Methodology of Local Government Policy Issues Through Big Data Analysis (빅데이터 분석을 통한 지방자치단체 정책이슈 도출 방법론)

  • The purpose of this study is to propose a method to utilize Big Data Analysis to find policy issues of local governments in the reality that utilization of big data becomes increasingly important in efficient and effective policy making process. For this purpose, this study analyzed the 180,000 articles of Suwon city for the past three years and identified policy issues and evaluated policy priorities through IPA analysis. The results of this study showed that the analysis of semi-formal big data through newspaper articles is effective in deriving the differentiated policy issues of different local autonomous bodies from the main issues in the nation, In this way, the methodology of finding policy issues through the analysis of big data suggested in this study means that local governments can effectively identify policy issues and effectively identify the people. In addition, the methodology proposed in this study is expected to be applicable to the policy issues through the analysis of various semi - formal and informal big data such as online civil complaint data of the local government, resident SNS.

A Study on the Public Library Policies of Local Governments: Focusing on the Long-Term Planning and Organizations (지방자치단체의 공공도서관 정책 분석 - 중장기 계획과 담당 조직을 중심으로 -)

  • The purpose of this study was to investigate how local governments implement and enforce library policies for their regional libraries to provide benefits to their community residents. To this end, this study analyzed public library polices of regional governments in Korea with their long-term and annual plans. According to the results almost regional governments included plans for public libraries in their long-term plans, however, organizations exclusively responsible for libraries were very rare. Main components of the policy mostly related with establishing public libraries. In addition, creating and supporting a small library, a library of building workforce capacity planning librarians, library cooperation system, whether to target the entire city reading promotion policies were included in the policy.

  • Many researcher contended that the tourism types of modern society has changed to 'experience tourism' from 'seeing tourism' recently. Therefore attempts to add edutainment factors in the original tour program has been introduced in cases of tourism cave. As we can see the Hwaam-cave in Jungsun-gun, by preparing with various pavilions which are well-matched with tourism cave. So, the purpose of this study is to the presentations of the activation programs that having on characteristics of edutainment tourism resources for tourism cave. Thus, first of all for establishing of this study, we examined the characteristics and values as tourism resources of cave and then observed the roles and examples of edutainment tourism cave, finally suggested.

Development of Disaster Management Capacity Analysis Program for Local Government (지방자치단체 재난안전관리 자체 역량분석 프로그램 개발)

  • New paradigm to the advancement of disaster management is required for building resilient and safe society. In these circumstances, the importance of local government disaster management capacity has been emphasized through experiencing a series of accidents including 2012 september Gumi fluorosilicic acid diffusion accident. The increase of people's disaster awareness has emerged the public demands on disaster management information of local area. In this study, the disaster management capacity analysis program is developed for self-assessment of local government. The program is designed for disaster managers to database the categorized index of disaster management capacity and recognize the capacity level. For the public announcement of disaster management capacity, the analysis results are shown for citizens in the understandable format. It is expected that the enhancement of emergency management capacity of local society can be achieved by the efforts of local government analyzing and improving the vulnerability as well as the participation of local society.

A Study on Content Analysis of the Reading Promotion of Ordinance in Local Governments (자치단체의 독서진흥조례 내용분석)

  • The purpose of this study is to investigate and analyze present condition of enactment and enforcement of regulation for reading culture promotion which is a local statute of the autonomous community of Korea to suggest effective improvement methods for operation of ordinance and regulation. In this research, literature review and regulation analysis were conducted and investigated. The results of this study are as follows. 1) There were 77 ordinances of reading related local statutes of 245 metropolitan and primary local authority and 7 regulations. 2) Ordinances and ordinance regulation of the local government and local government of education are being named variously. 3) Composition of ordinances ordinance regulation were not systematic due to diverse contents of ordinance by local government according to the names of ordinance, and they overlapped with similar contents in general. 4) There were 10 ordinances and 2 official orders for the abolished reading related local statutes of the local government until today. This study suggested the following methods to vitalize the reading culture promotion policy. 1) It would be necessary to improve awareness by promoting the reading promotion policy. 2) Optimal name for local statute and ordinance that considered the environment of reading promotion of local statue need to be assigned, and contents of the ordinance regulation related to reading needs to be consistent. 3) Local statutes need to be established by collecting enough opinions of residents or specialists after thoroughly examining problems of the ordinance before abolition.

