 has been changed with the enactment of "Housing benefits Law"(2014.1.24). Though the service was conducted for 13 years to improve the living environment of recipient households and create self-supporting jobs for low-income, there was a limit to ensure the efficiency due to variations in the administrative act and implementation in local governments. For that reason, the sales account and the profits of self-supporting enterprises and their cooperative in housing welfare sector that played a pivotal role had gone through many ups and downs and that is why the national coalition of self-supporting enterprises that were newly formed are forced to take self-effort and play a leading role for the improvement of future beneficiaries' satisfaction, namely to develop the level of service to keep the decent jobs consistent for low-income while responding institutional policy change and the demands for improving the home-amelioration system. Accordingly, this article has attempted to supplement existing research on housing-benefits service and determine how the field can keep pace with the new institutional environment. As a result, first, Central self-supporting enterprises provide high specialized-quality services to low-income families, second, central self-supporting enterprises induce to transition customized service agencies for improving the quality of residential housing benefits, Third, Housing self-supporting enterprises should correspondence with institutional change through the provision of explicit guidelines in relating to housing-service amelioration, the last, business practical process shall be accompanied by a consistent basis for innovative and procedural standards.

  • 희망인큐베이터, 감염인지원센터의 자활공동체이다. 말 그대로 다소 부족하고 힘들고 어렵더라도 서로 의지하고 도와가며 자활을 위해 새로이 시작하는 장소를 뜻한다. 한국감염인협회에서는 작년 말부터 대한에이즈예방협회의 지원 아래 시범사업으로 실시해 온 이 사업을 올해부터 독립적으로 추진해 나갈 계획이다. 개개인의 특기를 살려낼 수 있는 일거리 창출은 물론 자립할 수 있는 기틀을 마련해주고, 그 속에서 각각의 특성 있는 소그룹을 형성, 활성화시켜 장기적으로 경제적 자립 얻을 수 있도록 노력할 것이다.
