지속적인 어업자원 이용에 대한 수산보조금의 역할을 분석한 기존 연구들은 단순히 세계 전체적이거나 국가별 총어업수입과 총어업비용만을 고려하여 잠정적으로 비용 절감형 또는 수입조장형 보조금이 어획노력량 수준을 증가시켜 어업자원의 감소를 부추기거나 남획을 초래했다고 결론짓고 있다. 또한 어업의 특성상 어업에 있어서 각종 규제수단이 사용되고 있음에도 불구하고 이들 수단들의 효과와 보조금과의 관계를 분석하지 못함으로써 어업자원에 대한 보조금의 영향을 명확하게 설명하지 못하였다. 본 연구에서는 어업에 있어서의 각종 규제수단의 사용에 따른 보조금의 영향을 국제적으로 권고되고 있는 생물경제모델을 이용하여 분석함으로써 보조금이 어업자원에 미치는 영향을 살펴보았다 분석결과에 따르면, 기존 연구들의 잠정적인 결론은 관리수단조치가 전혀 이루어지지 않거나, 이루어지더라도 불완전하게 어획노력량 등이 통제될 경우에만 타당한 것으로 나타났다. 반대로, 관리수단 하에서 어획노력량 등에 대한 감시 및 통제가 완벽하게 이루어질 경우에는 기존 연구결과와 달리 수산보조금이 어업자원에 부정적인 영향을 미치지 않는 것으로 분석되었다 오히려 일반적으로 부정적인 것으로 취급되는 보조금의 경우도 어업상황에 따라서는 어업자원에 대한 부정적인 피해 없이 어업에 긍정적인 영향을 줄 수 있는 것으로 나타났다.

Network Access Control system of medical asset protection solutions that installation and operation on system and network to provide a process that to access internal network after verifying the safety of information communication devices. However, there are still the internal medical-data leakage threats due to spoof of authorized devices and unauthorized using of users are away hours. In this paper, Network 2-Factor Access Control Model proposed for prevention the medical-data leakage by improving the current Network Access Control system. The proposed Network 2-Factor Access Control Model allowed to access the internal network only actual users located in specific place within the organization and used authorized devices. Therefore, the proposed model to provide a safety medical asset environment that protecting medical-data by blocking unauthorized access to the internal network and unnecessary internet access of authorized users and devices.

This paper examines the evolving role of ijang(village representative) and his job stress during Pyeongchang floods in 2006. Results based on telephone survey and interviews reveal that ijang played a crucial role in evacuating residents, allocating resources and commanding the recovery, although official job description considered him as only a mediator between local officers and villagers. Moreover, unexpected enormous burden created severe job stress to many ijangs; while 60 percent felt like quitting the job, about three fourth felt fretful whenever the telephone rang and lost some weights. Chi-square analysis also indicated that previous job training, villagers' abuse, and disaster damages were significantly related with job stress. These results suggest that the emergent human resources model rather than the command and control model can be an effective approach for a disaster management plan in rural Korea.

본 논문에서는 액티브 네트워크 상에서 강력한 자원 관리와 액티브 응용의 제어를 위해 접근제어 메커니즘을 적용한 안전한 리눅스 커널을 분석 설계하였다. 설계된 접근제어 모델은 직무기반 접근제어를 이용하여 권한을 효과적으로 통제하고, 신분 및 규칙 기반 접근제어를 이용하여 정보 및 시스템의 비밀성, 무결성, 가용성의 보장 및 시스템의 불법적인 접근을 방지할 수 있다. 리눅스 마이크로 커널 기반 접근제어 모델을 직무, 보안등급, 무결성 등급 및 소유권의 다단계 보안 정책을 기반으로 시스템의 불법적인 접근, 직무기반, 소유권 등의 다단계 보안 정책을 기반으로 하여 시스템의 불법적인 접근을 통제 할 수 있다.

As individual users have to provide more information than the minimum for using information communication service, the invasion of privacy of Individual users is increasing. That is why client/server based personal information security platform technologies are being developed such as P3P, EPAL and XACML. By the way enterprises and organizations using primarily role based access control can not use these technologies. because those technologies apply access control policies to individual subjects. In this paper, we suggest an expression language for privacy enhancing role-based access control policy. Suggested privacy enhancing role-based access control policy language model is a variation of XACML which uses matching method and condition, and separately contains elements of role, purpose, and obligation. We suggest policy language model for permission assignment in this paper, shows not only privacy policy scenario with policy document instance, but also request context and response context for helping understanding.

최근 주파수 자원에 대한 수요가 급증하면서 효율적으로 이용하기 위한 정책적 기술적 개선이 요구되고 있다. 기존까지의 정부 주도적인 명령과 통제 방식은 감소되고 시장 경제 원리를 도입한 시장 기반 방식과 주파수를 공유하여 다수의 이용자가 사용할 수 있도록 하는 공유 방식이 증가되고 있으며, 지능형 SDR 개념인 CR 기술이 등장하게 되었다. 본 논문에서는 스펙트럼 관리 현황과 문제점을 살펴보고, 차세대 융합통신 환경에 적합한 스펙트럼 관리 모델과 핵심 이슈들을 소개하였다. 또한 Beyond IMT - Advanced를 지향하는 CRS에서 제공되어야 할 것으로 전망되는 동적 스펙트럼 할당, 통합 무선자원 관리, 동적 스펙트럼 접속 등과 같은 스펙트럼 및 무선 자원의 효율적 이용방식에 관한 표준화와 기술 동향에 대하여 기술하고자 한다.

We designed a role-based access control model that can resolve the complicated tasks of control requirements. The designed access control model can control permissions efficiently use of a role-based access control. It guarantees the confidentiality integrity and availa information making use of identity-based and rule-based access controls. It can also centre information flow. Our access control model protects resources from unauthorized accesses b multi-level security policies such as role, security level, integrity level and ownership.

This paper design a role-based access control model that can resolves the complicated problems of access control requirements. 정보시스템에서 자원에 대한 접근 통제는 핵심 보안기술의 하나다. 최근에는 역할을 중심으로 접근을 제어하는 RBAC모델이 웹 어플리케이션에 널리 활용되고 있으나, 대규모 기업이나 분산 환경 조직에서는 다수의 사용자, 역할과 상호관계로 인해 관리에 상당한 노력이 요구되고 있다. 본 논문에서는 조직의 구조를 반영한 역할 관리 모델(OS-RBAC)을 기반으로 사용자와 역할과의 할당 관계에 그룹Groups)이라는 개념을 추가한 전자영사시스템의 접근제어 모델을 구현함으로서 역할관리의 효율성을 제고하였다.

As the quality movement is beginning to take shape in the service sector, the shift to a quality focus becomes essential to the competitive survival of service business. The purpose of this paper is to analyze the effect of interaction between customer and service provider on perceived service value in service encounter using service delivery model, which is based on two key factors such as customer participation and service provider's control. Support is found for a number of the hypothesized structural relations. Some implications for service marketing practice are discussed briefly.