Participatory Budgeting's Types and Policy Implications by Participatory Institutions and Participatory Levels (참여기구와 참여수준에 따른 주민참여예산제도의 유형과 시사점)

  • Participatory budgeting has been introduced and proliferated with differentiated types by Local Finance Act which had been revised in 2011. This study aims to classify the types of Participatory Budgeting by participatory institutions and participatory levels and suggest the implications. We have reviewed the participatory budgeting operation ordinances, operating plans and operating systems of 243 local governments. And the participatory budgeting can be divided into five types. First, submission of opinion type found in 100 local governments is characterized by operating without participatory institutions. Second, commission type found in 85 local governments is characterized by having only participatory budgeting committee. Third, regional meeting type found in 21 local governments is characterized by having participatory budgeting committee and regional meeting or only regional committee. Fourth, public-private partnership type found in 30 local governments is characterized by having citizen-government meeting. Fifth, delegated power type found in 7 local governments is characterized by having policy fair or mobile voting, or both. Analysis showed that institutionalization levels of participatory budgeting is not high because many local governments(76.5%) are belong to submission of opinion type or commission type in South Korea. For developing participatory budgeting, participatory institutions, such as citizen-government meetings, policy fair or mobile voting, should be adopted and proliferated in more and more local governments.

  • BPR(Business Process Re-engineering)은 업무 프로세스를 혁신적으로 재설계 함으로써 급속한 외부환경과 내부환경의 변화에 능동적으로 대처하고자 하는 기업의 경영혁신 기법, 조직 재설계의 수단으로 도입되었다. 해마다 시행되고 있는 정보화평가위원회의 국가 정보화 사업에 대한 평가는 정보화 사업의 성과관리에 있어 BPR에 따른 조직과 제도개선 성과를 포함하여 제도혁신에 대한 인센티브 제공 둥 조직과 제도혁신 강화의 필요성이 강하게 주장되는 등 BPR은 공공부문으로 점차 확대 될 추세이다. 본 연구는 조직적 문제의 해결을 통하여 지방자치단체 GIS의 효율성을 제고 하고자 하는 목적으로 출발하였다. 따라서 BPR의 이론적 고찰을 통하여 지자체 GIS BPR의 개념을 정의하고, 지방자치단체의 GIS 시스템 도입 이후의 업무 프로세스의 변화, 업무 변화의 양상, 잠재적 업무 효과를 BPR의 기법을 통해 보여줌으로써 조직 재설계의 수단으로 GIS BPR의 가능성을 모색하였다. 이는 GIS 발달 단계에 따른 효과 창출의 패러다임을 고려한 지방자치단체 GIS 업무의 변화를 수용하는 능동적이고 융통성 있는 조직 모형을 찾는 것이라 할 수 있다. 따라서 단위조직, 진화조직, 전체조직의 GIS 발달 단계에 따른 지방자치단체 GIS 조직 모형을 규정하였다. 본 연구를 통한 시사점은 지방자치단체 GIS 조직이 현재의 단위조직 수준에서 진화조직의 단계를 걸쳐 전체조직으로 향하는 가능성을 제시했다는 점이다. 이는 지방자치단체가 각각의 단계에서 GIS의 도입 효과를 창출하기 위하여 충실히 수행해 할 것이 무엇인지를 BPR을 통해 조직적 차원에서, 그리고 조직이 다루는 업무영역의 차원에서 접근했다는 점에서 그 의의가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. Establishment of Role Between Central and Local Government for Implementation of Total Maximum Daily Load (수질오염총량관리제 시행에 있어서 중앙정부와 지방자치단체 간 역할정립)

