This paper aims to introduce the basic concept of probabilistic record linkage and its statistical framework, and describe the specific process and principle of performing it using a real example from Statistics Korea. First, we briefly describe the deterministic record linkage and compare it with probabilistic record linkage. We introduce the Fellegi-Sunter model framework for record linkage and the related paprameters: m-probability, u-probability, matched weight and decision rule. Finally, we show the detailed process of record linkage under Fellegi-Sunter model framework and evaluate the record linkage results, using sample data from the registered-based census and Population and Housing Census survey in Statistics Korea.

This study has its purpose on analyzing the problems of data connection between general management institution and itemized management institution shown through the college information disclosure project and presenting the plan to substantialize data connection between general management institution and itemized management institution. To make close inquiry into the related problem and induce plans for substantialization, this study analyzed the previous related research data as well as the connection status of information disclosure item of Korea Foundation for the Promotion of Private School, the itemized management institution, to induce problems; induced substantialization plan for data connection of itemized connection institution. As for the substantialization plan based on such, plan to integrate schools and department codes, plan to automatize data connection and plan to secure reliability of information were established. It is anticipated that the plan to substantialize data connection between management institutions reckoned through the result of this study would be used as the basic data for information disclosure project providing various reliable information from Ministry of Education, Science and Technology, General management institution, itemized management institution and college.

본 논문에서는 환전분포형 지표수-지하수 연계모형인 MIKE SHE 모형을 SWAT모형을 이용하여 산출된 소유역 유출량 자료 및 함양량 자료와 연계하여 국내 IHP 대표유역의 하나인 보청천 유역에 적용하였다. 실측유출량자료와 모의된 유출량자료를 비교하여 통계적 변량을 산출하여 모형을 평가하였으며, 그 결과 EI와 RMAE, $R^2$값은 각각 0.64와 0.74, 0.82를 나타내는 것으로 보아 모형이 실제를 만족스러울 정도로 잘 반영하고 있지는 못한다고 판단되었다. 이는 적용된 모형의 문제점이라기 보다 국내 실정에서 모형의 입력자료를 뒷받침할 만한 세분화된 자료의 부족에서 기인된 결과로 판단된다. 이에 따라 국내에서 완전분포형 모형의 입력자료를 뒷받침할 수 있는 시추 자료, 수리상수 자료 등이 확보되고 모형의 보정과 검정과정을 거친다면 더욱 만족스러운 결과를 얻어낼 수 있을 것으로 판단되며, 이러한 문제점이 해결, 보안된다면 본 모형의 국내 적용에는 큰 문제점은 없을 것으로 판단된다.

통합 플랫폼의 연계모듈은 구조시스템 대안생성, 구조해석, 구조설계를 수행하는 여러 프로그램들의 자료교환을 지원하는 모듈로서, buildingSMART International에서 개발한 표준자료모델을 기반으로 한다. 이 표준자료모델은 다양한 건축물의 기획부터 유지관리 단계까지를 대상으로 하므로 많은 자료들이 복잡하게 얽혀있어 그 전체적인 구조와 상세한 내용을 파악하기 곤란하다. 그러므로 통합 플랫폼의 여러 프로그램들에 표준자료모델 기반의 자료교환 기능 추가에는 많은 시간과 노력이 소요된다. 이에 본 연구에서는 이러한 시간과 노력을 절감할 수 있는 연계모듈 구조를 제안하고 이를 일부 구현하였으며, 간단한 적용사례를 통하여 타당성을 검토하였다.

최근 전력산업은 전통산업으로 인식되었던 기존의 틀을 과감히 벗고 IT, NT 테크놀러지와의 기술융합을 통해 혁신과 발전으로 진일보하고 있다. 이와 함께 북미지역을 비롯하여 유럽에서 발생한 광역정전의 영향은 전력계통 안정운영의 중요성을 한층 고조시키고 있다. 이러한 패러다임의 변화로 이기종 전력시스템들이 네트워크로 상호 연결되어 전력계통 데이터의 시스템간 자료교환이 활발해 지고 있으며, 이에 따라 신속하고 정확한 데이터 연계의 중요성이 요구되고 있다. 본 논문에서는 현재 한국전력거래소에서 운영하고 있는 EMS(Energy Management System) 시스템의 데이터베이스와 이기종 시스템과의 데이터 송 수신시 필수요소인 자료연계 DB의 작성을 위해 자체 개발하여 활용중인 전력계통 자료연계 DB 동기화 프로그램을 통한 자동화 사례에 관해 소개하고자 한다.

현재 서부아프리카 지역의 경우, 대부분의 발전원은 수력과 화력에 의존하고 있으며 서부 아프리카경제공동체(ECOWAS) 15개 회원국의 전력수급률은 매우 낮은 수준일 뿐만 아니라 국가별 에너지 불균형 또한 심한 상태이다. 이에 서부 아프리카 전력공동체(WAPP)는 지역 간 에너지 불균형 해소 및 국가 간 전력망 연계를 위한 전력거래센터(ICC)의 구축을 추진하고 있다. 본 논문은 향후 WAPP ICC에서 본격적인 전력거래기능을 수행하기에 앞서 각 지역제어센터(CAC)의 전력 정보 수집, 분석 및 공유를 위한 자료연계 방안에 대해 서술하였으며 센터간의 자료연계를 위한 통신 프로토콜은 IEC 60870-6(ICCP) 프로토콜을 이용하였다.

