The purpose of this study was to understand the influence of psychological well being and family strength on children's self-resilience. Subjects were consisted of 250 5-year-old children attending private kindergartens located in Seoul and Gyeonggi province, and their mothers. The results were as follows: First, with regard to some sub-components, such as the satisfaction of life, the relationship of families, and the sharing value between family members, those of mothers who had college diploma or higher were significantly higher than those of mothers who had educational attainments equal to and lower than those of high-school graduate. But with regard to confidence and cheerful personality, those of children with mothers who had educational attainments equal to and lower than those of high-school graduate were significantly higher than those of children with mothers who had college diploma or higher. Second, there were partial correlations among mother's psychological well-being, family strength, and self-resilience. Third, mother's psychological well-being was found as important variable in explaining children's self-resilience.

Bookstart is a gifting project, which aims to provide free books to babies in order to promote the idea of early book sharing and to develop a life long love of books. Bookstart was initiated in the UK in 1992 by the independent charity Booktrust in co-operation with Birmingham Library Services, South Birmingham Health Authority and Birmingham University School of Education. The idea of Bookstart has begun to spread not only to Korea but also to other countries. Bookstart In Korea is due to actively operate In many local governments. Therefore. many library researchers, scholars and professionals. council officers and ordinary people who are involved in Bookstart in Korea are urgently looking for materials on Bookstart in the UK. Consequently, this study examines Bookstart in the UK and the main aims of this study are: to produce results applicable to the successful operation of Bookstart in Korea : to give Bookstart-related people an understanding of many aspects of the operation of Bookstart; and to provide Ideas and information on the operation of Bookstart in Korea. In order to obtain useful data. the researcher used a questionnaire and interview method and reviewed the literature. The study revealed that Bookstart In the UK aims not only to promote babies' Interest In books and reading but also to Improve family relationships and to tackle social exclusion.

Since the 1990s, Korea has been developing various policies and materials for the improvement of basic learning abilities. In this study, the cases of policies for underachievers in Korea and the US were compared and analyzed the programs for mathematics underachievers in elementary school with Chuncheon office of education and Seattle public schools. All of them started from the point of relief of underachievers, but they differed in the process of operating them specifically. This study suggests the followings. First, active utilization of vacation programs to solve problems such as low-income meal service, prevention of stigma effects, securing teacher's instruction time, teacher-instructor cooperation. Second, the necessity of detailed activity-centered textbooks that underachievers can explore with interest in mathematics learning and easy to use by teachers. Third, specific cooperation for inducing interest of their own children's learning and forming close ties between parents and teachers. Fourth, program analysis by a professional evaluation group to improve the quality of underachiever program.