  • The policy of total maximum daily load (TMDL) was adopted to manage water pollutants so as to keep the total amount of pollutants in the watersheds within established target water quality. While the TMDL was implemented in all four major river basins, various problems occurred. Even though the corrections for problems were conducted, the role between central and local government was not established exactly. This study was presented to suggest a role between central and local governments for effective implementation of TMDL. When the central government establishes the environmental criteria with water quality standards and pollutants in the main rivers, the local government should establish the level of target pollutants in the watershed. Also, the local government should be continuously implementing the water quality and flowrate monitoring of the tributaries to find out the degree of water quality improvement in the tributaries. Especially, the basic plan of TMDL for the whole watershed should be established by the river basin environmental office at the central government. The local government should be established the implementation plan of TMDL for the watershed where exceeds the established target water quality. The performance assessment of TMDL should be implemented every year to the water quality and flowrate monitoring of the tributaries for satisfaction assessment of target water quality in the watershed by the lower-lever government. The performance assessment report of TMDL included with an analysis of causes for the excess water quality in the watershed should be submitted to the river basin environmental office at the end of the TMDL planning period.

A Study on the Perceptions of Consumers, Producers, and Government Employees toward Geographical Indications (지리적 표시제에 대한 소비자 생산자, 지방자치단체 공무원의 인식에 관한 연구)

  • This study investigates the perceptual differences on geographical indications among consumers, producers, and government employees. First, in terms of the recognition of the geographical indication certification mark, approximately 56% of consumers showed no experience to recognize the mark, indicating their low level of recognition. Besides, some respondents among producers and government employees indicated no experience or no recollection on the certification mark. In terms of the vitalization of geographical indications, consumers and government employees showed positive responses while producers were negative on it. Consumers and government employees attributed the reasons for the low level of vatalization of geographical indications to the low level of consumer recognition. On the other band, producers indicated that the complicated registration procedure and incidental expenses were the main reasons for this issue. Lastly, this study examined if there were significant differences on the perceived consumer preferences on the domestic and imported agricultural and processed products among the three groups. The results found that producers and government employees perceived that consumers preferred the imported products to the domestic products than customers actually did, indicating the lack of understanding of these two groups on consumer preferences on agricultural and processed products.

An Efficiency Analysis of the Local Cultural Resources Utilization of Local Governments (지방자치단체의 지역문화자원 활용 효율성 분석)

  • This study examines the efficiency of using local cultural resources in local governments. The study does so by DEA(Data Envelope Analysis) using data from the year 2017 for 17 local governments in Korea. In addition, this study tries to estimate environmental efficiency of local cultural resources. For this, the 'Total Efficiency' including the output variables related to the local cultural resource environment was analyzed. After than It compared the 'Total Efficiency' with the 'Utilization Efficiency', to estimate the 'Environmental Efficiency' of local cultural resources. The followings are results which are significant statistically. Firstly, it was evaluated that five of the 17 local governments utilized the local cultural resources efficiently. Secondly, it was result that the inefficiency of the other local governments was relatively influenced by the economies of scale than PTE(Pure Technical Efficiency). Thirdly, It has been confirmed that environmental aspects such as cultural properties and cultural infrastructure have a considerable impact on the increase or decrease of efficiency in local governments. The difference in the efficiency of local governments are influenced by the population density. In order to improve the efficiency in the future, it is necessary to adjust the appropriate level of input according to the local population estimate, which is a major consumer of the local cultural resource utilization. In addition, the local festivals and village festivals held by local governments should be checked to improve in quality by eliminating inefficiencies. Also, it should be considered of environmental factors together, when analyzing the efficiency of the local cultural resource in local governments.