Bibliographic records for alternative format materials using a flat bibliographic structure based on unit record have limitations in that they cannot be linked with other related resources in record level, which makes it difficult to secure sufficient access to alternative format materials for people with disabilities. In order to address this problem, this research constructed a linking structure which adopted FRBR-based BIBFRAME structure to establish a bibliographic structure that can interrelate the bibliographic records with flat structure and the multi-level BIBFRAME structure. This research proposed a linking bibliographic structure that enables interlinking between bibliographic records for related alternative format materials by composing upper-level linking property categories and interconnecting them to classes and properties of BIBFRAME.

정보통신 기술의 발달로 자치단체에서 개별적으로 운영되던 업무별 단위시스템을 단일화 또는 연계하여 자료를 공동 활용하려는 노력이 계속되고 있다 하지만 타 시스템의 자료를 실시간으로 검색함에 있어 빠른 응답시간이 요구되며, 검색건수 증가에 따른 수행지연으로 인한 문제가 되고 있다. 따라서 본 논문에서는 검색 대상 자료를 본 시스템의 메모리에 상주시켜 연계자료에 대한 검색속도를 높이고 수행지연에 의한 병목현상을 해결할 수 있는 방안을 제시하였다.

전력거래소는 발전경쟁시장(CBP; Cost-Based Pool) 장기화에 따른 운영상의 효율성을 개선하고 기 개발된 시장운영시스템(MOS; Market Operation System)을 활용하여 급전체계를 개선하기 위해 준비중이다. 현행 급전체계에서는 거래 전일에 수행한 수요예측을 바탕으로 1시간 단위운영발전계획을 전일에 수립하고 EMS(Energy Management System)를 이용하여 발전기에 대한 경제부하배분(ED; Economic Dispatch)을 시행하고 있지만, 현 EMS는 시장체제 환경 전에 도입된 설비로 시장환경에 대한 고려가 되어 있지 않고 계통운영 보조서비스의 실시간 반영이 어려운 점이 있다. 전력거래소는 실시간 급전 운영을 위해 기존 EMS에 MOS를 연계하여 MOS의 5분 단위 수요예측량을 기반으로 송전망 제약과 예비력 요구량 등을 고려한 발전기별 경제부하 배분량 및 예비력 배분량을 결정하고, 추가적으로 EMS에서 수요예측 오차 및 주파수 보정량을 실시간으로 계산하여 발전기별로 배분하도록 함으로써, 1일 전 시행하던 급전계획을 취득 자료를 기반으로 5분 단위로 실시간 계산할 수 있도록 급전 체계를 개선할 계획이다. 이를 통해 실시간으로 에너지와 예비력을 동시에 최적화함으로 전력시장 및 전력계통 운영을 한층 선진화 할 수 있는 계기를 마련하였으며 또한 저비용 발전기 사용을 극대화함으로 발전비용의 절감에도 기여하는 효과를 기대할 수 있다. MOS-EMS간 자료연계에는 ICCP(Inter-Control Communication Protocol)와 FTP 프로토콜을 사용하였고, 수차례 모의운영을 통하여 데이터베이스 및 현장 취득 자료의 정확도(accuracy)가 양 시스템 간 연계 및 전력 계통의 안정적 운영에 매우 중요한 요소로 나타났다. 전력거래소는 장기적으로 CIM(Common Information Model)기반의 표준 전력계통 데이터베이스를 구축하고 시스템 간 자료 연계를 위해 XML을 활용하여 시스템 간 상호 운영성(Interoperability)과 자료 연계의 안정성을 높일 계획이다. 본 논문은 MOS-EMS 연계에 따른 시스템 간 자료의 흐름 및 처리에 대해 주로 설명하고자 한다.

The rapid digitalization has highlighted the importance of identifying and managing online resources. Especially, the need for a systematic identification system for the efficient distribution and preservation of digital content is growing. This study aims to respond to these contemporary demands by investigating the current state of identification systems for online resources and exploring more systematic management and utilization methods through linking these systems with legal deposit. To achieve this, the study surveyed the identification systems and their issuance status for online resources and analyzed prior research related to these online resources. Based on the analysis, the proposed strategies for linking with legal deposit can be summarized into three categories: First, to prioritize and enhance the utilization of legal deposit, strategies are required to strengthen the mutual complementarity of deposit and use, to assign priorities to certain deposits, and to increase the usability of deposited materials. Second, as strategies based on international standard numbers for linking with legal deposit, it is necessary to integrate ISBN and UCI in the deposit process, to link international standard resource numbers with deposit, to interconnect metadata between international standard numbers and UCI, to integrate UCI and ICN, and to introduce automation technology for upgrading the deposit system. Third, to effectively implement the aforementioned strategies, policy support is essential. This includes enhancing the role of the Korean Bibliographic Standards Center, strengthening cooperation with publishers, compensating for deposited materials, and increasing awareness and institutional compensation for the legal deposit system.
